If steel is late or suddenly more expensive, first establish exactly what is constrained: the grade, section, quantity, fabrication operation, transport route, or delivery date. Get written, project-specific commitments from several capable suppliers, involve the designer before considering any substitute, compare total delivered-and-installed consequences, and preserve every notice and approval required by the contract. A headline about the steel market cannot tell you whether your beams or reinforcement will arrive on your site.
Start with a 24-hour fact check
Do not label the problem simply “a steel shortage.” Create a short constraint statement that the project team can test. Include the exact standard and grade, section or product form, dimensions, coatings or finish, quantity, testing and traceability requirements, fabrication drawings, required-on-site date, delivery location and any approved-equivalent language in the specification.

Ask the supplier to identify the point of failure. It may be mill production, a particular grade, a rolling size, detailing or fabrication capacity, galvanizing, port or border clearance, trucking, or a site-sequencing conflict. A supplier that has no stock may still have a firm production slot; another may have raw material but no fabrication capacity. Those are different remedies and different schedule risks.
Recommended Free Tools
- Name the activity and work area that will be affected if the steel misses its date.
- State the latest acceptable arrival date, not merely the contractual completion date.
- List inspection, welding-procedure, coating, fire-protection and documentation requirements that cannot be waived.
- Separate facts already verified from assumptions, estimates and supplier promises that still need confirmation.
Escalate the issue to the project manager, estimator, procurement lead, structural engineer and commercial lead together. A buying decision made without the designer or scheduler can create a second delay through redesign, approvals or rework.

Is it a broad shortage or a project-specific constraint?
Global capacity statistics do not guarantee local availability. The OECD’s 2026 Steel Outlook projects global steelmaking capacity of 745 million tonnes by 2028 and demand growth of about 0.9% a year through 2030, while still identifying excess capacity, trade measures, energy prices and supply-chain disruption as pressures. Those are global aggregates, not evidence that a particular beam, bar, grade or fabrication slot is available in your market.
| What you observe | Likely constraint to test | Evidence to request |
|---|---|---|
| One section or grade is unavailable while similar sizes are offered | Mill rolling schedule, grade certification or a narrow product line | Mill allocation, production date and compliant-equivalent list |
| Raw steel is available but fabricated members are late | Detailing, cutting, welding, coating or shop capacity | Fabricator backlog, drawing-release date and shop loading |
| Several suppliers quote the same long window | Regional capacity, import restrictions, freight or port constraints | Origin, route, allocation and a dated delivery sequence |
| Material is available elsewhere but not near the site | Transport, border, storage or handling capacity | Freight quotation, transit assumptions and unloading plan |
| Only your order is delayed | Credit, purchase-order, drawing, payment or allocation issue | Order status, outstanding approvals and supplier correspondence |
Use at least two, preferably three, capable suppliers to test whether the problem is real and where it sits. A market report can provide context, but only a current quotation and capacity confirmation can establish your project’s position.
Get comparable supplier evidence
Send every supplier the same information and require a written response. “Available” should mean a stated quantity, a stated form and a stated date—not an informal assurance that the mill is “usually quick.” Ask for:
- Available stock by heat, size, grade and quantity, or the confirmed mill production slot.
- Fabrication capacity, drawing-release assumptions and the first date the completed members can leave the shop.
- A delivery window to the project, including freight mode, route, unloading limits and any border or port assumptions.
- Quote validity, currency, tax treatment, escalation language and the price basis for raw material, fabrication, coating and freight.
- Country of origin, mill certificates, weldability information, inspection records and other required quality documents.
- Explicit exclusions: detailing, testing, storage, craneage, temporary works, partial deliveries or expedited freight.
- Conditions that could cancel the date, such as deposit timing, drawing approval, minimum tonnage or allocation expiry.
Ask suppliers to provide a recovery option as well as a standard option: split deliveries, a different fabrication sequence, an alternate mill or expedited transport. Record who made each commitment and when it expires. Reconfirm critical dates as the purchase order, drawings and shipping date approach.
Protect the programme while procurement is unresolved
Map the affected path
Update the programme with the steel’s design-release, fabrication, coating, transport, inspection, erection and handover activities. Identify the critical path and any work that can proceed independently: foundations, embeds, temporary access, services, decking preparation, fire-protection design or other trades. Do not count “float” twice; reserve it for the activities that truly control completion.

Use controlled resequencing
With the contractor and designer, test whether areas can be released in smaller zones, whether a first shipment can support a partial erection, or whether non-steel work can move forward. A split delivery only helps if the site has safe storage, lifting capacity, weather protection and an approved erection sequence. Put the revised sequence on the programme and price its supervision, handling and temporary works.
Escalate only with a measured benefit
Air freight, overtime, a second fabricator or off-site storage may recover days while adding substantial cost and quality risk. Compare each measure against the value of the time recovered, the likelihood it will work and the contractual completion exposure. Require written confirmation of the new date before committing to premium freight or extra shifts.
Can you use a different steel grade or section?
Possibly, but availability alone is not approval. The engineer or designer must check strength, stiffness, buckling, fire performance, fatigue, connections, weldability, corrosion protection, dimensional fit and all governing standards. A change in section can affect deck profiles, fire protection, headroom, cladding, embeds, lifting points and connection fabrication even when its calculated capacity appears adequate.
- Define the proposed alternative precisely: grade, section, thickness, tolerances, coating and origin.
- Have the structural designer verify calculations, connections, detailing and code compliance.
- Ask the contractor and fabricator to check shop capability, tooling, weld procedures, inspection and lead time.
- Confirm planning, building-control, client, insurer, lender and procurement approvals that apply to the project.
- Record the technical justification, drawings, certificates, warranty effect, cost change and schedule effect in a formal change or substitution approval.
- Release the purchase order only after the approval is signed by the people named in the contract.
Do not let a supplier substitute a nominally similar product without written design acceptance. “Equivalent” in a catalogue does not automatically mean equivalent under the project specification or public-procurement rules.
Compare total cost, not the cheapest tonne
Build a side-by-side decision sheet. The lowest material price can become the highest project cost if it requires redesign, new connections, a second coating operation, extra handling or a missed erection window.

| Decision factor | Questions to answer |
|---|---|
| Compliance | Does the option meet the specified grade, section, standards, testing, traceability and warranty requirements? |
| Supply certainty | Is stock physically identified, or is the date only a production estimate? What event could move it? |
| Fabrication | Are drawings approved, and is shop capacity reserved through cutting, welding, coating and inspection? |
| Delivered and installed price | What are material, fabrication, freight, storage, handling, craneage, redesign, testing and rework costs? |
| Logistics | Can the route, vehicle, unloading window and site storage handle the proposed sequence? |
| Schedule | What date changes on the critical path, and what temporary works or resequencing does it require? |
| Risk | Who bears currency, tariff, freight, delay, damage and non-conformance risk, and for how long is the quote valid? |
Show one-time costs separately from recurring or conditional costs. Label supplier-confirmed dates separately from planning allowances. Obtain a refreshed comparison when the procurement date moves; an old quote is not evidence of today’s availability.

Handle steel price increases after contract signing
First read the actual contract, purchase order and incorporated specifications. Look for:
- Fixed-price language and the date or event at which price is fixed.
- Material-price, indexation, tariff, currency or tax-adjustment clauses.
- Quote-validity periods, notice requirements and documentary proof of cost.
- Change, substitution, suspension and termination rights.
- Delay, extension-of-time and concurrency provisions.
- Which party must procure, store, insure and protect the steel.
Notify the other party promptly in the form and within the time stated by the contract. Attach the purchase order, supplier quote, earlier baseline price, revised quotation, requested decision and the schedule effect. Continue reasonable mitigation without admitting liability or waiving rights. A market index does not, by itself, change a contract price; entitlement depends on the wording, facts and governing law. Obtain project-specific legal or commercial advice when the amount or deadline is material.
Use market data correctly
US data illustrates why a project quote is essential. In an analysis published by the Associated General Contractors of America on 13 May 2026, US steel mill-products producer prices were reported 13.3% higher year over year in April 2026; fabricated structural metal bar joists and rebar were up 13.6%. AGC also reported input costs rising faster than contractors’ bid prices. These are dated producer-price measures, not the delivered price for your project and not a forecast of your contract entitlement.
What current lead-time evidence means
Skanska’s Summer 2026 US market report cited structural-steel lead times of 40–50 weeks in some markets and noted elevated metal prices and trade-policy uncertainty. Treat that as a time- and location-specific market observation, not a universal commitment or benchmark. Ask suppliers in the project’s own market for a date tied to your quantity, drawings, fabrication and delivery route.

When a quoted window is long, request milestone dates: order acceptance, mill allocation, material receipt, approved drawings, fabrication start, coating completion, dispatch and site arrival. A single “40 weeks” statement hides where recovery is possible and which event is actually controlling.

For relevant in-scope UK public procurements, Procurement Policy Note 022, updated 13 July 2026, supports assessing UK steel-market capacity and capability. It directs buyers to consult UK Steel’s Digital Catalogue before design and procurement decisions. The catalogue is a procurement resource; its presence does not prove stock, price or a guaranteed delivery date.
The PPN 022 FAQ describes a transparency measure applying from 1 October 2026 to covered projects or programmes involving steel procurement valued at £10 million or more, or where more than 500 tonnes are anticipated. It also describes a 1 September 2025 requirement to consult the catalogue for relevant in-scope procurements. Confirm applicability in the current procurement documents, the contracting authority’s procedures and the project’s timing. These rules do not automatically apply to private work or to every public purchase.
The UK Steel Strategy addresses trade measures and resilience. A June 2026 Construction Leadership Council working-group statement published by FIS raised concerns that tariffs and quotas could affect prices and availability where products are not made domestically or domestic capacity is full. That is an industry position in a time-specific policy debate, not a neutral price forecast. For any affected project, document origin, quota or tariff assumptions and the procurement decision that relied on them.

When a supplier misses a commitment, issue a factual notice that identifies the promise, the missed milestone, the immediate effect, the mitigation requested and the response deadline. Avoid conclusory statements about breach or entitlement unless your authorised commercial or legal adviser has reviewed them. Good records let the team prove what was known, when it was known and which decision prevented a larger loss.
Practical decision tree
- Specification unclear? Freeze purchasing and obtain a written clarification from the designer.
- Only one supplier constrained? Test another capable mill or fabricator using the same requirements.
- Several suppliers constrained? Verify origin, trade measures, freight and fabrication capacity, then model resequencing.
- Compliant alternative identified? Complete engineering, procurement and contract approvals before ordering.
- Price or date affects entitlement? Send the required notice, preserve evidence and seek project-specific advice.
- No reliable recovery date? Protect the critical path with approved partial releases or other work, and update the owner with quantified cost and time scenarios.
Frequently Asked Questions
Can a steel-market index prove that my contractor is entitled to more money?
No. An index can show a dated market movement, but entitlement depends on the price-adjustment, notice and change provisions in the actual contract and on the project’s documented facts.
What should “steel available” mean in a supplier quotation?
It should identify the quantity, grade, section or product form, fabrication status, delivery location, dated delivery window, quote validity, origin and quality documents, together with conditions that could move the date.
