Skanska is building a replacement pier at Naval Station Newport in Rhode Island to berth four U.S. Coast Guard Offshore Patrol Cutters. The bid-build project will replace the existing Pier 1 with an 80-by-1,000-foot pier, associated utilities and dredging; Skanska expects completion in March 2030.

The project replaces Pier 1 at Naval Station Newport, in Newport, Rhode Island, with a homeport pier intended to serve four Coast Guard Offshore Patrol Cutters. Skanska describes the work as a bid-build contract awarded by NAVFAC Mid-Atlantic. The contractor’s announcement says work is slated to begin in October 2026, with completion expected in March 2030.

Skanska announced a contract value of $271 million. Engineering News-Record reported $272.2 million on October 7, 2026. The available reports do not explain the $1.2 million difference, so the figures should be understood as separately attributed reports rather than a resolved final value.

Skanska gives the new pier’s dimensions as 1,000 feet long by 80 feet wide. The existing Pier 1, which is slated for demolition, measures 1,580 feet long by 100 feet wide, according to the contractor. The replacement is therefore shorter and narrower, while being designed around the berthing needs of the four Offshore Patrol Cutters.

What the construction scope includes
The pier is part of a broader waterfront and site package. Skanska’s stated scope includes:
- New substations and underground utilities
- Water and wastewater connections
- A compressed-air system for berthed vessels
- Approximately 290 feet of new bulkhead
- Site improvements and dredging
- Demolition of the existing Pier 1
These supporting systems are intended to make the pier operational for the vessels it will homeport, rather than provide berthing space alone.

Why the new pier’s elevation matters
Engineering News-Record reports that the replacement pier will have a higher deck elevation intended to accommodate projected sea-level rise and reduce wave damage. ENR connects wave damage with deterioration of the old pier. This resilience rationale is reported by ENR; it is not stated in Skanska’s project announcement.
How the project relates to nearby NOAA construction
The Coast Guard pier is separate from another Skanska project beside it: the NOAA Marine Operations Center-Atlantic Ship & Support Facility, valued at $147 million in Skanska’s announcement. The adjacent NOAA facility is part of the wider waterfront construction activity at the station, but it is not included in the replacement-pier contract value.

Skanska says the new homeport pier will provide infrastructure for the Coast Guard’s growing fleet and operations at Naval Station Newport. Paul Pedini, senior vice president of Skanska USA Civil’s New England operations, described the work as an investment in infrastructure for that mission. That statement reflects the contractor’s perspective; the project scope and schedule are the concrete details available in the announcement.
