There is no universal answer: repair an existing home if qualified professionals can restore it safely and the defined work makes sense against your coverage; rebuild if the home cannot be made safe or repair is not feasible. Before deciding, establish the damage and occupancy status, get written scopes and estimates for both paths, and compare them with your policy and local code requirements. Smoke exposure alone does not automatically mean a home must be demolished.
What should you establish before choosing?
Do not enter or occupy a fire-damaged home until authorities or qualified professionals say it is safe. A proper assessment should consider more than visible flame damage: structural condition, utilities, heat effects, water used to extinguish the fire, smoke residues, and contamination in the building and its contents may all affect the scope.

Different professionals answer different questions. An assessor or restoration professional evaluates conditions within their expertise; a contractor prices a defined scope of work; and your insurer decides what the policy covers. Keep reports, estimates, photographs, and notes of conversations with the adjuster. Ask for unresolved disagreements about the scope or coverage to be explained in writing.

Often, smoke damage warrants an expert assessment and a written plan for testing, cleaning, and verification—not an automatic decision to demolish. The December 2025 Technical Guide for Wildfire Restoration from IICRC, RIA, and CIRI says the categorical claim that wildfire-smoke-affected homes cannot be cleaned or restored is unsupported by the restoration practices it describes. The guide is an industry technical publication, not an independent government health determination, and it does not establish that any particular home is safe.

Restoration is not appropriate for every material or item. The guide recognizes that disposal can make sense when cleaning costs more than an item is worth or when heavily affected porous belongings—including some apparel, bedding, infant items, and toys—could present hand-to-mouth risks. Ask the restoration professional to identify what can be cleaned, what should be discarded, how work will be verified, and what remains uncertain.
How should you compare repair and rebuild?
Get written estimates that define the work rather than comparing a broad repair allowance with a fully specified rebuild. California Department of Insurance guidance urges claimants to obtain at least one estimate from a licensed contractor to understand likely rebuilding costs relative to coverage. Verify contractor credentials and ask each estimator to state assumptions, exclusions, code-related work, and schedule.
| Decision factor | Repair or restore | Rebuild |
|---|---|---|
| Condition | Can the structure and affected systems be made safe, and can smoke and other contamination be addressed? | Is the existing home too damaged or impractical to restore safely? |
| Defined work | What must be repaired, cleaned, tested, or replaced, and how will the result be checked? | What demolition, replacement, and code-related work is included? |
| Cost and schedule | What are the itemized price, exclusions, assumptions, and expected duration? | What are the equivalent details for rebuilding, including required upgrades? |
| Coverage | How does the repair scope compare with the dwelling limit and applicable policy benefits? | How do rebuild costs compare with those same benefits and any code-upgrade coverage? |
| Place | Does retaining the home on its current site remain feasible and desirable? | Is rebuilding on the lot the right choice, or should another location be considered? |
Compare the estimates with your policy’s dwelling limit and any extended replacement cost or building-code upgrade coverage. An estimate is not a promise that the insurer will pay that amount: coverage depends on the policy and claim facts. If a scope is disputed, ask the insurer to explain its position in writing and keep the supporting documents together.
Will insurance pay for temporary housing?
Additional living expense (ALE), also called loss-of-use or fair-rental-value coverage, may pay eligible extra costs when a covered peril makes the home unsafe or uninhabitable. California Department of Insurance guidance gives temporary housing and additional food, relocation, or utility costs as examples. Check your policy for covered expenses, the dollar limit, and the time limit; a stated coverage period does not guarantee that the available dollars will last for all of it. Keep bills and receipts.
Can you rebuild somewhere else after a total loss?
California Department of Insurance guidance says that, in qualifying total-loss situations, a policyholder who rebuilds or buys an already-built home at a new location can be due the full applicable benefits that would have been payable for rebuilding at the loss location. The guidance makes this subject to replacement-cost coverage and any applicable extended replacement-cost and building-code upgrade benefits. This is a California-specific rule, not a nationwide guarantee. Confirm the current law, policy language, and facts of your claim before relying on it.

On September 15, 2026, the California Department of Insurance reported that Governor Gavin Newsom signed AB 1795, the Smoke Damage Recovery Act. The department characterized the law as establishing “the nation’s first enforceable standards for investigating, testing, and restoring smoke-damaged homes.” Because the signing is recent, check the law’s effective dates, any regulations, and how it is being implemented for a specific claim; the announcement alone does not determine whether a particular home is safe or what an insurer must pay.
How can a repair or rebuild improve wildfire resistance?
If the work includes a roof, vents, siding, eaves, or a deck, ask the licensed contractor, architect, and local building official which measures meet the project design and local requirements. CAL FIRE’s Ready for Wildfire guidance discusses these options:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →- Roofing: Ask about Class A fire-rated materials, including composite, asphalt, metal, clay, or tile options.
- Vents: Consider ember- and flame-resistant vents and sealing ember entry points. Check local ventilation requirements and consult a licensed contractor before replacing or covering vents.
- Exterior walls: The guidance identifies stucco, fiber cement, and specially treated wood as alternatives to flammable siding.
- Other details: Ask whether ignition-resistant decks and boxed eaves suit the design. Corrosion-resistant metal mesh may be relevant where the design and ventilation rules permit.
These are categories to discuss, not a universal materials list or a brand recommendation. Applicable code and project-specific professional advice control what can be used.
Quick Recap
What to do next
- Wait for official or qualified-professional clearance before entering or occupying the property.
- Collect the available inspection findings and request a written restoration assessment if smoke contamination is part of the damage.
- Request itemized, comparable repair and rebuild scopes and estimates; verify the contractor’s license.
- Review the policy limits and applicable benefits with the insurer, including dwelling, extended replacement cost, code-upgrade coverage, and ALE.
- Check local building requirements and, if the loss is total in California, ask the insurer how rebuilding or buying elsewhere would apply to your claim.
