The University of Arizona Campus Arboretum identifies ocotillo as a low-water plant that can function as a living fence or hedge when planted in rows. Saguaro is a striking, drought-adapted specimen, but its growth rate, eventual size, spines and placement requirements make it a poor practical substitute for a privacy hedge.
What the choice means for a privacy project
A privacy screen has a different job from an accent plant. It must occupy a boundary in a reasonably predictable way, tolerate the site, avoid creating an unacceptable hazard and provide enough visual interruption for the people using the property. A low-water design also has to distinguish between a plant’s mature drought tolerance and the irrigation it may need while establishing.

Neither species should be treated as the equivalent of a solid wall or fence. A row of living plants can vary in density and appearance, and the available evidence does not establish a universal spacing, a guaranteed time to privacy or year-round opacity for ocotillo. A local native-plant nursery or qualified landscape professional should confirm plant sizes, spacing and seasonal appearance for the specific site.

Why it fits the screening role
The University of Arizona Campus Arboretum describes ocotillo as “an outstanding landscape ornament as an accent plant or as a living fence / hedge when planted in rows.” Its taxon listing identifies a screen function, low water use, a mature height of 16–20 feet and slow growth. That is the clearest documented match to a low-water privacy-screen brief in this comparison.

The important qualification is that “screen” does not define a guaranteed visual result. The density of a row depends on the plants supplied, how they are arranged, the property’s sightlines and the seasonal condition of the plants. The cited information does not provide a single spacing that will produce a specified opacity. Ask a regional nursery to lay out the row using the actual container or field-grown sizes available to you.
Water expectations
Ocotillo’s low-water classification is a regional horticultural designation, not a promise of zero irrigation. Newly installed plants can have establishment needs, and the right schedule depends on the plant’s condition, soil drainage, exposure and local weather. After the row is established, the plant’s classification supports its use in a water-efficient landscape, but it does not replace site-specific irrigation guidance.
Safety and boundary planning
Ocotillo has spiny canes. Keep the row far enough from the places where residents, visitors and pets regularly pass that routine movement does not force people into the branches. The setback should be coordinated with gates, walkways, driveways, play areas, service access and any required clearance along the property boundary. Because the source material does not prescribe a spacing or setback, have the installer mark the mature row on the ground before purchasing.

Seasonal appearance and privacy expectations
Ocotillo should be evaluated as a living, changing screen rather than a static green panel. Its visual contribution can vary with seasonal conditions and plant condition, so inspect representative material from the same region when possible. Ask the nursery how the plants typically look during the seasons when you need the most privacy, and whether the delivered plants are likely to be leafed out or dormant. Those questions do not produce a universal guarantee, but they help prevent a mismatch between a catalog image and the view from your patio or window.
Saguaro: impressive specimen, impractical hedge
Growth rate and scale
University of Arizona Cooperative Extension reports that saguaro grows just over one inch per year and may eventually reach 60 feet. It also notes that first blossoms appear around age 35. Those figures explain why a saguaro is a long-term landscape feature rather than a quick privacy solution: even a healthy plant takes many years to add meaningful height, and its eventual scale can overwhelm a narrow boundary.
The sources reviewed do not support saguaro as a hedge or screen. Its form is that of a large, slow-growing accent cactus, not a row-forming privacy plant. Planting several specimens may create a dramatic desert composition, but it does not provide the predictable, continuous barrier expected from a hedge.
Siting requirements and hazards
University of Arizona horticulture guidance recommends placing a saguaro with native desert vegetation or in a xeriscape planting some distance from paths and activity areas. The same guidance emphasizes full sun, well-drained soil and locations where water will not pool. It advises keeping the plant away from property lines, structures and utilities, and highlights both spine hazards and the danger posed by a falling plant or heavy arm.
“A saguaro is best placed with native desert vegetation or a xeriscape planting some distance from paths and activity areas, to protect both you and the plant.”

That advice conflicts with the usual geometry of a privacy hedge, which is often placed close to a boundary or beside a frequently used path. A mature saguaro needs room for its trunk and arms, safe access for maintenance and a margin that protects people if a plant or arm fails.
Water and drainage
Saguaro is well suited to xeriscape in southern Arizona when correctly sited. The practical warning is not to overwater it or place it where drainage is poor. A low spot that collects irrigation or stormwater can be more damaging than a dry location. The site must therefore be evaluated for both sun and water movement before a specimen is selected.

University of Arizona Cooperative Extension states that saguaros can be costly to purchase and install compared with many landscape plants, but the guidance gives no dollar figure. Costs vary with plant size, transport, equipment, access and installation conditions, so a current local quotation is necessary. Do not use the absence of a published price as evidence that a saguaro installation will be inexpensive.
For a fair comparison, request itemized estimates for the plant, digging, loading, delivery, equipment, labor, staking or stabilization if required, and disposal of packing material. Compare those figures with a complete ocotillo-row estimate, including the number and size of plants, soil work, irrigation during establishment and delivery. A lower plant price can still produce a higher project cost if access is difficult or several replacement plants are needed.

One regional comparison from Southern Nevada labels both plants low-water and drought-tolerant but marks neither as a hedge or screen. That difference is not a contradiction about how every landscape should be designed. Plant lists use different climates, criteria and intended applications. The Arizona Arboretum’s explicit living-fence description is more directly relevant to an Arizona screening brief, while a Nevada list may be useful for water classification in its own jurisdiction. Always give priority to guidance written for your climate, municipality and project type.
How to plan an ocotillo privacy row
1. Define the privacy problem
Stand at the windows, patio, driveway or outdoor work area that needs screening and identify the sightlines to be interrupted. Mark where people actually walk, where gates open and where vehicles or service equipment need access. A row that blocks one view but creates a thorn hazard at a gate is not a successful screen.

2. Check the boundary and underground constraints
Before ordering plants, verify the property line and identify utilities, drainage paths, irrigation lines, foundations and easements. The mature height listed for ocotillo is 16–20 feet, so consider how the row will relate to neighboring views and overhead conditions. A local designer can translate the mature dimensions into a setback and maintenance access plan.
3. Confirm the actual plant material
Ask the nursery whether the plants are container-grown or field-grown, how large they are at delivery and how they have been handled. Request a layout based on those plants rather than selecting a spacing from a generic illustration. Because opacity and seasonal appearance are not established by the cited sources, ask to see representative plants or photographs from the same production region.
Ask whether all plants in the proposed row are comparable in height, cane count and vigor. A mixed shipment may be perfectly usable, but it will not create the same initial visual rhythm as uniform stock. Confirm the nursery’s replacement policy, planting window and instructions for handling spiny canes so the installation crew can work without damaging plants or exposing residents to avoidable injuries.

4. Plan establishment care separately from long-term water use
Low water use describes the landscape role after establishment; it does not eliminate the need for an installation plan. Have the nursery or installer specify initial irrigation, soil preparation and drainage checks for your site. Avoid assuming that a schedule used for an established row is suitable immediately after planting.
5. Build safe circulation around the row
Keep routine foot traffic, children’s play and pet runs away from the spiny canes. Use gates, paving or other site elements to guide movement rather than relying on people to brush past the plants. Leave access for inspection and maintenance so the row can be monitored without entering the thorns.
6. Set expectations about privacy
Describe the project as a living screen, not a guaranteed opaque wall. Ask the installer to identify the views that will be screened at installation and how those views may change as the plants grow and as seasonal conditions alter their appearance. If a room requires dependable privacy at all times, the landscape row may need to work with a separate architectural or fencing solution.
7. Plan the budget and delivery route
Count every plant, measure the delivery route and identify where trucks, carts or lifting equipment can safely operate. A quote based only on the plant price can omit unloading, difficult access, soil correction, irrigation work or removal of failed material. Request the quote in writing and ask what happens if weather or transport delays affect the planting date.
Where a saguaro can belong instead
A saguaro can be an appropriate focal point in a spacious, sunny xeriscape where its long-term size and hazards have been planned from the start. Place it with native desert vegetation or other compatible landscape elements, away from paths and activity areas. Keep the plant clear of structures, utilities and property lines, and confirm that water will drain away rather than collect around the root zone.
Use the saguaro to establish character or mark a view, not to promise a continuous privacy barrier. Its growth rate means that adding one today will not produce a hedge-like result on a normal project timeline. Its eventual height and arm development also make future access and removal more demanding than the installation of a small ornamental plant.

Use the right regional water list
The Arizona Department of Water Resources explains that region-specific low-water-use plant lists support water-efficient landscaping and have regulatory uses in defined settings. A list created for one municipality, project type or region may not automatically govern a private residential yard elsewhere. Treat the list as a framework for local selection, then confirm the requirements that apply to your property and project.
Verify provenance before buying
University of Arizona Cooperative Extension advises retaining applicable native-plant tags through transport, sale and planting. Its cactus-transplant guidance distinguishes cultivated, container-grown plants from regulated native cacti. That is general extension guidance rather than a complete legal opinion, so confirm current state and local requirements for the specific plant, source locality, transport route and installation site.
For either species, ask the seller for provenance and any required documentation before payment. Keep the records with the plant through delivery and installation. Rules can depend on whether a plant was legally propagated, collected or moved, so do not assume that a plant offered by a seller is automatically cleared for every transaction.

Check delivery geography and handling
Live plants are not interchangeable commodities. A regional nursery can explain whether the plant is acclimated to your conditions, how it will be transported and what size can be delivered safely. Confirm delivery access, unloading equipment, planting responsibility and the remedy if a plant arrives damaged. These questions matter especially for large, heavy or spiny specimens.
When the answer is not a plant-only screen
If the property requires immediate and dependable privacy, a living row alone may not meet the brief. The evidence supports ocotillo as a screen plant, but it does not establish a universal time to privacy or year-round opacity. A project can therefore combine a properly set-back ocotillo row with another privacy measure, provided the overall design preserves safe access, drainage and plant health.
Do not force a saguaro into a boundary role simply because it is native or drought tolerant. Water efficiency, native character and screening performance are separate design criteria. Ocotillo meets the documented screening criterion more directly; saguaro’s strengths are its stature, form and role as a specimen in an open xeriscape.
Decision checklist
- Choose ocotillo when the primary objective is a low-water living fence or hedge planted in a row.
- Choose saguaro only when you have room for a very slow-growing specimen that may reach 60 feet and must remain away from paths, activity areas, structures, utilities and property lines.
- Have a local nursery or qualified landscape professional confirm ocotillo spacing, plant size and seasonal appearance; no universal opacity spacing is established by the cited guidance.
- Design establishment irrigation separately from the mature low-water classification.
- Verify drainage and full-sun exposure before planting saguaro, and avoid locations where water pools.
- Ask for provenance, retain applicable tags and check current Arizona and local rules before transporting or installing either plant.
- Use a separate privacy strategy if the property needs immediate, continuous screening comparable to a solid fence.
Frequently Asked Questions
Can ocotillo make a living fence?
Yes. The University of Arizona Campus Arboretum describes ocotillo as suitable for a living fence or hedge when planted in rows and identifies it as a screen plant. The description does not guarantee a particular opacity, spacing or year-round appearance, so have a regional nursery design the row around the actual plants and sightlines.
Is saguaro a good privacy hedge?
No. Saguaro grows just over an inch per year, may reach 60 feet and is described by University of Arizona guidance as a large specimen for a sunny, well-drained xeriscape. Its spines, heavy arms and need for distance from paths, structures, utilities and property lines make it a poor practical hedge.
How much water does an ocotillo privacy row need?
Ocotillo is listed as low water use, but that classification applies to its established landscape role. Newly planted specimens may need an establishment schedule tailored to soil, drainage, exposure, plant condition and weather. Ask the nursery or installer for site-specific instructions rather than assuming zero irrigation.
What spacing should I use for ocotillo plants?
The cited guidance does not establish one universal spacing that produces a specified level of privacy. Spacing depends on delivered plant size, cane structure, sightlines, seasonal appearance and safety setbacks. Mark the mature row on the ground and obtain a layout from a regional native-plant nursery or qualified landscape professional.
Is a saguaro expensive to buy and install?
University of Arizona Cooperative Extension says saguaros can be costly to purchase and install compared with many landscape plants, but it gives no dollar figure. Request a current local quote that separates plant cost, transport, equipment, access, labor and any stabilization or removal work.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Can I buy and move either plant anywhere in Arizona?
Do not assume so. University of Arizona Cooperative Extension advises retaining applicable native-plant tags through transport, sale and planting and distinguishes cultivated container-grown plants from regulated native cacti. Confirm current state and local requirements, provenance and transport documentation for the specific plant and route.
Will an ocotillo row provide privacy all year?
The available plant description supports ocotillo as a screen but does not establish year-round opacity or a guaranteed time to privacy. Seasonal condition, plant size and row arrangement affect the view. If uninterrupted privacy is essential, combine the planting with a separate architectural or fencing solution.
The Bottom Line
Bottom line: Choose ocotillo for a low-water living screen, subject to a locally designed row, safe setbacks and realistic seasonal expectations. Reserve saguaro for a spacious, sunny xeriscape specimen: its growth rate, possible 60-foot height, hazards and boundary clearances work against hedge duty.
