The announcement, issued on 18 September, sets out the project’s estimated value, duration and site, but does not confirm a winning contractor, signed contract or construction start.
What the tender covers
The PPS lists the procurement as “Second Casino Operating Space Development Project — Building Works” (제2카지노 영업장 조성공사 건축공사). Kangwon Land Co., Ltd. is identified as the demanding organization. The procurement concerns the building package for an additional casino operating space; it is not evidence that the casino has opened or that the wider expansion is complete.

According to the PPS’s 18 September 2026 weekly facilities-construction notice, the bidder would be selected through Korea’s comprehensive evaluation method for construction contracts, known in the notice as “종합심사낙찰제.” The translated description is supplied for clarity; the Korean procurement documents remain controlling.

These figures come from the PPS release published 18 September 2026. The KRW 77.8 billion figure is an estimated price, not a confirmed contract value, and the 690-day period is the duration stated in the notice rather than a verified completion forecast.

Where will the second casino be built?
The listed site is at 424 High1-gil and 17 other lots in Jeongseon County, in Gangwon Special Self-Governing Province. The PPS gives a construction area of 16,918 square metres.
The notice prints the floor configuration as “지하2층~지하4층.” That Korean notation is reproduced in the procurement information, but its intended interpretation should be checked against the original tender drawings and specifications before it is converted into a definitive English description of basement levels. The published notice alone does not provide enough context to resolve that notation safely.

How this fits the wider Gangwon development
The casino building tender is one element of a larger regional project. On 17 June 2026, Gangwon Special Self-Governing Province issued a notice changing the designated area for the “Gangwon casino and resort development project” and approving a revised implementation plan. The provincial notice cites the Regional Development and Support Act provisions governing changes to a regional-development-project designation and implementation-plan approval.

What is known about the tender result?
The official material available for this report establishes the planned tender period, not the outcome. As of 13 October 2026, it does not verify:
- the successful contractor;
- the final awarded price;
- execution of a construction contract;
- a notice to proceed or construction start;
- completion, delay or cancellation.
A procurement-listing aggregator appeared in search results with purported bid-opening information, but it was not an official award notice and its own wording did not confirm the successful bidder. A reliable status update should come from Korea’s official procurement system, a subsequent PPS notice or a Kangwon Land announcement.

How large was the PPS procurement programme that week?
The PPS said it planned to administer 52 construction tenders worth KRW 379.4 billion in total during the week of 21–25 September 2026. That is the agency’s overall weekly programme. It must not be confused with the Kangwon Land project’s separate KRW 77.8 billion estimated price or treated as evidence that 52 tenders relate to the casino development.
What to watch next
- Official bid and award notice: Check Korea’s official procurement records for a final result identifying the contractor and awarded amount.
- Contract execution: Look for confirmation that Kangwon Land and the selected builder signed the works contract.
- Construction commencement: A site start, notice to proceed or mobilization announcement would establish that physical work has begun.
- Updated schedule: Compare any later completion date with the PPS’s stated 690-day construction period and note whether the period is revised.
- Technical documents: Consult the original tender drawings and specifications to clarify the “지하2층~지하4층” floor notation.
Why the distinction between schedule and award matters
Public procurement schedules are forward-looking notices. They tell bidders when a tender is intended to occur and provide the contracting authority’s estimate and scope. They do not, by themselves, prove that bids were received, evaluated or accepted. For this project, describing the September announcement as an awarded expansion would go beyond the official evidence.

The confirmed facts are therefore limited but concrete: PPS scheduled the building-works tender for 21–25 September 2026; estimated it at KRW 77.8 billion; stated a 690-day construction period; identified a 16,918-square-metre site in Jeongseon County; and specified comprehensive evaluation for selecting the bidder.
