Relamping: 3 Practical Ways to Cut Lighting Replacement Costs

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You can reduce relamping costs without leaving rooms underlit by treating lamp replacement as an operating decision rather than an emergency purchase. Compare scheduled group relamping with burn-out replacement, use compatible LEDs in high-use fixtures, and install occupancy controls only where room-use patterns justify them. The right mix depends on your lamp life, labor rates, operating hours, access conditions, electrical requirements and local incentives.

What relamping means—and where the savings come from

Relamping is the replacement of lamps in existing fixtures. It may be spot relamping, in which a technician replaces one failed lamp at a time, or group relamping, in which many lamps are replaced during a planned visit before most have failed. The fixture, wiring and lighting layout generally remain in place; the cost decision is about timing, lamp technology, labor and controls.

Spot replacement appears economical because it buys only the lamps that have failed. It can become expensive when each failure creates a separate trip, lift setup, access restriction, work-order charge or disruption. Group work can require more lamps at one time and a larger material purchase, but one mobilization may cover an entire floor or building. A useful comparison includes both direct costs and the value of maintaining consistent light levels.

This guidance is U.S.-focused and draws on federal and ENERGY STAR building guidance. Local electrical codes, safety rules, accessibility requirements, lease obligations and task-lighting standards still govern the work.

Tip 1: Schedule relamping around labor, not just lamp price

How group relamping works

Start by inventorying each fixture type, lamp, quantity, rated life, operating hours, location and access method. Set a planned replacement interval before failures become frequent, then replace lamps in a defined area during one service window. DOE’s Lighting Retrofit Workbook describes industry practice of scheduling group relamping at about 70–80% of rated lamp life. ENERGY STAR’s Building Manual gives a broader reference range of 60–80% and says the interval should reflect labor cost, fixture-cleaning needs and the lamp’s mortality curve. Neither range is a universal mandate.

For example, a lamp rated for 20,000 hours and operated 4,000 hours per year reaches 70% of rated life at approximately 14,000 operating hours, or about 3.5 years. That calendar estimate changes if the fixture runs longer, is switched frequently, operates hot, or has a different failure pattern. Use actual failure records where available rather than applying the same date to every room.

Build a local cost comparison

Calculate annual cost for both approaches using your own numbers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Spot relamping: lamp materials, technician time per call, travel or dispatch charges, lift rental, access preparation, failed-lamp disposal and disruption for each event.
  • Group relamping: scheduled lamp materials, bulk-order pricing, one mobilization, planned lift or access equipment, labor to replace all lamps, cleaning and disposal.
  • Operational effect: overtime, tenant coordination, production downtime, security escorts or after-hours premiums.

Divide each approach’s expected cost by the number of fixtures or lamps served, then compare the annualized result. Include the number of lamps likely to fail before the group date; a group schedule that is too early can discard useful lamp life, while one that is too late can recreate emergency-call costs.

What the published example does—and does not—prove

ENERGY STAR’s Building Manual presents a historical example credited to the 2005 E SOURCE Lighting Technology Atlas. It assumes 3,500 operating hours per year, $1.80 lamp material cost and different labor rates for spot and group work. Its table reports average annual total cost of $4,883 for spot relamping and $2,775 for group relamping, described as 43% overall savings for group work.

Item Spot relamping Group relamping
Average annual total cost in the example $4,883 $2,775
Difference in the example $2,108 lower for group relamping
Evidence date and conditions Historical 2005 source; 3,500 operating hours annually, $1.80 lamp material cost and specified labor assumptions

Those figures are not a current price list or a guaranteed 43% reduction. Labor markets, lamp prices, access equipment and operating schedules have changed. Use the example to understand why labor can outweigh material cost, then substitute your building’s data.

When group relamping may not be the best choice

  • Lamps have long lives but very low operating hours, so early replacement would waste substantial remaining life.
  • Fixtures are difficult to access and a planned visit would require unusually expensive equipment.
  • A renovation, tenant change or fixture replacement is imminent.
  • Different lamp types in the same area require several incompatible replacement schedules.
  • Occupants need continuous operation and there is no practical work window.

In those cases, use condition-based spot replacement, a smaller zone schedule or a schedule tied to a planned shutdown. Keep a failure log so the interval can be adjusted after one or two cycles.

Tip 2: Use compatible LEDs in fixtures that run the most

Why high-use fixtures are the first candidates

LEDs can reduce electricity use and replacement labor, particularly in fixtures that operate many hours or are difficult to service. ENERGY STAR’s commercial checklist states that LEDs use up to 90% less energy than incandescent lighting and last 35 to 50 times longer. These are broad technology comparisons, not a promise that every retrofit will achieve either figure. Existing fluorescent, high-intensity-discharge and incandescent systems have different baseline wattages, controls and replacement options.

Prioritize corridors, exterior security lighting, warehouses, stairwells, production areas and other fixtures with long schedules or expensive access. A lamp used 12 hours each day has a stronger energy-saving opportunity than one used for a few minutes weekly, but the final decision still depends on purchase price, output, compatibility and local electricity rates.

Check compatibility before ordering

Do not assume an LED replacement fits because its wattage or shape looks similar. Record the existing lamp and fixture information, then verify:

  • Base and physical dimensions: Match the socket, length, diameter, pin arrangement and clearance. DOE purchasing guidance identifies multiple lamp bases and product categories.
  • Light output and distribution: Compare lumens, beam or distribution pattern, color appearance and delivered light at the task plane. A lower-wattage lamp is not automatically an equivalent lamp.
  • Electrical configuration: Determine whether the fixture uses line voltage, a ballast, a driver, a transformer or another control component. Follow the replacement lamp’s wiring instructions.
  • Dimming and switching: Confirm compatibility with the installed dimmer, occupancy sensor, timer and emergency-lighting equipment.
  • Enclosure and temperature: Verify that the lamp is approved for enclosed fixtures or damp locations when those conditions apply.
  • Rated life and warranty: Compare the stated life under the manufacturer’s conditions and retain documentation for maintenance records.
  • Light-quality requirements: Preserve the illumination, color rendering and visual comfort needed for the work. Do not reduce light levels merely to lower wattage.

Handle certification and incentive dates carefully

DOE purchasing guidance updated in June 2023 said qualifying ENERGY STAR lamps in the described scope were required to last 10,000 hours or more. The same DOE page records that ENERGY STAR’s lighting sunset plan took effect on December 31, 2024. Therefore, treat that 10,000-hour statement as historical guidance for the specified program scope, not as proof of current certification. Check the product’s current status and applicable specifications before purchasing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DOE also notes that state or utility incentives may be available for qualifying efficient products. Eligibility, product lists, installation rules and payment amounts vary by location and can change. Obtain written confirmation from the utility or program administrator before including a rebate in your payback calculation.

Estimate LED payback with your own operating data

Use this calculation for each fixture group:

  1. Subtract the proposed LED wattage from the existing wattage.
  2. Multiply the wattage difference by annual operating hours to obtain watt-hours saved; divide by 1,000 for kilowatt-hours.
  3. Multiply kilowatt-hours saved by your electricity rate.
  4. Add avoided lamp purchases and expected replacement labor, using a conservative failure estimate.
  5. Subtract any verified incentive from installed cost, then divide the remainder by annual savings.

Keep energy and maintenance savings separate in the worksheet. A lamp with a higher purchase price may still be economical if it eliminates lift visits, but no universal bill reduction can be stated without your wattage, hours and rate.

Tip 3: Add occupancy controls only where the room-use pattern supports them

Choose intermittent-use spaces

Occupancy sensors can cut run time in rooms that are regularly vacant for meaningful periods. Good candidates may include storage rooms, small meeting rooms, restrooms, utility spaces and secondary circulation areas. They are less suitable where occupants are nearly continuous, where lights must remain on for safety or security, or where a sensor could switch lights off during a stationary task.

ENERGY STAR’s commercial checklist emphasizes correct sensor placement and coverage. A sensor that cannot see the doorway, work area or expected movement will not deliver its intended savings. Account for partitions, shelving, doors, heat sources, daylight, pets or equipment movement, depending on sensor technology.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Specify and commission the control

  1. Measure the room’s occupied and unoccupied periods over a representative week.
  2. Confirm that automatic shutoff is allowed for the room’s safety, security and operational requirements.
  3. Select a sensor type and coverage pattern suited to the room geometry and expected movement.
  4. Verify voltage, load rating, dimming compatibility and any required neutral, relay or control wiring.
  5. Set a timeout long enough to avoid nuisance shutoff but short enough to capture genuine vacancy.
  6. Test entry, exit, seated work, low movement and partial-coverage conditions.
  7. Explain the control to occupants and revisit the settings after complaints or observed overrides.

Do not install a sensor simply because it is inexpensive. An incorrectly placed or poorly commissioned control can create complaints, manual overrides and lost productivity that erase energy savings.

Protect light quality, safety and compliance

Cost reduction does not justify removing lamps or lowering illumination without checking task needs. DOE’s retrofit guidance treats maintained lighting quality and proper replacement lamps as objectives of group relamping. Before changing lamp count or output, measure or verify light levels, review the work performed in the space and consult the responsible designer, facility manager or applicable authority. Emergency egress, stairways, exits, security areas and hazardous work zones may have additional requirements.

Keep a record of the original lamp, proposed replacement, fixture compatibility, control settings, installation date and disposal method. Label modified fixtures when wiring or ballast configuration changes. Have qualified personnel perform electrical work and resolve any code or manufacturer-instruction issue before energizing the system.

A practical implementation checklist

  • Inventory fixtures, lamps, bases, ballasts or drivers, controls, operating hours and access conditions.
  • Group fixtures by lamp type, location, use pattern and service difficulty.
  • Compare spot and group relamping with local labor and material prices.
  • Set a trial group-relamping interval using the 70–80% rated-life reference, then adjust from actual failures.
  • Prioritize compatible LED replacements for high-use or high-access-cost fixtures.
  • Verify lumen output, distribution, dimming, enclosure, temperature and electrical compatibility before ordering.
  • Calculate energy, maintenance and incentive assumptions separately.
  • Install occupancy controls only in intermittently occupied rooms with verified coverage.
  • Check light levels, safety provisions and applicable code requirements after the work.
  • Review costs and failures annually and revise the schedule.

Ignoring access and disruption

A cheap lamp can be expensive when every failure requires a lift, escort or production shutdown. Put those costs in the comparison.

Installing controls without commissioning

Incorrect placement, coverage or timeout settings lead to nuisance shutoff and overrides. Test realistic occupant behavior before accepting the installation.

Frequently Asked Questions

Is it cheaper to replace bulbs on a schedule or when they burn out?

There is no universal answer. Scheduled group relamping can lower labor and service-call costs, while spot replacement may be better for low-use areas, difficult access or fixtures nearing renovation. Compare both methods with your lamp, labor, operating-hour and access data.

How often should group relamping be scheduled?

DOE’s 2026 workbook cites an industry practice of about 70–80% of rated lamp life, while ENERGY STAR guidance gives 60–80%. Use those ranges as starting points and adjust for actual failures, labor, cleaning needs and operating conditions.

Can any LED bulb replace an existing lamp?

No. Match the base, dimensions, lumen output, distribution, electrical configuration, dimming system, enclosure rating and fixture requirements before installation.

Are occupancy sensors always worth installing?

No. They are most suitable for intermittently occupied spaces where the sensor can reliably detect movement and automatic shutoff is acceptable. Continuous-use or safety-critical areas may not benefit.
