Southwest Houston apartments are still losing residents despite a sharply smaller construction pipeline: CoStar reported vacancy above 13%, a record high, in October 2026, while the submarket recorded negative absorption in the first quarter. Fewer new projects may ease competition later, but it has not yet repaired weak demand, operating problems at some properties or financing stress.
Why are apartments empty if construction has slowed?
Because fewer new buildings do not automatically bring residents back to existing ones. CoStar identifies move-outs as the dominant reason for Southwest Houston’s vacancy spike, and the submarket’s first-quarter 2026 figures show more units being vacated than absorbed.

Projects already underway or completed can keep adding apartments after developers have reduced new starts. That means landlords may face both a weak renter market and lingering competition from earlier construction even as the future pipeline contracts.
What is the vacancy rate in Southwest Houston?
CoStar Analytics reported vacancy above 13% and described it as a record high in its October 22, 2026 report. Its November 2025 report had already characterized vacancy as a 14-year high. Cushman & Wakefield’s first-quarter 2026 submarket table reported 11.3% stabilized vacancy. These figures come from different reports and market measures; they should not be treated as one continuous series.

The first-quarter operating data point in the same direction: Southwest Houston had negative 191 units of net absorption, meaning the number of occupied units fell by that amount over the period under the report’s measure. It had 386 units under construction. That construction count is small beside the metro’s total pipeline, but it is not zero—and even a limited number of deliveries can matter where demand is already weak.
How much has Houston apartment construction fallen?
Cushman & Wakefield counted 12,683 Houston apartments under construction in the first quarter of 2026, down 21.7% from the previous quarter and 20.2% from a year earlier. The same report recorded 4,450 deliveries in the quarter and positive metro-wide net absorption of 1,329 units. Bisnow, citing Colliers, later reported about 13,000 units under construction in the second quarter—nearly 30% below the level a year earlier.

The different quarter snapshots are not contradictory: they come from separate market reports and providers. Together they show a materially smaller pipeline than a year before, not an immediate end to apartment completions or proof that every submarket has recovered.
Are Houston apartment rents falling or stabilizing?
The answer depends on the geography, period and rent measure. Cushman & Wakefield reported Southwest Houston’s average effective rent at $1,039 in the first quarter of 2026, with 0.8% year-over-year growth. Apartments.com’s listing-based average for October 2026 was $910, down 1.9% year over year. These figures use different methods and should not be combined into a single rent trend line.

The contrast is a reminder that effective rents reported for a market and asking rents on listings answer different questions. Neither figure alone establishes that every property is raising or cutting rents, and a positive effective-rent change does not mean the vacancy problem has ended.
Which Houston submarkets are absorbing apartments?
Performance differs sharply across the metro. Cushman & Wakefield’s first-quarter 2026 figures show Sugar Land/Missouri City absorbing 600 units with 8.0% vacancy, while Southwest Houston had negative 191 units of absorption and 11.3% stabilized vacancy.
| Submarket | Q1 2026 net absorption | Stabilized vacancy | What the comparison shows |
|---|---|---|---|
| Sugar Land/Missouri City | 600 units | 8.0% | Positive absorption and lower vacancy in this report |
| Southwest Houston | Negative 191 units | 11.3% | Net move-outs and higher vacancy in this report |
Those differences matter because a metro-wide improvement can mask local weakness. Houston recorded positive absorption overall in the first quarter, but Southwest Houston’s result was negative. A useful comparison therefore looks at absorption and vacancy alongside deliveries, construction, rent growth and the renter segment each submarket serves—not just the metro average.
Why are some landlords struggling without much new competition?
Reduced construction helps only if properties can retain or attract enough tenants to cover operating costs and debt. Bisnow reported lender takeovers after interest-rate increases and described distress concentrated in older or weaker assets. Urban Genesis founder Matt Shafiezadeh said of lender-owned properties, “They can’t run it.” He also described some Southwest Houston properties operating at 50% occupancy, saying, “It’s running at 50% occupancy, and at some point, it becomes less expensive to just turn it off. That’s happening.”

These accounts illustrate severe cases, not a claim that half of the submarket’s apartments are empty or that every lender-owned property is in the same condition. They do help explain why lower construction alone cannot quickly resolve poor operations, weak occupancy or financing pressure.
Does the smaller pipeline mean Southwest Houston is recovering?
Not on the available indicators. The smaller Houston-wide construction pipeline should eventually reduce new competition, but Southwest Houston’s negative absorption and elevated vacancy show that the submarket remains under strain. The metro’s positive first-quarter absorption suggests a broader move toward balance, but that is not the same as a Southwest Houston recovery.

What does net absorption mean in an apartment market report?
Net absorption tracks the change in occupied rental units over a stated period. A negative figure means occupied units declined on net; it does not by itself explain whether the change came from move-outs, lease-ups, conversions or other factors.

Does high apartment vacancy automatically mean rents will fall?
No. Vacancy can put downward pressure on rents or prompt concessions, but reported rent measures vary by property mix and methodology. A market can also show rent growth in one dataset while listings show a decline in another.
Does a lender takeover mean an apartment property is in foreclosure?
A lender takeover indicates that a lender has assumed control of a distressed property, but the phrase alone does not establish its legal status or whether a foreclosure sale has occurred. The reports cited here describe takeovers and operating stress rather than a submarket-wide foreclosure count.

Why can apartment construction remain high after developers stop starting projects?
Buildings take time to plan and complete, so projects launched earlier can continue through construction and deliver after new starts have slowed. The pipeline usually takes time to shrink from fewer starts to fewer completed units.
