Culver City Council approved a Community Workforce Agreement (CWA) with the Los Angeles and Orange Counties Building and Construction Trades Council on October 13, 2026. The agreement sets common labor terms for qualifying public construction projects and establishes local and regional hiring targets, apprenticeship pathways and opportunities for veterans and disadvantaged workers. It applies at contract-value thresholds of $750,000 for multi-trade construction and $150,000 for prime specialty work; it does not bar nonunion contractors from bidding.

What did Culver City approve?

The council approved a CWA, a type of Project Labor Agreement that creates one set of labor requirements for covered public construction projects rather than negotiating a separate labor agreement project by project. The city announced the approval on October 22, 2026, while its official action record dates the council vote to October 13, 2026. The official record is the controlling date; a Patch report lists October 12, which conflicts with it. City action record | City announcement

The city says the agreement is intended to connect public construction spending with local and regional employment, support registered apprenticeships, and strengthen opportunities for veterans and people facing barriers to employment. Its no-strike and no-lockout commitments, alongside a defined dispute-resolution process, are intended to reduce work stoppages and construction delays. City announcement

Which construction projects are covered?

Coverage depends on the kind of contract and its value. The city set one threshold for multi-trade construction contracts and a lower threshold for prime specialty contracts. City action record

Contract type CWA threshold
Multi-trade construction $750,000 or more
Prime specialty $150,000 or more

The staff report assessed these thresholds against Culver City’s adopted FY2026–27 Capital Improvement Program, which totals $90,941,634. Staff reviewed 95 capital projects and found that seven multi-trade projects would meet either a $750,000 or $1,000,000 threshold. In that review, choosing the lower threshold did not add projects to the set reached. These figures describe the city’s assessment of its capital program, not a count of all future projects covered by the agreement. Capital-program staff report

The available city announcement describes the hiring, apprenticeship and labor-stability provisions, but the precise project exclusions reported in a meeting summary are secondary-source details. That summary says affordable-housing projects, emergency work, certain externally funded projects and projects already advertised for bids are excluded; those exclusions should be read against the executed agreement rather than assumed to apply to every project. Does the agreement require union contractors?

No. Union and nonunion contractors may compete through Culver City’s ordinary competitive-bidding process. A contractor awarded a covered project must comply with the CWA’s requirements for that project. The agreement changes the conditions attached to covered work, not who is eligible to submit a bid. City explanation of contractor access

How is the agreement intended to support local workers?

The city says the CWA establishes local and regional hiring targets measured in construction work hours, supports registered apprenticeships, and creates pathways for veterans and disadvantaged workers. It is designed to channel employment and training opportunities toward residents while supporting a skilled construction workforce. City announcement

A Govly summary of the council discussion reports a 30% local-work-hours goal and annual reporting, as well as pathways for residents, school graduates, veterans and apprentices. Those specifics come from a secondary meeting summary, so the executed agreement is the proper source for confirming the exact target, eligibility details and reporting obligations. The same summary estimates administration at about 1% per covered contract; that, too, is an estimate attributed to the summary rather than a confirmed citywide cost. Govly meeting summary

Will this change how Culver City awards public-works contracts?

The bidding route remains the city’s competitive process, but a successful contractor on a covered project will have to follow the CWA’s uniform labor terms. The policy therefore standardizes labor conditions for qualifying work without reserving contracts for union firms. The city had discussed PLAs and CWAs at a January 26, 2026 meeting, where staff was asked to develop policy options before this approval. City meeting and action records

Mayor Freddy Puza said the agreement gives Culver City an opportunity to invest public dollars in the community and people who build it, particularly through local hiring and pathways for veterans, disadvantaged workers and people who have historically faced employment barriers. Labor representatives likewise described the agreement as a route to local jobs, apprenticeship opportunities and skilled-workforce careers. City announcement

Frequently Asked Questions

When does Culver City’s workforce agreement take effect?

The official council action record establishes the approval date as October 13, 2026, but the material cited here does not establish a separate effective date. The agreement’s executed text is needed to determine when its obligations begin.

Does the CWA cover every project in Culver City’s capital budget?

No. It applies according to contract type and value, and the city’s staff review identified seven multi-trade projects in the adopted FY2026–27 program at the evaluated thresholds. A capital-program total is not the same as the amount of work covered by the agreement.

What is the difference between a CWA and a project-specific labor agreement?

Culver City describes its CWA as setting a common framework for covered projects instead of negotiating labor terms separately for each project. Individual project coverage still depends on the agreement’s thresholds and provisions.

Where can a contractor check the exact CWA terms?

Use Culver City’s official council action record and its attached staff materials to locate the adopted agreement and supporting documents. The executed agreement is the controlling source for details such as exclusions, targets and reporting.
