The former Kmart site is about nine miles west of New Orleans. The project is expected to be completed in spring 2028.
What is being built at the former Kmart site?
The Francis is planned as a 251-unit multifamily development with one- and two-bedroom apartments. It is part of Elmwood Center, an open-air shopping center reported to cover one million square feet. That figure describes the shopping center, not the apartment building.
RNGD reported the start of vertical construction on October 5, 2026. JEDCO had announced in May that construction was scheduled to begin after Memorial Day 2026, so the October milestone follows the earlier construction-start schedule.
Who is developing and building The Francis?
RNGD is the general contractor. Lauricella Land Company, Felicity Property Co. and Setpoint Ventures are development partners, and Hancock Whitney Bank is providing financing. LRK is the architect; Parallel is the interior designer.

What else is planned for Elmwood Center?
Lauricella Land Company is also planning a separate 70,000-square-foot retail and dining expansion adjacent to the apartment project. It is distinct from The Francis and should not be confused with the residential development.
