Small modular reactors (SMRs) are smaller units designed for factory fabrication and potential staged deployment; large nuclear reactors produce much more electricity from each unit. The distinction affects construction strategy, financing, suitable applications and the number of units a project may need. It does not, by itself, prove that an SMR will cost less per megawatt-hour, finish sooner or be safer. Those outcomes depend on the specific design, project, supply chain and operating context.
What counts as an SMR or a large reactor?
“SMR” describes a size range and a way of deploying reactors, not one standardized reactor design. The International Atomic Energy Agency (IAEA) describes SMRs as typically having electrical capacity of up to 300 megawatts electric (MW(e)) per unit. They may be factory-fabricated and transported as modules for assembly at a site. Designs use several kinds of reactor technology, including water-cooled, gas-cooled, liquid-metal-cooled and molten-salt systems.

There is no single boundary that classifies every reactor worldwide as either small or large. The U.S. Nuclear Regulatory Commission (NRC) uses at least 700 megawatts electric (MWe) as its reference definition for large light-water reactors. A U.S. Department of Energy (DOE) report uses 1,000 MWe as the scale of commercially available gigawatt-scale light-water reactors. These are source-specific reference points, not universal thresholds for all reactor types.
| Comparison point | SMR reference | Large-reactor reference |
|---|---|---|
| Electrical output per unit | Typically up to 300 MW(e), according to the IAEA’s 2024 description. This is a typical description, not a guaranteed maximum under every definition. | At least 700 MWe for large light-water reactors under the NRC’s definition; 1,000 MWe is the DOE report’s reference scale for commercially available gigawatt-scale light-water reactors. |
| Technology families | IAEA identifies water-cooled, gas-cooled, liquid-metal-cooled and molten-salt designs. | The NRC threshold cited here is specifically for light-water reactors; it should not be generalized to every large-reactor technology. |
| How the category is framed | Unit size plus an intended modular approach to fabrication and deployment. | Higher output per reactor; the cited U.S. reference points concern large light-water or gigawatt-scale light-water plants. |
Output per unit matters to a construction decision because it affects how much capacity is delivered at once. A project comparing one large reactor with several smaller units should compare the full plant configuration and its delivery plan, rather than treating “small” and “large” as complete descriptions of project scope. The IAEA figure is a typical unit-capacity description; it should not be mistaken for the output of an entire multi-module site.

How construction and modularity differ
Factory work and site assembly
The intended SMR construction distinction is that major components can be fabricated in a factory, transported to the site and assembled there, with the goal of limiting on-site preparation. “Modular” does not mean that a project has no substantial site work or that every component is factory-built. The actual division between factory production and construction at the site depends on the design and project.
Large-reactor projects also use manufactured components, but the comparison in the DOE’s description emphasizes the SMR goal of producing major components in factories and reducing the amount of work performed at the plant site. A fair project comparison therefore asks what is actually standardized and factory-built in each design, what must be completed on site, and whether the relevant factory and suppliers are ready to deliver the required work.
One large build or capacity added in stages
An SMR program may add modules incrementally as demand grows. That can give an owner the option to stage investment rather than commit all planned generating capacity at once. It also means a multi-unit project must plan how its phases, construction activities and eventual operations fit together. A large reactor instead delivers a much larger block of capacity from a single unit, which can suit a project whose grid and demand can use that output.

To realize it, later modules must be deliverable when needed, and a project still has to establish the site and complete the work required for each phase. Whether staged construction reduces exposure to delays or financing costs depends on the actual schedule and financing arrangements, not on unit size alone.
Why repeat construction is central to the SMR case
The hoped-for economic mechanism is series production: repeat orders for a standardized design could let manufacturers and suppliers build experience and produce components repeatedly. The IAEA describes this as potential, while the DOE frames the competitiveness argument around mass manufacture. DOE states: “The case for SMR economic competitiveness is rooted in the concept that mass manufacture of modular parts and components will reduce the cost per kilowatt of electricity on par with current generating sources.”

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
That case depends on a sequence of conditions: enough orders to support factory capacity, designs that remain sufficiently standardized, capable suppliers, and projects that execute successfully. A first unit cannot be assumed to have the cost or delivery characteristics of a mature series of repeat builds. Buyers should establish whether an estimate is for a first-of-a-kind project or a repeat build instead of assuming a manufacturing learning curve has already been achieved. A proposed factory advantage is therefore strongest when the project can show how orders, production capacity and repeatable design work connect; an expectation of future volume is not the same as demonstrated series production.
Are SMRs cheaper than large reactors?
Not as a general rule established by the available evidence. An SMR may require a smaller initial capital commitment per unit and could let an owner add capacity in stages. But smaller units may also give up some economies of scale, and factory savings depend on sufficient repeat production. The IAEA’s 2024 publication puts the qualification plainly: “Although SMRs promise lower upfront capital costs per unit, their overall economic competitiveness is yet to be proven.”

These comparisons can be misleading when they use different cost measures. Overnight construction cost does not include the same items as an all-in capital estimate. The DOE defines all-in capital cost as including interest during construction and escalation. Levelized cost of electricity adds operating costs, fuel and maintenance to the comparison. A figure for one measure should not be presented as though it answers all three questions.
| Measure | What it helps answer | What to check before comparing |
|---|---|---|
| Overnight construction cost | What the construction cost is on a specified price basis, excluding the financing and escalation included in an all-in capital estimate. | Scope, currency year and what is included in the estimate. |
| All-in capital cost | How much capital the project estimate includes when interest during construction and escalation are counted. | Construction schedule, financing assumptions, escalation and commercial-operation date. Projects with different schedules and operation dates may not be directly comparable. |
| Levelized cost of electricity | How estimated costs over the project are represented relative to electricity generated. | Capital and financing assumptions, operation, fuel, maintenance, plant lifetime and capacity factor. |
For either reactor size, a useful estimate should state its scope, schedule, currency year and financing assumptions. It should also identify whether it assumes first-of-a-kind design work or a repeat build. Without those details, a headline cost comparison cannot establish which option is cheaper over a project’s life or per unit of electricity. The timing of capacity matters too: an option to commit capital in stages may be valuable to an owner, but it does not establish a lower total cost if later units, schedules or financing assumptions differ.
Are SMRs safer?
“Small” and “modular” do not establish a safety ranking. Some SMR designs include passive or inherent safety features. The European Commission’s Directorate-General for Energy describes safety principles that can use natural circulation to cool a reactor core and may require little or no operator intervention in certain incident or accident scenarios. That is a statement about design principles, not proof that every SMR is safer than every large reactor.

Safety must be assessed design by design. Relevant factors include the reactor’s coolant and fuel, how decay heat is removed, containment, external hazards, the operating organization, emergency planning and the regulator’s review. A claimed passive feature is one part of that assessment; it does not settle how the complete facility performs across credible conditions or how it will be operated.

It also identifies unresolved work involving staffing, human factors for multi-module sites, standards, manufacturing of novel components, fuel supply and back-end fuel-cycle solutions. That expectation is not a demonstrated universal result, and the open issues matter to project readiness as well as engineering. At a multi-module site, a review should consider not only the safety case for an individual unit but also how the operating organization handles the units together; the IAEA specifically flags multi-module human factors and staffing as areas needing attention.
Where might each type fit?
Potential SMR applications
SMRs may suit smaller grids that cannot readily absorb the output of a large single unit, remote locations, industrial clusters and projects replacing retiring fossil-fuel plants. They may also be considered where a site needs process heat as well as electricity. The European Commission lists industrial heat, district heating and hydrogen production among possible uses. A smaller unit may require less land and cooling water and could expand siting flexibility, but those possibilities do not establish that a particular site is suitable.
The Commission’s page, accessed in 2026, projects that EU deployment of SMRs could save up to 60 billion cubic metres of gas annually by 2050. This is a projection for an EU deployment scenario, not an observed saving or a general estimate for every country or project.
Potential large-reactor applications
A large reactor may fit where a sufficiently large grid and electricity demand can absorb a large unit, and where the owner can finance and manage a major project. Its higher output per reactor can be an advantage when the goal is to build a large amount of generating capacity at one site. The same concentration of capacity means that the project has to be evaluated against the grid’s ability to use that output and the owner’s ability to carry the project’s capital and delivery requirements.

Site flexibility is not site approval
Neither a smaller footprint nor proximity to an industrial customer removes the need to establish site suitability. A project still faces engineering and environmental review, security requirements, emergency planning and licensing. The relevant comparison is not simply how much land a reactor might need, but whether the full proposed facility and its supporting arrangements can meet the requirements for its specific location.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How mature is SMR deployment?
SMR designs are at different stages, so a design catalogue should not be confused with a fleet of commercially established plants. In its 2024 publication, the IAEA reported 68 active designs confirmed by their developers and noted that not all were intended to become commercial reactors. The European Commission page accessed in 2026 referred to more than 120 designs at different development stages. These counts use different scopes and dates; they are not a like-for-like tally.
In the IAEA’s 2024 snapshot, only two SMR designs were operating as commercial demonstration plants: Russia’s Akademik Lomonosov and China’s HTR-PM. The IAEA also described two high-temperature test reactors. Akademik Lomonosov’s two 35 MWe reactors were connected to the grid in December 2019 and began operation in May 2020. China’s HTR-PM connected in December 2021 and began commercial operation in December 2023.
Those examples show that SMR deployment is not purely a paper concept, but two commercial demonstration designs do not establish broad operating experience or proven economics across the many designs under development. A prospective owner should distinguish a proposed design, a design under development, a test reactor and an operating commercial demonstration when evaluating delivery and performance claims. Counts and status descriptions are time-bound snapshots, not guarantees about what will be operating by the time a project makes its decision.
A practical framework for comparing a project
For construction owners, utilities and communities assessing a proposal, the useful comparison is between defined projects, not reactor labels. Put the following questions to both options and keep the answers tied to the same capacity need and decision date.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

- Set the capacity requirement. Specify how much electricity is needed, when it is needed and whether the site needs heat as well. Compare the capacity delivered by the complete proposal, including the number of units and any planned phases.
- Map the construction scope. Identify which major components are factory-built, what work remains on site, and what site preparation and assembly the project requires. Ask whether the proposed factory production is established or depends on future supply-chain development.
- Check the build assumption. Establish whether the estimate and schedule describe a first-of-a-kind unit or a repeat build. For an SMR series-production claim, ask what order volume, standardization and supplier capability the claim assumes.
- Normalize the financial comparison. Compare like with like: overnight cost against overnight cost, all-in capital against all-in capital, and levelized cost against levelized cost. Record currency year, scope, financing, escalation, schedule, commercial-operation date and operating assumptions.
- Assess the proposed design and site. Review the design-specific safety case and the site’s engineering, environmental, security, emergency-planning and licensing requirements. Do not substitute a generic claim about passive safety or small land needs for that review.
- Test the delivery and operating plan. For staged modules, examine how the phases are planned and whether staffing and multi-module human factors are addressed. For any option, identify the maturity of the design and the readiness of its fuel, component supply and operating arrangements.
If these inputs are not available on a consistent basis, the comparison is not yet specific enough to support a confident cost, schedule or safety verdict. The missing information is itself a decision point: a proposed capacity and design need a credible delivery plan, not just an attractive reactor category.
What the choice comes down to
SMRs trade output per unit for the possibility of factory production, staged capacity and applications that may be difficult to serve with a very large reactor. Large reactors deliver substantially more power from each unit and may suit projects with the grid, demand and capital capacity to support a large build. Neither configuration is the automatic winner: construction economics, delivery readiness, site fit and safety evidence must be judged for the particular design and project.
Frequently Asked Questions
Are small modular reactors cheaper than large nuclear reactors?
Not necessarily. An SMR may lower the initial capital commitment for one unit and allow investment in stages, but smaller units may lose some economies of scale. The IAEA said in 2024 that overall SMR economic competitiveness was yet to be proven. Compare the same cost measure and assumptions, including schedule, financing, currency year, capacity factor and whether costs assume a first unit or repeat production.

Are SMRs safer than large reactors?
There is no blanket answer. Some designs use passive features such as natural circulation for cooling, but safety depends on the particular reactor, fuel and coolant, decay-heat removal, containment, external hazards, operating organization, emergency planning and regulatory review. The IAEA describes near-term SMR safety as expected to be comparable to or possibly better than existing designs, not as a proven result for every SMR.
What does “modular” mean for an SMR?
It refers to an intended approach in which major components can be factory-fabricated, transported and assembled at the site, potentially with additional modules added as demand grows. It does not mean a project requires no on-site work or that every component is factory-built. The split depends on the design, project and readiness of its suppliers.
Are SMRs already operating commercially?
The IAEA’s 2024 snapshot identified two designs operating as commercial demonstration plants: Akademik Lomonosov in Russia and HTR-PM in China. It also described test reactors. Its catalogue listed 68 active designs, while a European Commission page accessed in 2026 cited more than 120 at different stages; those counts have different scopes and dates and do not represent equivalent commercial fleets.
The Bottom Line
Bottom line: SMRs offer a potential factory-built, staged approach and may fit smaller grids, remote sites or heat needs; large reactors deliver more power per unit. Neither is inherently cheaper or safer. Compare a specific design and project on consistent cost, schedule, site, safety and delivery assumptions.
