SABIC’s Jubail ammonia and urea complex was September 2026’s largest disclosed GCC contract award, followed by Dubai Holding’s new headquarters and Jumeirah Residences Emirates Towers. The ranking also highlights major rail, residential, infrastructure, data-centre, energy-storage and wastewater work across Saudi Arabia, the United Arab Emirates, Egypt and Qatar.
Construction Business News ME ranked the ten largest September awards by disclosed contract value. The comparison spans infrastructure, construction, energy, water, power and real estate; currency conversions are approximate, and awards without a public value appear at the bottom.

The ranking measures disclosed award values rather than a complete market total. Because three awards have no public contract value, adding the ten entries would produce a misleading grand total.
Why the SABIC award ranked first
The Jubail project combines a large chemical-production expansion with carbon-capture infrastructure. SABIC expects urea capacity to increase from about 4.8 million to 7.4 million tonnes a year, roughly a 54% rise. The Q3 2030 commissioning target makes this a multi-year engineering, procurement and construction programme rather than a short-cycle plant upgrade.

Dubai’s awards combine real estate and public utilities
Dubai Holding’s headquarters and Emirates Towers residences are the largest construction contract in the group’s description of its programme. The project pairs a corporate headquarters with 754 branded homes, while the Nad Al Sheba Gardens and Bay Grove awards add 809 residential units across villas, townhouses and apartments. Dubai Holding Real Estate CEO Khalid Al Malik said, “The award reflects continued demand for premium masterplanned residential communities in Dubai,” as reported by Construction Business News ME.
The Dubai South sewage-treatment contract shows a different requirement: dependable long-term plant performance. Its 10,000-cubic-metre-per-day capacity and membrane systems make operations and maintenance the central deliverable, rather than a publicly disclosed construction price.

Saudi Arabia’s pipeline spans rail, industry and storage
Saudi Arabia appears in four of the ten entries. Alongside SABIC’s industrial complex, the awards cover additional driverless Riyadh Metro rolling stock, a reliability-focused revamp of the Al Mashaaer Al Muqaddassah line and battery supply for three utility-scale storage projects.
The storage award is best read as a supply package within a wider procurement programme. The three sites total 6 GWh, while the first Saudi Power Procurement Company tender covers 2 GW and 8 GWh. The larger programme valuation is Gotion’s figure, not a disclosed value for the individual Group 1 award.

Egypt and Qatar add different growth signals
The Ras El-Hekma package brings a large master-planned development programme into the ranking. Its 660-plus villas and townhouses, public facilities, lakes, mall, roads and landscaping are being delivered across more than 323,000 square metres of built-up area, with a 21-month completion schedule.
Qatar’s MEEZA facility is designed around hyperscale cloud and artificial-intelligence demand. The turnkey scope includes the building, building services, ICT, security, fire protection, controls and commissioning, and is planned in two phases rather than as a single undifferentiated data-centre build.

Contract value alone does not make the projects equivalent. Readers should distinguish:
- Contract form: EPC at Jubail, turnkey delivery for the Qatar data centre, construction packages in Dubai and Ras El-Hekma, train supply linked to an existing maintenance contract, battery supply, a metro revamp and plant O&M.
- Delivery stage: some work is already under construction, while other awards cover equipment supply, future commissioning or long-term operations.
- Geography and sector: Saudi Arabia leads the industrial, rail and storage entries; the UAE leads residential, headquarters and wastewater work; Egypt contributes a major development package; Qatar contributes an AI-focused digital-infrastructure project.
- Value disclosure: approximate currency conversions should not be treated as audited totals, and undisclosed awards cannot be ranked by their actual contract size.
What the awards mean for construction suppliers
The mix points to sustained demand for heavy machinery and specialist site services across the GCC and nearby megaproject markets. MEZORA’s industry briefing specifically identifies excavators, cranes, concrete mixers and specialised building equipment as areas affected by this pipeline. That is a supplier-demand implication, not evidence that any particular purchase is suitable for every contractor.
For manufacturers and subcontractors, the practical opportunity differs by package: large civil and residential works require earthmoving and concrete capacity; rail and data-centre projects demand specialised systems integration; industrial and utility programmes require process, electrical, controls and commissioning expertise; and O&M contracts reward lifecycle reliability rather than only fast construction.
Reading the September ranking accurately
The figures were reported by clients, contractors and trade press, with approximate currency conversions. Award status, schedules and scope can change as projects move through design, procurement and construction, so the stated dates should be treated as the positions reported for September 2026 rather than permanent completion guarantees.
