Build it to the liner first: a level basin, protected and continuous liner, correctly sized pump, stable spill stones and accessible servicing are what prevent leaks and unreliable flow.
Choose the waterfall design before digging
Decide between an open pond and a pondless waterfall. An open pond leaves standing water visible. A pondless design hides its collection reservoir beneath a strong grid or cover and decorative rock, reducing the visible water area but still requiring safe access and a serviceable pump. Johnson County K-State Research and Extension describes this concealed-reservoir approach and recommends supporting the pump above settled debris: Water Gardens without a Pond.
Choose a stable location with room for the basin, cascade and maintenance access. Consider where runoff will go, how leaves will reach the feature, how tubing will be hidden and how the pump will receive power. Contact the appropriate utility-location service before excavation and check local rules for permits, electrical work, fences or depth requirements. Materials and equipment checklist
- Submersible pond or waterfall pump
- Flexible pond liner sized for the basin and entire wet route
- Protective underlayment; a suitable sand cushion can protect flexible liner from sharp subsoil
- Flexible tubing and compatible fittings
- Large stable structural stones, plus flat flagstone or slate for spill edges
- Gravel or smaller rock for finishing
- A strong grid or cover for a pondless reservoir
- Level, shovel, hose or string for layout, and tools required by your pump and fittings
Texas A&M AgriLife recommends a 2-inch sand cushion beneath a flexible liner; Oklahoma State Extension also describes compacted soil protected with sand and/or old carpeting. Build the waterfall step by step
1. Mark the basin and cascade
- Lay a hose or string on the ground to establish the basin outline and the waterfall’s centerline.
- Mark the crest, each intended spill ledge and the return point into the basin.
- Leave a route to reach the pump, tubing connection and any filter without dismantling the feature.
2. Excavate a level basin
- Dig the basin and the waterfall channel to the planned depths.
- Keep the basin rim level. Water settles to a level surface; an uneven edge can expose liner on one side or encourage overflow on the other.
- Remove roots, stones, glass and other sharp objects that could puncture the liner.
- For a pondless feature, size the excavation and cover so the cover remains supported under the full rock load.

3. Cushion and install one continuous liner
- Compact the prepared soil and add the specified underlayment or protective cushion.
- Lay the flexible liner into the basin with generous folds rather than stretching it tight.
- Continue the same liner beneath the complete waterfall route, including every spill edge. This uninterrupted waterproof layer stops water escaping behind the cascade.
- Leave excess liner around the perimeter. Do not trim it until stones and water flow are settled.
- Add water in stages while shaping folds and corners so the liner seats without pulling away from the edges.

4. Position the pump and tubing
- Set the pump where it can be removed for cleaning. Raise it slightly above the reservoir bottom so it draws less settled debris.
- Connect tubing to the outlet and route it to the waterfall crest, concealing the line without kinking it.
- Secure the outlet at the crest so it cannot shift when the pump starts.
Size the pump from its flow at your actual operating lift, not its headline maximum flow. Account for vertical lift, horizontal tubing length, bends, desired sheet or trickle, basin volume and any filter load. Waterfalls increase pumping demand; use the manufacturer’s performance curve or flow table at the intended head. A UF/IFAS demonstration used 1/2-inch outside-diameter flexible tubing and a 2–3-foot lift with drilled granite rocks. Those dimensions describe that small example, not a universal specification: Green Power in the Garden: A Simple Water Feature Using Photovoltaic Solar Panels.

5. Build a stable rock cascade
- Place the largest stones first to establish the slope and retain the banks.
- Use flat flagstone or slate to create deliberate spill edges and a weir at the crest or intermediate steps.
- Set each stone firmly on compacted support; do not rely on loose decorative rock to carry structural loads.
- Keep the liner folded up behind the side stones so water cannot travel around the edge.

6. Test before hiding the liner
- Fill the basin to its operating level and switch on the pump.
- Watch the full route, especially behind side stones, at every joint and where the water returns.
- Move or shim stones and adjust flow until water reaches the basin without bypassing the liner or splashing out.
- Turn the pump off and confirm that the basin does not drain unexpectedly through a leak.
7. Finish the edges and preserve service access
- After testing, cover exposed liner with suitable rock and plants while maintaining the required liner overlap.
- Keep the pump opening, tubing connection and any filter reachable.
- For a pondless design, replace the cover only after confirming it is stable under the finished rock load.

How to compare pumps
- Operating head: flow at the waterfall’s measured vertical lift.
- Run and fittings: horizontal distance, tubing diameter, bends and restrictions.
- Debris handling: intake design and ease of cleaning.
- Filter compatibility: additional resistance if water passes through filtration.
- Power source: mains supply or a solar system matched to the required lift and hours.
How to compare liners
- Material and dimensions that cover the basin and complete wet route in one protected system.
- Puncture protection from underlayment and a prepared subgrade.
- UV exposure where liner may remain exposed.
- Current manufacturer’s warranty and installation requirements.

Mains power or solar?
A mains-powered pump can operate when the electrical installation is correctly designed for a wet outdoor location. A small UF/IFAS example used three 10-watt solar panels and ran during daylight while lifting water 2–3 feet. That example does not establish night-time, cloudy-weather or larger-waterfall performance: UF/IFAS solar water feature.
Electrical, excavation and child safety
- Arrange underground utility locating before you dig.
- Check local permit, outlet, depth, fence and drainage requirements.
- Use equipment and fittings approved for the installation location.
- Have a qualified electrician handle fixed wiring or any work required by local rules. Penn State Extension notes that suitable outlets and approved fittings may be needed: Penn State Extension guidance.
- Keep children away from open water, deep excavations, unstable stones and slippery edges. Penn State states: “The safety of your pond is an important consideration since even a small pond can be hazardous for small children.”

Commissioning and ongoing checks
- Inspect for leaks and splash-out after the pump has run long enough to wet every stone.
- Confirm the basin remains at its intended operating level.
- Clean the pump intake and filter according to the equipment instructions; accumulated debris reduces circulation.
- Recheck stones, cover supports and tubing after disturbances such as storms, frost or maintenance.
- Keep the service opening clear rather than permanently sealing the pump beneath decorative rock.
There is no single reliable cost, construction time or maintenance interval for every waterfall. Site size, stone weight, soil, liner choice, pump lift, local rules and power installation change the result, so plan those items for your specific garden rather than applying a universal figure.
