Has construction of THE LINE actually started?
Yes, in the limited sense that enabling works and foundations are under way. MEED reported grading, haul-road construction, a hidden-marina vertical-city package and permanent foundation work using Soilmec equipment. Semafor reported on 24 February 2025 that foundations were being laid while above-ground construction remained months away.

That distinction matters. “Begins to rise” can imply that the complete mirrored city, towers and public facilities are already taking shape. The available reporting supports a construction site being prepared and structural foundations being installed, not a finished or visibly complete megacity.
THE LINE is one project within NEOM, Saudi Arabia’s broader northwest development programme. NEOM describes it as “a new model of urban development focused on livability, sustainability and innovation” and says delivery is proceeding in phases according to demand.

What is the first 1.5-mile section?
The initial package discussed by MEED and Semafor is about 2.4 kilometres long—approximately 1.5 miles. It is a first phase or pilot-scale section compared with the original 170-kilometre concept for THE LINE.

What work is visible or documented on the site?
Earthworks and access
Grading and haul roads are the practical first steps for moving materials, establishing working platforms and giving heavy equipment access. These activities are substantial construction work, but they do not indicate that the city’s permanent above-ground envelope is complete.

Permanent foundations
MEED identified foundation operations using Soilmec equipment, and Semafor said foundations were being laid. Foundations are a meaningful commitment because they establish the structural base for later work, yet they reveal little by themselves about how quickly the full building will progress.
Vertical construction
The February 2025 Semafor account specifically placed above-ground construction months after the foundation stage. The responsible description, therefore, is that THE LINE had entered site and foundation construction—not that the entire 1.5-mile city had already risen.

The scale difference is the central fact: 2.4 kilometres is roughly 1.4% of a 170-kilometre line. The first works should be read as an initial build-out, not proof that the entire original alignment is under construction at once.

The 5-kilometre and 2.4-kilometre references may describe different packages or planning boundaries. They should not be merged into a single, certain completion timetable. NEOM’s current language stresses phased, demand-led delivery, and construction scope and dates can change.

What has—and has not—been established?
- Established by the cited reporting: site grading, haul roads and foundation activity at THE LINE; a reported hidden-marina vertical-city package; and the use of Soilmec equipment for permanent foundations.
- Reported as a plan: a 500-metre first-phase height, 80,000 homes, 9,000 hotel rooms and a stadium.
- Not established: that those homes, hotel rooms or the stadium are complete; that the entire 170-kilometre city is being built simultaneously; or that the full project has a fixed, guaranteed finish date.
- Not published in the cited official material: a current, attributable cost for the 1.5-mile section.
How should progress be judged from here?
The clearest indicators will be the transition from foundations to sustained above-ground structural work, the publication of a defined package boundary, and evidence that planned homes, hotels, transport systems and civic facilities are being delivered rather than merely designed. Until those milestones are documented, “under construction” is accurate for the early works, while “the megacity is rising” remains too broad.
Saudi officials continue to describe THE LINE as a national priority. The Saudi Press Agency quoted the Crown Prince saying that “our commitment to delivering THE LINE on behalf of the nation remains resolute.” That commitment explains the continued investment, but it does not turn announced dimensions or target dates into completed construction.
