Seattle Social Housing Developer (SSHD) homes are publicly owned, permanently affordable rentals. The public developer must keep each development in public ownership and cannot transfer it to a private company or public-private partnership. Residents lease their homes; they do not have a current right to buy them.
Eligibility is organized around Seattle Area Median Income (AMI) bands, with priority for people who live or work in Seattle. Applicants are selected by lottery rather than by a first-come queue. Published Elara at the Market rents run from $665 for a studio to $1,482 for a two-bedroom, but both availability and prices can change. The sections below explain the rules, the current application situation, and how SSHD differs from the Seattle Housing Authority (SHA).

Seattle’s social-housing model was authorized when 57% of Seattle voters approved Initiative 135 in 2023. The model created a Public Developer intended to build or acquire housing that remains publicly owned and affordable over the long term. Unlike a temporary affordability covenant, the charter protects the developments from sale or transfer to a private entity or a public-private partnership.
SSHD is designed as a mixed-income system. It is meant to serve households with very low incomes as well as households whose earnings are too high for some traditional subsidized-housing programs. The Seattle Social Housing Developer FAQ (2026) describes eligibility bands reaching up to 120% and above of city AMI, depending on household size and the available units.

The charter also directs SSHD to prioritize people who live or work in Seattle. That priority does not mean every applicant who meets an income band will receive a home. Available homes are assigned through a lottery, and the number of units in each income band controls how many applicants can be selected.
Who qualifies for an SSHD apartment?
Income bands and household size
The FAQ lists these AMI categories:
- 0–30% of AMI
- 31–50% of AMI
- 51–65% of AMI
- 66–80% of AMI
- 81% of AMI and above, within the program’s stated upper range
AMI limits are not one universal dollar figure. They vary with household size and are updated by the responsible housing agencies. Always use the income table attached to the specific opening rather than applying a figure from another Seattle program.
Elara at the Market examples
For the Elara at the Market lottery, SSHD published these 2026 examples:
| AMI category | One-person household | Two-person household | How the figures were used |
|---|---|---|---|
| At or below 30% AMI | $34,530 | $39,480 | Annual-income examples for the first group of Elara vacancies |
| 30–50% AMI | $57,550 | $65,800 | Annual-income examples for the next group of Elara vacancies |
These are examples published by Seattle Social Housing Developer in 2026, not permanent income thresholds for every SSHD building. A household’s countable income, composition and the unit’s designated band must be evaluated under the rules in effect when that lottery is run.
What happens if your income changes?
The charter says an increase in a tenant’s income is not grounds for revoking the tenancy. That is a major difference from programs that require a household to move when it exceeds an income ceiling. It does not eliminate ordinary lease obligations: residents still must comply with the lease, pay the rent due, and meet applicable health, safety and conduct requirements.
Citizenship, immigration status and screening
The charter says SSHD should not discriminate on the basis of citizenship or immigration status. It also describes a minimal-barrier process that should not require rental references, co-signers, background checks or application fees. “Should” is important: these are charter directions, while the actual application system must still comply with applicable law and may have rules for particular funding sources or buildings. Read the notice for the opening you are applying to.

Are SSHD applications open?
Application windows and remaining apartments change quickly. In its October 2026 update, SSHD said processing for applicants at or below 30% AMI had resumed. Most of the 15 Elara units reserved for that income group had already been filled, leaving only a handful of places at the time of the update. That status is time-sensitive and should not be treated as a continuing vacancy announcement.
Check the current Seattle Social Housing Developer FAQ and application page before gathering documents or relying on an income figure. If no lottery is open, joining an email or interest list—where SSHD offers one—does not guarantee an apartment or a place in a future drawing.
How the lottery process works
- Confirm the opening. Read the property name, unit sizes, income bands, Seattle residency or employment priority and deadline in the live notice.
- Calculate household income. Use the notice’s definition of income and the correct household-size table. Do not substitute an SHA, Office of Housing or federal-program limit.
- Submit one complete application. Follow the stated method and deadline. If the charter’s minimal-barrier goals are implemented for that opening, you should not be asked for a fee, co-signer, rental reference or routine background check; verify any exception in the notice.
- Keep contact information current. A lottery selection can be lost if SSHD cannot reach you or if you miss a document deadline.
- Complete eligibility verification. A lottery position is not a lease. SSHD must verify household members, income, the requested unit and any legally required documentation before offering a home.
- Review the lease and move-in terms. Confirm the rent, utilities, deposits, accessibility features, maintenance contact and resident-governance information before signing.
How much is rent in Seattle social housing?
The SSHD FAQ states that Elara at the Market rents range from $665 for a studio to $1,482 for a two-bedroom. Those are published examples for that development and can change as units turn over, operating costs change or SSHD adjusts the mix of available apartments. The FAQ does not establish that every SSHD property will use the same range.
| Published Elara example | Rent | Qualification |
|---|---|---|
| Studio | $665 | Lowest figure in the 2026 SSHD FAQ range; availability and price can change |
| Two-bedroom | $1,482 | Highest figure in the 2026 SSHD FAQ range; availability and price can change |
How SSHD sets rents
The charter requires rental rates to be dedicated to permanent affordability and set at the amount needed for operations, maintenance and loan service on the building or development containing the unit. In practical terms, rent must support the costs of running and preserving the property rather than generating a private owner’s return.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThe charter also describes limiting rent to no more than 30% of household income as a goal. That wording does not guarantee that every resident will pay exactly 30% of income, nor does it mean a rent can be calculated by multiplying a tenant’s income by 30%. The published price for a particular unit, the unit’s income band and the building’s financial needs all matter.
Seattle’s Office of Housing publishes separate annual income and rent limits for city-assisted rental and ownership programs. Those tables vary by household size and unit characteristics. They are useful only when the opening specifically identifies one of those programs; they should not be substituted for an SSHD rent schedule.

Can a resident buy an SSHD apartment?
Not under the current SSHD structure. The charter requires the Public Developer to own the housing exclusively and keep it permanently protected from sale or transfer to a private entity. A resident therefore has a leasehold interest, not a current purchase right or an individual ownership share.
The charter says the Public Developer should explore tenant unit ownership options as modeled by international social housing models. That is a future-oriented “should,” not an existing entitlement. Unless SSHD announces and legally implements a specific ownership program, residents should assume that their agreement is a rental lease.

Other Seattle homeownership assistance
A person seeking to buy a separate home may qualify for Seattle Office of Housing down-payment assistance. The program generally requires household income below 80% of AMI, first-time-buyer status or no home ownership during the previous three years, a home located inside Seattle, approved education and one-on-one counseling, and use of the home as the buyer’s principal residence. These requirements belong to that assistance program, not to SSHD tenancy, and must be confirmed against the current program rules.
Who handles repairs and maintenance?
SSHD’s responsibility
Maintenance is part of SSHD’s core mission. The charter ties rents to the money required for operations and maintenance, so preserving the building is a planned operating obligation rather than an optional service. Property management should provide the correct repair-reporting channel, emergency instructions and information about access for contractors.
For a repair, start with the management contact listed in the lease or resident portal. Describe the location, urgency and any health or safety risk, and keep the work-order number, photographs and correspondence. Use the emergency number—not a routine portal request—when a condition threatens life, safety or significant property damage.
Resident governance councils
Each multifamily development must form a governance council. The council gathers resident feedback, presents resident perspectives to property management, meets with the SSHD board, helps decide common-area budgets and participates in approval of renovation projects. It is a channel for collective input, not a replacement for reporting an individual leaking pipe, broken heater or unsafe condition through management’s repair system.

Renovations and conflict resolution
Residents can participate in decisions about renovation projects through the governance structure. The charter also requires opportunities for restorative-justice conflict resolution before eviction procedures. That requirement does not make eviction impossible; it establishes a process opportunity before formal proceedings and does not override lease terms, court rules or other legal protections.
When a repair dispute continues
Seattle Office of Housing rental-program compliance materials address affordability, tenant-income eligibility, property management and physical-condition requirements for covered properties. They do not create one universal repair procedure for every Seattle apartment. If management does not respond, follow the escalation method in your lease and use applicable Seattle tenant-protection resources. Keep records of notices, access attempts, photographs and temporary measures, and do not withhold rent or arrange major work at your own expense without legal advice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.SSHD versus the Seattle Housing Authority
SSHD and SHA are separate systems. SSHD is a mixed-income, permanently public-ownership model created under Seattle’s social-housing charter. SHA administers federal and other housing programs, each with its own eligibility, screening, rent and immigration rules. A person who qualifies for one is not automatically qualified for the other.
| Issue | Seattle Social Housing Developer (SSHD) | Seattle Housing Authority (SHA) |
|---|---|---|
| Ownership and permanence | The Public Developer must own developments exclusively; the charter protects them from private sale or transfer. | Ownership and control depend on the SHA property or program and its governing funding and regulatory agreements. |
| Income range | Mixed-income bands from 0–30%, 31–50%, 51–65%, 66–80% and 81% and above, with the FAQ describing eligibility up to 120%+ AMI. | Limits differ by program. Some federally assisted homes target very low incomes; other SHA programs can use different limits or market rents. |
| Income increases | The charter says an income increase is not grounds for terminating the tenancy. | Recertification and continued-eligibility rules vary by SHA program and funding source. |
| Rent setting | Rates must support permanent affordability, operations, maintenance and loan service; a 30%-of-income ceiling is a charter goal, not a universal guarantee. | Rent formulas and subsidies are program-specific and may include income-based or market-rate arrangements. |
| Screening and immigration rules | The charter calls for minimal barriers and says SSHD should not discriminate by citizenship or immigration status, subject to implementation and legal limits. | For federally subsidized housing, SHA says at least one household member may need eligible citizenship or immigration status at move-in. Federal screening can consider housing, credit, employment and criminal history. |
| Application method | SSHD uses a lottery and prioritizes people who live or work in Seattle; openings and unit counts are property-specific. | Each SHA program has its own waitlist, lottery or application process and documentation requirements. |
| Resident participation and maintenance | Governance councils provide resident input, help with common-area budgets and participate in renovation approval; management handles repairs. | Resident councils and maintenance arrangements depend on the SHA property and program. |
What SSHD is not
SSHD is not the same as SHA, a standard Office of Housing affordability program, or a private apartment with a voluntary discount. Each program may use a different AMI table, rent formula, lease term, screening rule and compliance agency. Before applying, identify the owner, funding program, income band, rent schedule and repair contact shown in the specific notice.
A practical checklist before you apply or move in
- Confirm that the notice is for an SSHD-owned development and record its publication date.
- Check the household-size AMI table and calculate income using the notice’s definition.
- Verify whether Seattle residence or employment priority applies and what proof is accepted.
- Record the lottery deadline, unit sizes, utility responsibilities, deposits and accessibility information.
- Ask how selections, waitlists, appeals and document verification work.
- Save the management, emergency-maintenance and governance-council contacts.
- Read the lease for rent increases, income reporting, guests, utilities, repairs and termination procedures.
- For a dispute, keep written records and use Seattle tenant protections or qualified legal assistance rather than assuming an SHA rule applies.
Bottom line for Seattle applicants
SSHD offers permanently affordable rental housing that remains publicly owned, uses lottery selection across broad AMI bands and protects tenants from losing a lease solely because their income rises. Elara’s published 2026 examples are $665 to $1,482 by unit size, but availability and prices are changeable. Residents cannot currently buy their apartments, although the charter asks SSHD to explore ownership models. Repairs begin with the property manager, while governance councils give residents a formal role in budgets and renovations. Check the live SSHD notice for the opening you want, and treat SHA as a separate system with separate rules.
