Repair is usually the right path when an inspection finds a localized failure, the surrounding roof and deck are sound, and the repair can address the cause. Evaluate replacement when damage is widespread or recurring, leaks continue despite repairs, or the deck or supporting structure is compromised. Roof age can inform the discussion, but it does not settle the decision by itself.
Before choosing, establish the extent of the problem, check the roof deck and structure, review the repair history, and compare written scopes for repair and replacement. For asphalt shingles, also confirm whether a recover—installing a new covering over the existing one—is allowed and suitable; it is not the same as tear-off and replacement.
A practical decision process
- Find the cause and extent. Identify where water or damage is appearing, inspect nearby roof areas and transitions, and determine whether the problem is isolated or recurring. One ceiling stain does not establish how much of the roof system has failed.
- Check the deck and structure. Look for a sound roof deck and supporting structure. Rotted or warped decking, large gaps between deck boards, or sagging may call for removing the existing covering. If the structure appears unsound, seek a qualified structural assessment.
- Review the repair history. Consider prior work and whether leaks returned after repairs. Persistent leaks despite maintenance and repair are a reason to evaluate replacement, not proof that every roof with a leak needs replacing.
- Compare written scopes. Ask what the repair will address, what it will leave in place, and how hidden damage will be handled. Compare that with a replacement proposal, including deck work and disposal where applicable.
- Check constraints before choosing a covering. Confirm local code, the number of existing roof coverings, structural capacity, deck condition, and the selected manufacturer’s instructions. Have a qualified local contractor assess the actual roof.

The available research does not establish a reliable universal price comparison or repair-cost crossover. Use written, property-specific proposals rather than treating a generic dollar amount or percentage as a rule.
When a targeted repair is reasonable
A repair is a reasonable candidate when inspection identifies a bounded failure, adjacent roof materials and the deck remain sound, and the proposed work addresses the cause. Regional consumer guidance from the Roofing Contractors Association of Texas (RCAT) likewise describes isolated damage on a relatively young roof as a repair case while emphasizing inspection. That regional guidance is not a national code rule.

Ask the contractor to show the affected area and explain the repair method, what material will remain, and how the work will be evaluated if hidden damage is uncovered. A leak is a reason to investigate; it is not, by itself, a reason to replace the whole roof.
When replacement deserves evaluation
Evaluate replacement when damage is widespread or recurring, leaks continue despite maintenance and repairs, the deck or supporting structure is compromised, or repairs would leave a roof that cannot reliably perform. Removing the existing covering can expose the deck so it can be inspected and damaged substrate repaired.

The National Roofing Contractors Association (NRCA) lists persistent leaks despite maintenance and repair among suggested replacement criteria in an older technical resource. Treat it as historical technical guidance, not as a current pricing rule or a universal age threshold. No single roof age decides the question across all materials, climates, installation histories, and jurisdictions.
Asphalt shingles: recover or tear off?
For asphalt shingles, recover means adding a new covering over the existing roof covering. Replacement means removing the existing covering, repairing damaged substrate, and installing a new covering. Each roof needs an individual assessment before either approach is specified.

The Asphalt Roofing Manufacturers Association (ARMA) advises checking local code, whether the structure can bear the added weight, whether the deck is sound, and whether it can retain fasteners adequately. ARMA notes that most codes generally do not allow more than two roof coverings, and that some shingle designs—including most laminated shingles—are not recommended for recover by manufacturers. Verify the actual code and the selected product’s instructions for the property.
ARMA identifies two existing shingle layers, sagging across ridge or truss lines, and rotted or warped decking or large gaps as conditions that may call for removal. Where there is one flat layer and a sound deck, recover may be an option only if code, structural, and manufacturer requirements are satisfied.

What to ask a roofing contractor
- Can you show the affected areas and explain the evidence for your recommendation?
- What will the repair address, and what parts of the roof will remain in place?
- How will hidden deck damage be identified and handled?
- What does the replacement proposal include, including removal, deck work, and disposal where applicable?
- How many roof coverings are present, and is recover permitted and appropriate for this roof?
- Which local code requirements and manufacturer instructions apply?
- What are the written scope, expected result, and warranty terms for each option?
