Surprising Ways to Find Free Seeds for Your Garden

Public libraries, Extension offices, university seed libraries, and local swaps can offer free seeds. Check access rules and current stock before making a trip.

You can often find free seeds through public libraries, university or county Extension programs, community seed libraries, and seed swaps. The catch is that each host sets its own rules for eligibility, current stock, packet limits, and seed donations—so check before making a trip.

Where to look for free garden seeds

Public libraries

Search your library system’s website for “seed library,” “seed exchange,” or “seed lending library.” Collections are often seasonal, and a library may limit how many packets each visitor can take. The Library of North Carolina’s Government and Heritage Library in Raleigh, for example, offers a seasonal native seed collection on a first-come, first-served basis, with a limit of two packets per person. Its collection was last updated May 12, 2026. Check its current seed-library details before visiting.

County Extension and Master Gardener programs

County Cooperative Extension offices and Master Gardener programs may run seed libraries themselves or support collections at local libraries. University of Illinois Extension lists two county Extension seed libraries and community partners; its program page also describes donation and exchange rules. In Charlotte, Mecklenburg County Extension describes a free county resource and supported seed-library locations.

University and community seed libraries

Some university collections welcome people beyond the campus community. The University of Arizona Libraries’ donation-based Seed Library is open to the Tucson community as well as campus members, but stock varies and the library does not guarantee seed age or viability. Check its access and collection information before relying on a particular seed being available.

Seed swaps, exchanges, and gardening events

Look for event listings from county Extension offices, libraries, garden clubs, and community gardens. Some swaps welcome visitors who have no seeds to trade. For example, University of Maryland Extension’s Calvert County Master Gardeners listed a January 17, 2026 event where people without seeds could still attend and gather seeds. That event date has passed; use the event page as an example of the kind of listing to search for, not as a current invitation. Confirm the date and whether you need to bring seeds for any future event.

Check the rules before you go

  • Eligibility: A site may serve anyone in the area, or restrict access by library card, university affiliation, county, or service area. Confirm who can take seeds.
  • Inventory: Collections may depend on donations, change seasonally, and run out. Some sites do not publish live stock; check the website or call before traveling.
  • Packet limits: Rules vary by host. The North Carolina Government and Heritage Library, for example, lists a two-packet-per-person limit.
  • Garden fit: Ask what varieties are available and whether they suit your growing conditions and plans. A free packet is useful only if you can grow it.
  • Event terms: For a swap or exchange, verify the date, location, whether visitors without trade seeds are welcome, and any participation rules.

Understand seed donations and returns

Returning seed is not a universal requirement. UVM Extension says seed libraries generally do not require borrowers to return seed, while encouraging donations to help sustain the program. Ask the specific host what it accepts before bringing anything in.

Donation standards can be quite different between programs. The North Carolina Government and Heritage Library asks for self-collected seed to be clean, dry, identified, and free of non-seed material. Illinois Extension’s listed program currently accepts only unopened packages and says it is not taking native seeds gathered in nature. Read the receiving site’s current rules rather than assuming that saved or commercially packaged seed will be accepted.

Plan for variable germination

Free and donated seed may not come with a guarantee of age or viability. The University of Arizona Libraries does not guarantee either for its collection. UVM Extension notes that home-saved seeds generally germinate less reliably than seeds from commercial suppliers and suggests starting two to three seeds for each plant you want. If a particular plant is essential to your garden, account for that uncertainty when deciding how much to sow.

A practical search checklist

  1. Search your public library site for “seed library,” “seed exchange,” and “seed lending library.”
  2. Check your county or university Extension office and local Master Gardener program for seed libraries and partner locations.
  3. Search local library, Extension, garden-club, and community-garden event listings for upcoming swaps.
  4. Before you travel, confirm eligibility, current stock, packet limits, and event details directly with the host.
  5. If you plan to donate or return seed, ask what the program accepts and how it wants the seed prepared.
