Report construction and demolition (C&D) waste already dumped at an unauthorized site through the BMC C&D Waste/Debris app. Create a ticket with the location, waste type, details and a photo; BMC’s FAQ says the photo is mandatory and anonymous reporting is available. If you prefer to call, use the toll-free number for your area during service hours.

Report dumped construction waste through the BMC app

The dedicated Brihanmumbai Municipal Corporation (BMC) C&D Waste/Debris app is the primary route for reporting debris that has already been dumped. It accepts reports from people within BMC jurisdiction. The BMC FAQ says dropping C&D waste is illegal and directs people to schedule a pickup for waste from their own work instead. Read the BMC C&D Waste Services FAQ.

This is the right route when the issue is an existing dump: construction or demolition material has been left at a place where it is not meant to be deposited. You do not need to be the owner of the waste to report the issue. BMC says anyone within its jurisdiction can report C&D waste issues. This article concerns reporting a dump, not booking removal of material from your own project; those are different app functions and may involve different terms.

  1. Open the BMC C&D Waste/Debris app and start a complaint or report ticket.
  2. Enter the location. Give the clearest available location for the dumped material, such as the road or landmark and locality, so the site can be identified. If you know the locality but not the precise service-area boundary, the helpline section below explains how to handle that uncertainty.
  3. Choose the waste type and describe what happened. State that the C&D material has been dumped at an unauthorized location and include useful site details. Keep the description focused on the material and its location.
  4. Upload a photo. BMC’s FAQ marks a photo as mandatory for the report. Because the app requires an image, do not treat the photo as an optional extra when submitting through the app.
  5. Submit the ticket. The FAQ says the app offers an anonymous reporting option. If anonymity matters, use the app’s anonymous option rather than assuming the phone route offers the same feature.
  6. Check “Pending Ticket” to follow the case. If it remains unresolved, use “Escalate Complaint.” BMC does not publish a fixed resolution time, so a submitted ticket is not a guarantee of cleanup by a particular date.

What to include in a useful app report

The published reporting requirements identify the location, waste type, details and a photo. These are the essentials to prepare before submitting. In practical terms, make the location as specific as you can: use the locality and a nearby road or landmark when those details help distinguish the site. Describe the issue as dumped C&D waste at an unauthorized location, and select the relevant waste type in the app. The official material does not prescribe a particular wording or require additional evidence beyond the required photo, so do not delay a report trying to meet an invented checklist.

Use a photo that documents the reported site and waste. The FAQ identifies photo upload as mandatory, but the available service information does not state a required number of photographs, image format, or any other technical specification. If the app accepts the image and the other required details, submit the ticket and retain its status in the app. Do not assume a report is complete without submitting it.

Can you report anonymously?

Yes. BMC’s C&D Waste Services FAQ says the app has an anonymous reporting option. This is a documented feature of the app route. The service information reviewed does not establish that a phone caller can report anonymously, so people who specifically need the stated anonymous option should use the app. An anonymous report still needs the required location, waste type, description and photo; anonymity does not remove the report fields BMC lists.

Call BMC if you prefer to report by phone

BMC lists two toll-free numbers for C&D waste issues. Both are open from 8:00 AM to 8:00 PM. The applicable number depends on the service area; if you are unsure which geographic slice includes the exact locality, confirm it with BMC before calling.

App ticket or helpline: which should you use?

Both are official reporting routes, but the available details are not identical. The app is the clearer choice when you want to provide the mandatory photo, submit anonymously, or have a ticket to revisit and escalate. It has a “Pending Ticket” view and an “Escalate Complaint” option. Those app functions make the status trail more explicit for the reporter.

The helpline is a phone alternative for people who prefer calling. It may be the route you choose when speaking to BMC is more practical, provided you use the number for the relevant area and call during the listed hours. However, the official material does not say that a phone call accepts an attachment, can be anonymous, or provides the same tracking and escalation controls as the app. Do not promise yourself that a call gives you those app functions. If those capabilities matter, file the app ticket.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither route comes with a published cleanup deadline. The app lets you check and escalate a ticket, but BMC says resolution times vary. The available helpline information lists numbers and hours; it does not specify a separate phone follow-up process or time standard. Keep that distinction in mind when deciding how to report and what kind of confirmation to expect.

Reporting a dump is different from arranging debris collection

The reporting route is for waste dumped by someone else. If the debris came from your own construction or renovation work, BMC’s “Debris on Call” service is the collection-request flow, not a way to report illegal dumping. The pickup process asks for waste type and quantity, location, pickup date and photos, then displays an estimated cost.

It is easy to confuse the two because both relate to C&D waste and appear under BMC’s service information. The distinction is about what you are asking BMC to do: reporting tells the corporation about waste already dumped at an unauthorized site; a collection request asks for authorized pickup of material from your own work. The pickup request’s estimated cost is not a reporting fee and should not be treated as the price of filing an illegal-dumping complaint.

BMC’s FAQ says transportation and processing are free for collection of up to 500 kg; charges apply above 500 kg under the C&D Waste Management Policy, with rates following the 2025 policy. Those collection charges do not apply to reporting someone else’s illegal dumping: BMC says reports are free.

The 500 kg threshold concerns collection of the caller’s own debris, not the weight of a dump someone else reports. The official information summarized here does not provide a detailed rate table for amounts above 500 kg, so do not infer a specific charge from the threshold alone. The pickup flow displays an estimated cost, and applicable rates follow the 2025 policy. If you are booking collection, use that service flow for the estimate rather than trying to apply collection pricing to a report.

Collection is not available from every kind of land. BMC says it cannot lift C&D material from private plots, MHADA or SRA land, Army or Navy plots, BPT, MMRDA, salt pans or Collector lands. This restriction concerns collection; BMC’s material does not identify an alternative authority for every excluded parcel. It should not be read as a statement that a person cannot report a dump through the BMC channel.

In particular, do not assume the listed collection exclusions answer who is responsible for every site. The source states that these are places from which C&D material cannot be lifted through the collection service, but does not name another agency for each type of land. If you are reporting dumped waste, use the BMC reporting information for an issue within BMC jurisdiction; do not reinterpret a pickup limitation as a prohibition on filing a report.

What penalty does BMC publish for unauthorized dumping?

BMC’s 2026 Civic Diary lists a first-offence penalty of ₹20,000 per vehicle for “indiscriminate dumping of C & D waste at unauthorized or non-designated sites.” This is the published schedule, not a prediction that a particular complaint will lead to a fine.

Violation in BMC’s 2026 schedule Published penalty
First offence: indiscriminate C&D dumping at an unauthorized or non-designated site ₹20,000 per vehicle
Transporting C&D without an approved plan by the Zonal Executive Engineer (SWM) ₹25,000 per vehicle

The second entry concerns transport without an approved plan and is distinct from the listed first-offence dumping penalty. Both amounts come from the BMC English Civic Diary 2026.

The schedule is useful context, but it does not tell a reporter what action BMC will take in an individual case. The ₹20,000 amount is specifically listed per vehicle for a first offence involving indiscriminate dumping at an unauthorized or non-designated site. The ₹25,000 amount is for transporting C&D waste without an approved plan by the Zonal Executive Engineer (SWM). These are separate entries and should not be combined or described as a guaranteed result of submitting a complaint.

Reporting remains worthwhile as a way to notify BMC of the dump, but a complaint is not a fine notice. The sources reviewed provide the penalty schedule and the reporting workflow; they do not promise that each reported site will be inspected, that a particular vehicle will be identified, or that a penalty will be imposed. Avoid treating the listed amount as an estimate of what will happen in your case.

  • After submitting through the app, check “Pending Ticket” and use “Escalate Complaint” if the matter remains unresolved. BMC does not promise a fixed resolution time.
  • Do not confuse a possible collection charge for your own debris with the cost of filing a report: BMC says reporting is free.

BMC identifies the location, waste type, details and a photo as the report information; its FAQ marks the photo as mandatory. The published material does not specify a required wording, number of photos or image format.

No. BMC’s 2026 Civic Diary lists ₹20,000 per vehicle for a first offence of indiscriminate C&D dumping at an unauthorized or non-designated site. That is a published penalty schedule, not a guarantee that a particular complaint will result in a fine.

Can BMC collect debris from private, MHADA or other listed land?

BMC says its collection service cannot lift C&D material from private plots, MHADA or SRA land, Army or Navy plots, BPT, MMRDA, salt pans or Collector lands. This is a collection restriction; the source does not name an alternative authority for every excluded parcel, and it should not be read as a ban on reporting a dump.
