Reinforced Concrete vs. Steel Bridges: Costs, Durability, and Maintenance

Concrete and steel bridges have no universal cost or durability winner. A useful comparison accounts for design, exposure, protection, maintenance, and life-cycle costs.

Neither reinforced concrete nor steel is universally cheaper, longer-lasting, or easier to maintain. The result depends on the bridge design and span, site exposure, protection systems, construction quality, maintenance access, and which costs are counted over what period. A meaningful comparison uses two designs that provide the same function at the same location and evaluates their expected costs and performance on consistent assumptions.

Which type of bridge costs less?

There is no reliable general rule that a reinforced-concrete bridge or a steel bridge will have the lower first cost. The available Federal Highway Administration (FHWA) sources do not establish a current, universal bid-price comparison between the two broad material families. A project’s bridge form, span, site constraints, construction sequence, local prices, and protection requirements all affect the estimate.

First cost is only one part of the decision. A lower initial bid can be offset by future inspection, maintenance, repair, rehabilitation, or replacement costs. Work zones and closures may also impose user costs, where those effects can be estimated. To compare alternatives, use a life-cycle cost analysis (LCCA) with the same price year, analysis period, discounting method, and cost categories for each design. FHWA describes LCCA as accounting for initial cost and projected maintenance, repair, and rehabilitation over the design life while recognizing the time value of money.

What a fair comparison should include

  • Equivalent service: Compare alternatives that meet the same bridge function, location, loading, and applicable requirements.
  • Costs over time: Include initial construction, inspection, routine maintenance, repair, rehabilitation, and replacement assumptions. Include residual value and user costs when relevant and supported.
  • Consistent financial assumptions: Use a common price year and discount future costs consistently. State the analysis horizon and assumptions about future work.
  • Project-specific uncertainty: Show how exposure, construction quality, future maintenance, and uncertain costs could change the result rather than presenting a model output as a guaranteed outcome.

FHWA’s Bridge Deck Preservation Tool illustrates the importance of project inputs: it helps compare preservation strategies for qualifying reinforced-concrete decks by relative initial cost, service-life benefit, life-cycle cost, and risk. Users provide their own cost estimates, and the tool notes that service-life extension depends on the deck’s condition, construction procedures, materials, future exposure, and other factors. It is not a comparison of every concrete bridge against every steel bridge.

How do durability and corrosion differ?

Neither material is immune to deterioration. Reinforced concrete and structural steel have different corrosion mechanisms, and the exposure and protection details determine how well each performs.

Reinforced concrete

Concrete’s alkaline pore environment can protect embedded reinforcing steel while conditions remain favorable. Chlorides from deicing salts or marine exposure, in combination with moisture and oxygen, can undermine that passive protection. Corrosion products take up more space than the original steel and can place stress on the surrounding concrete, contributing to cracking and spalling.

FHWA’s 2009 research discussion identifies measures used to address chloride exposure, including concrete with a low water-to-cement ratio, additional reinforcing-steel cover, and corrosion-resistant reinforcement. Their effectiveness depends on application and exposure; none guarantees a particular service life. Field performance and long-term results vary.

Structural steel

Structural steel can lose section through corrosion. Painted carbon steel depends on its coating system for protection, so the condition of that system and the maintenance needed to preserve it matter over the bridge’s life.

Weathering steel is designed to form a protective patina under suitable conditions, which can avoid much corrosion-protection maintenance. It is not suitable everywhere: high time-of-wetness or high chloride exposure—including some coastal and deicing-salt environments—can prevent an effective patina from forming. FHWA also examined corrosion-resistant steel such as ASTM A1010. Its higher first cost means its value depends on the exposure and the assumptions used in the life-cycle comparison.

What the FHWA steel study does—and does not—show

FHWA’s 2011 report, Improved Corrosion-Resistant Steel for Highway Bridge Construction (FHWA-HRT-11-062), states: “Weathering steels, including the modern high-performance steels, offer the lowest life-cycle cost (LCC) over the design life of the bridge because ongoing maintenance due to steel deterioration is not necessary in most service environments.” The qualification matters: the report also warns that high chloride exposure and prolonged wetness can make weathering steel ineffective.

The report’s modeled cost result was specific to two steel choices, not to steel versus reinforced concrete. In its model, there was an over 90% probability by year 20 that an ASTM A1010 bridge girder would be less costly than a painted conventional-steel girder, over a 125-year analysis horizon. The result was sensitive to steel prices. It is a historical model finding from 2011, not a current price comparison or a guarantee for a particular bridge.

Which type needs more maintenance?

The material label alone does not answer this. Maintenance depends on the selected structural system and deck, joints and drainage, protective systems, exposure, inspection access, and the agency’s maintenance practices. A painted-steel design has a coating system to maintain; a concrete bridge exposed to chlorides may need measures to address reinforcement corrosion. Weathering steel can reduce corrosion-protection work in suitable environments, but its performance depends on wetness and chloride exposure.

For a practical comparison, ask the design team or owner to identify the anticipated inspection tasks and the maintenance, repair, and rehabilitation assumptions for each alternative. Access matters: a task that is difficult to inspect or perform can affect both cost and the feasibility of keeping the bridge in good condition. FHWA bridge-management guidance treats maintenance, preservation, improvement, safety, condition, reliability, mobility, and cost as connected management concerns.

How to compare two bridge proposals

  1. Define the job: Set the required function, location, loading, bridge form, and span so the alternatives provide comparable service.
  2. Document the exposure: Identify chloride sources, moisture and time-of-wetness conditions, and other site factors relevant to corrosion and material selection.
  3. Specify the protection strategy: Record the concrete and reinforcement details or the steel type and coating or weathering strategy. Include relevant drainage, joints, and inspection access.
  4. Build a consistent cost model: Use local estimates in a common price year and include initial cost, inspection, routine maintenance, repair, rehabilitation, and replacement as applicable. Add residual value or user costs only where supported.
  5. Set and disclose the analysis assumptions: State the analysis period, discounting approach, assumed timing of future work, and important sources of uncertainty. Test whether plausible changes in these assumptions alter the ranking.
  6. Check tool scope: If using FHWA’s Bridge Deck Preservation Tool, confirm that the deck qualifies and supply project-appropriate cost estimates; do not treat its deck-preservation results as a whole-bridge material comparison.

The comparison is only as useful as its project inputs. Historical corrosion studies can explain mechanisms and illustrate how future maintenance may affect cost, but current local requirements, specifications, exposure conditions, and estimates should govern a real project.

Historical cost figures: what they mean

Two reported figures are useful only when their scope and date stay attached:

  • A 2009 FHWA research report cited an earlier study estimating annual direct U.S. bridge corrosion costs at $5.9–$9.7 billion. This is historical context, not a verified current annual total. The report said indirect costs could be higher, but neither figure should be presented as a current measured estimate.
  • The FHWA 2011 ASTM A1010 result described above was a model comparison against painted conventional steel for a specified girder and 125-year horizon. It does not establish that structural steel generally costs less than reinforced concrete.

These figures illustrate why exposure, protection, and future maintenance assumptions can change a life-cycle result; they do not rank the two broad bridge materials.
