The Category A-listed building’s heritage status and the impact of the conversion on its open-plan office character were central concerns in the debate.
What the council approved
The approved proposal would convert seven retained hexagonal modules of the former headquarters into a hotel. Reports describe a 385-bedroom scheme; the figure is reported by STV News, rather than an independently verified room schedule. STV News reported the approval and project details, and Scottish Construction Now reported the unanimous committee vote.
The approval concerns only the seven modules in the hotel proposal. Five other modules are covered by an earlier demolition consent as part of a wider redevelopment that also includes housing. The hotel decision should not be read as saving all 12 modules or replacing the residential element.
Why the building’s heritage status matters
Designed by Sir Basil Spence, Glover & Ferguson and built between 1972 and 1976, the interconnected hexagonal building is known for its honeycomb arrangement. Its landscape was designed by Dame Sylvia Crowe. It received a RIBA Award for Scotland in 1977, as reported by ScottishNews.com, and became Category A-listed in 2006. The building stood vacant after Scottish Widows and Lloyds Banking Group moved out in 2020. ScottishNews.com reported the building’s history and designations.

The disagreement is not simply over whether to retain the exterior. It is about how much of the building’s original internal character can survive a change from open-plan office accommodation to hotel rooms and corridors.
The objection to internal subdivision
The Architectural Heritage Society of Scotland objected that subdividing the modules into guest-room clusters and corridors would erode the building’s Bürolandschaft layout—the open-plan office planning that is part of its architectural significance. The developer’s case, as reported, was that hotel use could give the vacant listed building a long-term use and that the benefits outweighed the identified limited heritage harm.

What the scheme proposes to change
Reporting describes alterations to the atrium, entrances, façade and landscaping. STV News says the proposal includes a replacement curtain-wall system with bronze-tone aluminium frames and tinted glazing, retains Crowe’s planting scheme around Modules 1–7, including reflecting pools, and provides around 60 underground parking spaces. These are reported design details, not independent observations of completed work.
Historic Environment Scotland was reported as welcoming the retention of many original features. That support does not mean there are no heritage impacts: the concern raised by the objectors is specifically about the effects of the internal conversion.

Transport and servicing concerns
Southside Community Council questioned how a hotel of this scale would accommodate coaches, taxis and service vehicles, including where vehicles would set down or wait. It also raised road-safety concerns about vehicle movements near crossings used by children attending Preston Street Primary School. The community council accepted that the site is accessible but argued that accessibility alone did not resolve those operational questions. STV News reported the council’s concerns.
STV News reported that the former office had 350 parking spaces and that the proposed hotel would have about 60 underground spaces. Those figures describe the reported former and proposed arrangements; they do not, by themselves, establish how hotel servicing or visitor drop-off will work in practice.

How the hotel fits into the wider redevelopment
The hotel proposal changes the intended use of the seven retained office modules. The previous consent allowed five other modules to be demolished and contemplated redevelopment with housing and office use; reports say the residential part is expected to continue. The two permissions therefore relate to different parts and uses of the site, rather than presenting a single all-or-nothing choice for the whole headquarters.

Pre-vote reporting said no hotel operator had been publicly announced. The approval report also does not establish a brand, opening date or construction timetable. Exact conditions attached to the planning and listed-building consents were not available in the reporting reviewed, so the committee vote alone does not show the detailed requirements that will govern delivery.
