Blast-furnace slag is formed during ironmaking. When molten slag is rapidly cooled into a glassy granulated material and finely ground, it becomes ground granulated blast-furnace slag (GGBFS), also called slag cement. ASTM C989/C989M-26 specifically covers this finely ground material for concrete and mortar.
Steelmaking slag is formed later, during steel production. Basic oxygen furnace (BOF) and electric arc furnace (EAF) slags are examples, and their chemistry, mineral phases, cooling history and processing can differ substantially. A generic “steel slag” label therefore does not establish the reactivity, strength contribution or specification compliance associated with GGBFS. Select and approve the actual material against the governing standard and project requirements.

The short answer: production route determines the material
Both materials are by-products of high-temperature metal production, but they come from different furnaces and have different qualification pathways. Blast-furnace slag develops alongside iron in a blast furnace. Steelmaking slag forms during the conversion or refining of iron and scrap into steel. Calling both products “slag” describes their origin as furnace residues; it does not make their chemistry or cement performance equivalent.

Rapid cooling can preserve a glass-rich structure in blast-furnace slag. Fine grinding then produces GGBFS, a recognized supplementary cementitious material. Steelmaking slags require a material-specific assessment because the steelmaking process and subtype control what phases are present and how the material behaves.

What blast-furnace slag becomes
Formation in ironmaking
In a blast furnace, molten slag separates from the iron-making process. The slag composition reflects the furnace burden and operating conditions, but the production route is consistent: it is a co-product of making iron, not of refining steel. The Federal Highway Administration describes this material and its processing in its Blast Furnace Slag material guidance.
Rapid cooling creates granulated slag
Cooling rate matters. Rapid chilling of molten blast-furnace slag can form a glassy, granulated product. That product is then dried and finely ground. The resulting powder is called ground granulated blast-furnace slag (GGBFS) or slag cement. If the molten material is cooled more slowly, it forms a more crystalline product with a different structure and does not automatically have the same cementitious behavior as granulated, ground slag.
What “slag cement” means in this context
In the standards and technical guidance relevant to concrete, “slag cement” refers to finely ground granulated blast-furnace slag. It is not a generic name for every furnace slag and is not a synonym for steelmaking slag. The American Concrete Institute (ACI) explains the GGBFS/slag-cement relationship in its technical FAQ: What is slag cement or ground granulated blast-furnace slag (GGBFS)?
What steelmaking slag is—and why the label is incomplete
Steelmaking processes produce several slags
Steelmaking slag is generated during steel production rather than ironmaking. Relevant categories include basic oxygen furnace slag and electric arc furnace slag. Those routes use different feedstocks, furnaces and refining practices, so their resulting slags can have different oxide chemistry, mineral phases, particle characteristics and processing histories.
Cooling and processing can change performance
A steelmaking slag’s behavior depends on more than its name. The furnace subtype, cooling regime, aging or other conditioning, crushing and grading, and any grinding or activation all matter. Two products sold as “steel slag” can therefore require different testing and may not satisfy the same use specification. A 2026 technical review of steel-slag/GGBFS cementitious systems emphasizes that activation and performance are process- and subtype-dependent: Activation methods and performance of steel slag–granulated blast furnace slag cementitious materials: A review.

Is slag cement the same as steel slag?
No. Slag cement in the ASTM and ACI context is finely ground granulated blast-furnace slag. Steel slag is a separate family of materials produced during steelmaking. Their production routes, cooling histories and mineral structures differ. A purchase order, mix design or specification that calls for slag cement should identify GGBFS or the exact standard designation rather than relying on the unqualified word “slag.”
Can steel slag be used in cement?
Possibly, but suitability is not established by the name alone. A steelmaking slag can be considered for a cementitious system only when the specific material has been characterized and demonstrated to meet the applicable specification and project performance requirements. The ASTM specification cited here is for GGBFS; it does not create a general approval for every BOF or EAF slag.
For a proposed steelmaking-slag product, the responsible engineer and supplier should document the process subtype, source, cooling and conditioning history, particle-size or grinding process, oxide chemistry, mineral phases and test results relevant to the intended cement or concrete use. If the project specification names ASTM C989, confirm that the product actually falls within that standard’s scope; do not substitute a steelmaking slag merely because both materials are called slag.
What ASTM C989/C989M-26 covers for GGBFS
ASTM lists ASTM C989/C989M-26, Standard Specification for Slag Cement for Use in Concrete and Mortars as an active edition, last updated September 11, 2026. The listing covers three strength grades:
| ASTM grade | What the designation represents | How to use it in a project decision |
|---|---|---|
| Grade 80 | An ASTM slag-cement strength grade. | Confirm that the supplier’s test documentation and the project specification accept this grade for the intended mixture. |
| Grade 100 | An ASTM slag-cement strength grade. | Use the grade together with the complete specification, mixture requirements and required test evidence. |
| Grade 120 | An ASTM slag-cement strength grade. | Do not treat the number as a direct ranking against steel slag; it is a specification category for GGBFS. |
The ASTM listing identifies requirements involving sulfide sulfur and sulfate composition, fineness, slag activity index and compressive strength. Those requirements are part of a conformity assessment for finely ground granulated blast-furnace slag. They are not a general performance claim about all materials produced by steelmaking.

How hydration differs in a concrete mixture
GGBFS typically reacts more slowly at first
ACI states that slag cement initially hydrates more slowly than Portland cement mixed with water. In practical terms, the early reaction rate of a slag-cement blend should not be assumed to match a Portland-cement-only mixture. The slower initial rate is a general description, not a prediction of a particular mixture’s setting time, strength at a specified age or field productivity.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsActivation and mixture design affect the reaction
ACI also notes that suitable Portland cement or activators can increase the reaction rate of slag cement. The actual response depends on the cement blend, water, curing, temperature, fineness and other mixture choices. Use trial batches and the project’s required test methods when early-age performance matters; do not infer results from the word “slag” alone.
Steelmaking slag has no single hydration profile
There is no universal steelmaking-slag hydration statement comparable to the ACI description for GGBFS. BOF and EAF slags can differ from one another, and further processing can change their behavior. Any claim about reaction rate, strength development or activation must therefore be tied to the identified material and its test evidence.
A specification workflow for engineers, contractors and purchasers
Use the following sequence before approving a slag-containing cement or concrete material.
- Name the production route. Record whether the material is blast-furnace slag or steelmaking slag. For steelmaking material, identify the subtype, such as BOF or EAF, rather than accepting “steel slag” as a complete description.
- Describe the physical processing. Document whether the molten slag was rapidly granulated, air-cooled, crushed, ground or otherwise conditioned. For GGBFS, confirm that the product is granulated and finely ground.
- Identify the exact product and lot. Keep the supplier’s product name, source facility, production date or lot identifier and certificate of analysis. A generic material category is not enough for traceability.
- Check the governing standard and edition. If the project specifies slag cement for concrete or mortar, review the active ASTM C989/C989M edition and any local or contract amendments. The ASTM listing current on September 11, 2026 is C989/C989M-26, but project documents may adopt a different edition.
- Compare the documented chemistry and phases with the use requirements. Review oxide chemistry and mineral phases for the actual lot. For steelmaking slag, do not transfer assumptions from GGBFS data or from another steelmaking process.
- Verify required test performance. For GGBFS, check the specification’s provisions for fineness, slag activity index, compressive strength, sulfide sulfur and sulfate composition. For another material, use the tests and acceptance limits named by the governing specification.
- Confirm mixture behavior. Where setting, early strength or construction scheduling matters, run mixture-specific trials under representative curing and temperature conditions. A general hydration description cannot replace project testing.
- Record the approval basis. The submittal should state the material identity, standard, grade where applicable, test reports, intended use and limitations. Require written engineering approval before substituting a different slag family or process subtype.
Documents to request from a supplier
- A clear statement of whether the product is GGBFS or a steelmaking slag, including the furnace process and facility.
- Cooling, granulation, aging, crushing, grinding and storage information relevant to the supplied product.
- Lot-specific chemistry and mineral-phase information, with the sampling date and lot identification.
- Current certificates showing the tests required by the governing specification.
- For GGBFS, the claimed ASTM C989/C989M grade and evidence for fineness, slag activity index, compressive strength, sulfide sulfur and sulfate composition.
- Recommended dosage, compatibility or activation information only when supported by the supplier’s documented testing for that product.
- A statement of regional or jurisdictional acceptance if the contract or building code imposes local requirements.
Common specification and procurement mistakes
Using “slag” as a complete material description
Problem: The term does not identify the furnace, cooling history or processing route.

Correction: Write the full designation: for example, finely ground granulated blast-furnace slag meeting the adopted ASTM grade, or a named steelmaking-slag product with its own approved specification.
Assuming every slag is GGBFS
Problem: A steelmaking slag is accepted because a project previously used slag cement successfully.
Correction: Treat the steelmaking product as a new material. Require characterization and performance evidence for that exact source and subtype.
Reading an ASTM grade as a universal strength ranking
Problem: Grade 80, 100 or 120 is interpreted as a head-to-head strength ranking against steel slag.
Recommended Free Tools
Correction: Use the grade as the ASTM category for GGBFS conformity. It is not a comparative statistic for unrelated steelmaking slags.

Scheduling from Portland-cement experience alone
Problem: Placement, finishing or early-strength schedules assume the same initial hydration rate after adding slag cement.
Correction: Account for ACI’s slower-initial-hydration description and verify the actual mixture with trial batches and the project’s acceptance tests.
Making an unsupported cost or sustainability claim
Problem: A slag is marketed as automatically cheaper, stronger, more durable or environmentally superior.
Correction: Require project- and region-specific evidence. The cited standards and guidance do not establish one universal ranking for cost, durability or environmental impact between GGBFS and steelmaking slag.
How to choose the right comparison for a project
| Project question | What to compare | Decision rule |
|---|---|---|
| Does the specification call for slag cement? | Product identity and ASTM scope. | Use finely ground granulated blast-furnace slag that meets the adopted specification; do not substitute an unnamed steelmaking slag. |
| Is a steelmaking by-product being proposed? | Furnace subtype, processing, chemistry, phases and test performance. | Approve only if the identified material satisfies the applicable specification and project requirements. |
| Is early-age performance critical? | Hydration and strength development in the actual mixture. | Use mixture-specific trials; ACI’s general slower-initial-hydration statement for slag cement is not a steelmaking-slag prediction. |
| Is a sustainability or cost comparison required? | Local supply, processing, transport, project testing and accepted life-cycle or economic data. | Do not claim a universal winner without comparable, project-specific evidence. |
Bottom line for cement and concrete work
Blast-furnace slag becomes the recognized cementitious material GGBFS when it is rapidly granulated and finely ground, and ASTM C989/C989M-26 provides a specification framework with Grades 80, 100 and 120. Steelmaking slag comes from a different production stage and includes process-dependent BOF and EAF materials. It must be identified, characterized and qualified on its own terms. If a document says only “slag,” stop and clarify the furnace route, processing history, standard, grade and test evidence before the material enters a cement, mortar or concrete specification.
