As UK steelmaking shifts toward electric arc furnaces, suitable scrap is expected to become more important. That creates a future supply-security concern, but the available evidence does not show a current EU-wide scrap shortage or establish scrap scarcity as the cause of rising UK construction-steel prices.
Is there a steel scrap shortage?
Not on the evidence cited here as a current, Europe-wide crisis. The European Commission Joint Research Centre said on 14 October 2025: “Despite the exportation, research shows that there is currently no shortage of steel scrap in the EU.” The finding is about the EU at that time, not a measurement of UK stocks or a guarantee of future availability. The JRC nevertheless identified scrap quality and trade flows as issues to watch, alongside the possibility that additional demand elsewhere could alter market conditions. UK policy concern is forward-looking and concerns resilience, quality and future availability as production changes. It does not demonstrate that UK mills have already cut or halted output because they cannot obtain scrap. Why is scrap steel becoming more important?
Electric arc furnaces (EAFs) use recycled steel scrap as a key input. As the UK moves toward greater EAF production, demand for scrap is expected to rise. But not every scrap grade is suitable for every steel product: some grades still require primary iron supplementation to meet the required composition and quality. The practical issue is therefore not simply how much scrap exists, but whether suitable material can reach the right producers when needed.

The UK strategy proposes a cross-government working group to support a resilient, cost-effective supply of high-quality scrap. That is future-security work, not evidence that a present shortage has been measured.
What do the UK scrap-demand scenarios actually show?
The Materials Processing Institute’s UK Primary Steelmaking Review 2025 models requirements under alternative production scenarios. In one higher-output scenario, it assumes a maximum available scrap resource of 10 million tonnes and estimates a need for 3.1 million tonnes of ore-based metallics. Those are scenario inputs and results—not observed UK supply, a forecast of an immediate shortfall, or a direct prediction of construction prices. The estimate illustrates why a shift to EAFs does not mean all steel can be made from scrap alone. Production volume, product mix, grade suitability and the amount of primary iron required all affect the input balance.
Could scrap supply push up construction costs?
There is a clear recent price signal, but not proof of the cause. The UK Department for Business and Trade reported that fabricated structural steel prices rose 17.7% in the 12 months to June 2026. Its July 2026 construction-material commentary does not attribute that increase to scrap scarcity. The figure shows that fabricated steel became more expensive over that period; it cannot establish that a scrap crisis caused the rise. Steel demand is also relevant to the outlook. The department’s public-procurement information says around 7.7 million tonnes of steel will be needed for infrastructure projects in the pipeline over coming years. What else affects steel production costs?
Scrap is only one part of the cost picture. The government’s illustrative UK EAF cost estimate draws on average EU EAF costs from a global plant-level dataset, while adapting electricity costs separately. For construction buyers, the distinction matters: a rise in fabricated-steel prices cannot be assigned to scrap without evidence separating scrap costs from energy, processing and other market factors.

What would determine the risk to construction steel supply?
The outlook depends on how several factors interact: the quantity of scrap available, its suitability for particular grades, where and when it can be delivered, demand from steelmakers and other markets, trade flows, electricity costs, and how much primary iron producers need to add. Current EU evidence does not show an immediate region-wide shortage, while UK policy and modeled scenarios point to the need to prepare for greater future reliance on suitable scrap. The available UK price data records a rise in fabricated structural steel, but does not connect it to scrap scarcity.
