Whole-life carbon assessment (WLCA) is becoming a recognised way to measure a building’s total climate impact, yet regulation and day-to-day use remain uneven. An OECD comparison found mandatory energy-efficiency codes in 89% of surveyed countries, but regulations addressing whole-life carbon in only 21%. For construction clients, that means a project may face detailed operational-energy rules while embodied emissions from materials, construction, maintenance and disposal are reported inconsistently or not at all.
The gap matters because embodied emissions could represent about half of the carbon footprint of new buildings by 2050 if they are not addressed. WLCA combines operational, embodied and user carbon so design, procurement and end-of-life decisions can be judged against one whole-life picture.

What does a whole-life carbon assessment measure?
A WLCA accounts for emissions across an asset’s life rather than looking only at energy used after occupation. The boundary normally includes product manufacture, transport, construction, operation, maintenance, replacement, refurbishment and end of life. It can also identify user-related emissions where the chosen methodology includes them.
Embodied carbon is released before a building is occupied and during later interventions: extracting raw materials, manufacturing products, transporting them, installing them, repairing or replacing them, and processing demolition waste. Operational carbon comes from energy used in heating, cooling, lighting, hot water and equipment. A low-energy building can still have a large upfront footprint if its structure, façade or services are carbon-intensive.

- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
Assessments are only comparable when the team states a functional unit, study period and system boundary. A result covering upfront modules A1-A5 is not equivalent to one covering the full asset life cycle, so those choices must appear in the report.
How large is the gap between energy rules and whole-life-carbon rules?
The OECD’s 2024 survey shows that governments have built much stronger policy infrastructure for operational energy than for material and life-cycle emissions.

| Policy measure | Share in the OECD comparison | What the figure indicates |
|---|---|---|
| Mandatory energy-efficiency codes | 89% | Operational performance is regulated in most surveyed countries. |
| Energy Performance Certificates | 61% | Many countries require an operational-rating disclosure, though coverage is not universal. |
| Regulations addressing whole-life carbon | 21% | Life-cycle carbon rules remain the exception rather than the norm. |
| Countries identifying embodied carbon as a key policy focus | 14% currently; 43% projected | Governments expect attention to embodied emissions to expand. |
| Countries prioritising material circularity | 11% currently; 68% projected | Reuse, recycling and design for disassembly are moving up policy agendas. |
These percentages describe the OECD survey comparison, not a count of every country worldwide. They also do not show whether a rule is a voluntary declaration, a reporting obligation or a binding limit. Denmark, France, Finland, the Netherlands and Sweden illustrate different combinations of declarations, national databases, incentives and progressively tighter limits.
Why is whole-life-carbon use still patchy?
The barriers are practical as well as regulatory. They reinforce one another: without consistent data, regulators struggle to set limits; without clear limits, clients may not pay for the additional work needed to collect better data.
Few explicit requirements
Many jurisdictions regulate energy in use but do not require a project to calculate or disclose embodied emissions. A voluntary exercise is often dropped when budgets tighten or when responsibilities are split between the client, designer and contractor.
Difficult benchmarks
Reference values vary with building type, floor area, structural system, grid intensity and service strategy. A single limit can penalise a project for factors outside the design team’s control, so differentiated benchmarks are needed.

Fragmented workload
A building contains thousands of components. Architects, structural engineers, services engineers, suppliers and contractors each hold part of the information, often in separate systems. Compiling quantities, specifications and replacements late in the programme creates cost and rework.
Local capacity
Local authorities may lack carbon specialists, software and time to check submissions. Smaller practices and contractors can face the same constraints, particularly where a planning requirement is new.
Weak immediate financial signals
Operational efficiency can produce visible energy savings and comfort benefits for an owner or tenant. Cutting embodied carbon may require a higher-cost product or extra design work, while the climate benefit is distributed across society and the building’s full life.

Is the RICS WLCA standard mandatory?
The second edition of the RICS Whole Life Carbon Assessment standard is mandatory for RICS members undertaking WLCAs from 1 July 2024. It is a professional methodology, not a universal law: each jurisdiction’s planning and building regulations still determine whether an assessment is required, and RICS says it does not regulate or verify the results.
The standard is intended to make embodied, operational and user-carbon results consistent enough for decisions. RICS provides a client guide, global harmonisation framework, national implementation playbook, reporting templates and supporting tables. Justin Young, RICS chief executive, described the edition as “a truly global standard for a global problem.” Teams should state the edition used, assumptions, data sources and modules covered so a reviewer can understand what the number represents.
How are public authorities moving from voluntary studies to policy?
Phased national policy
The OECD recommends starting with declarations and reliable data, then introducing differentiated and progressively tighter limits. This sequence lets governments build databases and skills before imposing thresholds that could otherwise be arbitrary. Digital tools, standardised templates and shared datasets reduce the administrative burden.
United Kingdom infrastructure
NISTA’s Whole Life Carbon Management handbook, published on 5 March 2026, gives UK infrastructure clients guidance aligned with PAS2080:2023. It connects whole-life-carbon outputs to HM Treasury project business-case decisions, making carbon performance part of investment governance rather than a standalone design report.

Scotland
Scotland’s National Planning Framework 4 Policy 2a requires development proposals to be sited and designed to minimise lifecycle carbon emissions as far as possible. Scottish work emphasises assessment at the earliest planning stages, when massing, orientation, reuse and structural choices can still change.
England
Research commissioned by the former MHCLG and prepared by AECOM, published 7 July 2025, found that policy and voluntary activity had historically concentrated on operational emissions. It identified substantial opportunities in new buildings but highlighted the need for skills, standardised modelling, consistent assessments, dependable data and usable tools.
How should a project team carry out a defensible WLCA?
Use the following sequence before applying a benchmark or limit:
- Define the boundary. Record the functional unit, study period, included life-cycle modules and whether user carbon is included.
- Select a recognised method. Use the RICS WLCA standard or the applicable national or infrastructure method, and record the edition and jurisdiction.
- Build the quantity model. Extract material quantities from coordinated drawings or BIM, then map each item to a product or generic dataset.
- Collect EPD and energy evidence. Obtain current manufacturer EPDs where available; document geography, declared unit, replacement assumptions and operational-energy inputs.
- Document uncertainty. List missing data, generic substitutions, transport distances, service lives and end-of-life scenarios. Use sensitivity checks for assumptions that could change the design decision.
- Assess options early. Compare reuse, refurbishment, structural systems, material specifications and energy strategies before the design is fixed and procurement contracts limit substitutions.
- Report and update. Use standard templates or BIM/LCA software, issue the result at agreed gateways and revise it when quantities, products or energy models change.
Only after those steps should a team compare the result with a building-type benchmark or regulatory limit. Applying a threshold to an undefined boundary or inconsistent dataset creates false precision.
What would make whole-life-carbon policy work better?
Effective programmes combine six measures: extend policy beyond operational energy; introduce requirements in stages; establish national data-collection and EPD strategies; provide digital assessment tools and common templates; coordinate national, regional and local authorities; and strengthen collaboration among government, industry and academia. Public procurement can create demand for EPDs and lower-carbon products, while training and proportional reporting requirements help smaller firms participate.
For clients, the immediate test is whether the brief gives the design team authority, time and budget to change the project. A WLCA delivered after planning or tender may document a decision without influencing it.
What should a client ask before appointing a WLCA team?
- Which life-cycle modules, study period and functional unit will be reported?
- Which standard and software will be used, and can the model be audited?
- How will missing EPDs and generic data be handled?
- At which design and procurement gateways will results be reviewed?
- How will operational energy, embodied carbon and circularity options be assessed together?
- What information must suppliers and subcontractors provide, and by when?
- Who will approve assumptions and manage updates when products change?
FAQ: whole-life carbon assessments
What can a project do when a product has no EPD?
Use a documented generic dataset or a comparable product declaration, clearly label it as an assumption and test its influence with a sensitivity analysis. Ask the manufacturer whether a project-specific declaration or verified product data can be supplied before procurement is locked.

Can a WLCA be revised after planning approval?
Yes. Treat it as a controlled project model, updating quantities, specifications, energy calculations and end-of-life assumptions at design, tender and completion gateways. Keep versioned reports so a reviewer can see which decisions caused the change.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDoes measuring embodied carbon reduce the need for energy modelling?
No. Operational energy remains a major part of whole-life performance, and an intervention that lowers one category can raise another. The value of WLCA is that both effects are visible in the same decision framework.
How can smaller practices meet new reporting expectations?
Use proportional templates, shared datasets and standard calculation libraries rather than building a bespoke model for every project. Early authority guidance, training and clear minimum data fields reduce the specialist workload without removing accountability.
Frequently Asked Questions
What is the difference between a carbon declaration and a carbon limit?
A declaration reports a project’s calculated emissions without necessarily judging whether they are acceptable. A limit sets a maximum value, so the authority must define a boundary, benchmark and method for checking compliance.
When should a developer put WLCA requirements into contracts?
Include them in the brief and consultant appointments, then flow data obligations into tender documents and supply contracts. Early wording should specify the required modules, EPD format, update points and responsibility for approving substitutions.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Can refurbishment avoid the need for a whole-life assessment?
No. Reuse can avoid large manufacturing and demolition emissions, but an assessment is still needed to account for retained elements, new materials, operational changes, maintenance and the chosen end-of-life scenario.
Why do two WLCA tools sometimes produce different results?
Differences often come from system boundaries, database versions, electricity factors, service-life assumptions or allocation rules rather than arithmetic errors. Comparing the input assumptions and life-cycle modules is essential before treating results as contradictory.
