Ellsworth Air Force Base in South Dakota is preparing to become the first main operating base for the B-21 Raider stealth bomber and the home of its Formal Training Unit. The current Air Force estimate for the construction effort is $2 billion—not the $4 billion stated in the supplied headline. The work is a portfolio of new construction and renovations for bomber operations, maintenance, training and mission support.
What the project is—and what it is not
The B-21 beddown is not one standalone building project. It is a coordinated set of construction and renovation projects to make Ellsworth ready to operate, maintain and train crews for the bomber while supporting its broader mission. The Air Force’s July 2026 account describes the overall effort as an estimated $2 billion construction effort. An earlier Air Force Civil Engineer Center account in 2023 put the effort at $1 billion, an older estimate rather than a second amount to add to the current one. Individual project costs and awards describe particular facilities, not the full program total. They should not be summed and presented as a replacement for the Air Force’s overall estimate.
Why Ellsworth is first
The Air Force selected Ellsworth in 2021 as the first B-21 main operating base and the location of the bomber’s Formal Training Unit after completing the required environmental review. Whiteman Air Force Base in Missouri and Dyess Air Force Base in Texas are also designated B-21 main operating base locations. The available sources establish Ellsworth’s first-in-sequence and training roles, but do not establish identical construction scopes or schedules at all three bases. What the buildout includes
Low-observable materials and aircraft maintenance
In 2026, Ellsworth formally accepted a $161 million Low Observable Restoration Facility and an $81 million Wash Rack and General Maintenance Hangar. The restoration facility gives maintenance personnel indoor space to inspect, clean and maintain the B-21’s radar-absorbent materials. After acceptance, teams were fitting out the facility with computers, furnishings and secure equipment. These are two named projects within the wider effort, not its total cost. Operations, training and simulators
Earlier Air Force planning identified a mission operations planning facility, a field training detachment facility, a Formal Training Unit and flight simulator facilities, alongside maintenance infrastructure. Alert and weapons-generation functions
Department of the Air Force FY2026 construction data published in June 2025 listed a $71 million B-21 Alert Facility. An FY2025 project description for a B-21 Weapons Generation Facility identifies its purpose as granting nuclear capability at Ellsworth. These project descriptions add operational functions to the buildout; neither amount should be mistaken for the overall estimate. Renovation as well as new buildings
The B-21 Squadron Operations/Aircraft Maintenance Unit project adapts an existing B-1 facility and adds space for B-21 squadron operations and maintenance. The wider program therefore combines new construction with renovation and repurposing; it is not simply a collection of newly built facilities. How much construction is planned?
The Air Force Installation and Mission Support Center described the 2022 planning scope as 4.3 million square feet of new construction, 1.7 million square feet of renovation and 110,000 square feet of demolition. These are historical planning figures, not confirmed current as-built totals. They indicate the scale and mix of work, but should not be read as a progress report or final measured quantities. Ellsworth has to prepare for the B-21 while continuing its existing B-1 mission. Col. Jonathan Keller, then commander of the 28th Bomb Wing, described the challenge this way: “The base is actively flying the B-1 globally while simultaneously building the infrastructure for the next generation of airpower.” That makes construction sequencing and continued operations part of the same transition. When is the B-21 expected at Ellsworth?
In February 2026, the Air Force said the B-21 remained on schedule to be on the ramp at Ellsworth in 2027. That is an aircraft-arrival milestone; it does not mean every construction project will be finished by then. Keeping project costs in perspective
Three kinds of figures can be easy to confuse: the overall estimated construction effort, costs or awards for specific buildings, and the economic impact of the base. South Dakota legislative material reported an approximately $886.8 million annual economic impact for Ellsworth in 2023. That is a regional economic-impact figure, not the B-21 construction budget.
