Questions to Ask a Contractor Before Signing a Renovation Contract

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before you sign, make the contractor prove three things: that they are properly credentialed and insured, that you both mean the same work and price, and that the contract protects your money if plans change. Ask the questions below, verify the answers with government offices and references, and do not sign a blank or incomplete document.

Licensing, permit responsibility, deposit limits, contract language and cancellation rights vary by state and locality. Treat the legal points here as a checklist to verify with your state or county licensing authority, local building department and consumer-protection office.

Verify the contractor before discussing the signature

Are you licensed for this work here, and what is your license number?

Ask for the contractor’s license number and independently check it with the relevant state or county licensing office. A contractor’s statement or business card is not verification. Confirm that the license covers the type of renovation you are planning and is current for the location where the work will occur. The Federal Trade Commission (FTC) recommends checking credentials before hiring through its home-improvement scam guidance.

Can you show proof of insurance?

Ask what insurance the business carries and request current proof. Keep a copy with your project records. Ask who is responsible if a worker is injured or your property is damaged, and whether subcontractors carry their own coverage. The sources cited here do not establish a universal coverage amount, so verify what your state, project and lender require.

Can you provide references, and where can I check complaints?

Request several recent customers whose projects resemble yours. Ask those homeowners whether the contractor met the written scope, handled changes, kept the site safe and finished when promised. Also check complaints and reputation through your state or local consumer-protection authorities and other reputable sources. Recommendations from people you trust are useful, but they do not replace independent checks; the FTC’s home-repair scam advice recommends both.

Who will actually do the work?

Ask whether the contractor’s employees, named subcontractors or an unknown crew will perform each trade. Get the names of key subcontractors when they are known, and ask who supervises them and who handles inspections, questions and cleanup. Put any promise about labor, materials or supervision in writing rather than relying on a conversation.

Define exactly what you are buying

What work and materials are included?

Ask the contractor to describe the work in enough detail that another professional could understand what is included. The written estimate and contract should identify the work, materials, price and expected completion date. Clarify quantities, brands or grades when they affect cost or performance; identify what is excluded, such as design work, disposal, painting, landscaping, appliance connections or repairs to hidden damage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bring every promise made in a call, text, visit or sales presentation into the written agreement. If an item is not written down, assume it may be disputed later. Attach drawings, specifications, allowances and schedules that the contract says are part of the deal, and make sure the versions are dated.

What permits are required, and who obtains them?

Ask which permits and inspections the project needs and exactly who will apply, pay, schedule inspections and provide final approvals. Verify the answer with your local building department because requirements depend on the work and jurisdiction. The FTC identifies a contractor telling the homeowner to obtain required permits as a scam warning sign. That does not mean an owner can never be the permit applicant; it means you should pause, verify the local rule and document the agreed responsibility before signing.

Make the schedule and change process clear

What are the estimated start and completion dates?

Put estimated start and completion dates in the contract, along with any known milestones such as demolition, rough inspections, cabinet installation or final inspection. Ask what could delay the work, how weather or material shortages are handled and when you will be notified. A date is an estimate unless the agreement gives it a specific contractual consequence, so ask what happens if the schedule slips.

How will changes be approved?

Renovations often uncover conditions or invite design changes. Ask for a written process requiring the proposed change, its effect on materials and labor, the revised price and any schedule impact before the work proceeds. Decide who may approve a change and how approval will be recorded. Do not rely on a verbal “we’ll work it out later.” The FTC advises capturing promises about scope and labor or material costs in the agreement; a written change-approval process is a practical way to do that.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What counts as completion?

Define completion in observable terms: required inspections passed, specified materials installed, agreed cleanup finished and listed defects corrected. Ask how incomplete or defective items will be documented and given a correction date. Do not make the final payment until the work is complete and satisfactory, as the FTC advises.

Interrogate the price and payment schedule

What is the total price, and what could change it?

Ask whether the quoted amount is fixed, an estimate, a time-and-materials arrangement or a mixture. Identify allowances, unit prices, taxes, disposal charges, permit fees and contingency amounts. Ask what evidence is required before an extra charge is approved. The total price should match the written scope and the promises made during negotiations.

How much is due before work starts?

Do not pay the entire project amount up front. Some states limit contractor deposits, but the limit and the calculation vary; ask your state or local consumer agency what applies to your project. Tie progress payments to identifiable stages or deliverables, and retain the final payment until completion and satisfaction. If a contractor demands all money immediately, treat that as a warning sign and stop to verify the business and contract.

Which payment methods are acceptable?

Ask how payments should be made and obtain receipts. FTC home-repair guidance warns against paying by cash or wire transfer. Its disaster-repair guidance also warns about gift cards, payment apps and cryptocurrency. Those methods can be difficult to reverse or trace. A payment method does not make a contractor legitimate, so continue to check credentials and written terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is financing involved?

If the contractor proposes a lender or loan, ask to review the financing separately from the construction agreement. Compare the loan’s interest rate, fees, term, payment, security interest and cancellation provisions with other options. The FTC warns against accepting contractor-arranged financing without shopping around and understanding the terms. Never sign unread or blank financing documents.

Compare written estimates on the same basis

Obtain more than one written estimate whenever practical. A low number may omit demolition, permits, finish work, cleanup, supervision or adequate materials. Ask the contractor to explain a substantial difference instead of choosing automatically by price. Compare these items side by side:

Comparison axis What to check in each estimate
Included work and materials Scope, quantities, specifications, exclusions, allowances and who supplies each item
Schedule Estimated start, completion and major milestones, plus stated assumptions about delays
Price and payment Total price, deposit, progress payments, final payment, taxes, fees and change pricing
Contractor information Legal business name, contact details, license information, insurance proof and references

Ask each bidder the same questions and give each the same plans or specifications. When one estimate is much lower, ask what is missing or based on a different assumption. The FTC’s guidance at How To Avoid a Home Improvement Scam and Home Repair Scams supports getting multiple written estimates and investigating large differences.

Check cancellation rights and every document

Does a cancellation right apply to where and how we sign?

The FTC says certain contracts signed at your home or at a location other than the seller’s permanent place of business should include a written statement of a three-business-day cancellation right. This is conditional, not a universal right for every renovation or signing situation. Ask whether your transaction qualifies and whether an exception or state rule changes the result. Read the notice, keep the copies and follow its instructions exactly if you cancel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are all blanks filled, and do I have a complete copy?

Fill every blank before signing or mark it “not applicable” where appropriate. Read the entire contract, including the reverse side, attachments, arbitration or dispute clauses, warranty language and financing papers. The FTC says not to sign a blank or unread document and offers the plain directive: “Don’t let anyone pressure you into signing any document.” Give yourself time to review, ask questions and obtain a complete, legible copy of everything you sign.

Recognize pressure and payment red flags

  • A demand that you decide immediately or sign during the first visit.
  • A request for the entire price up front or payment only in cash.
  • A contractor who asks you to obtain permits without a clear, verified local requirement.
  • A lender pushed by the contractor without time to compare and understand the loan.
  • A blank contract, missing attachments or pressure to sign unread paperwork.
  • A demand for wire transfer, gift card, payment-app, cryptocurrency or cash payment, particularly after a disaster.
  • Reluctance to provide a license number, insurance proof, references or a written scope.

Any one sign warrants a pause. Independently verify the contractor, contact the licensing or building office yourself and do not hand over money while essential terms remain unclear. Disaster-related warnings are detailed by the FTC at How To Avoid Scams After Weather Emergencies and Natural Disasters.

Use this signing-day checklist

  1. Confirm the contractor’s license with the responsible state or county office and save the verification.
  2. Obtain current insurance proof and record who is responsible for subcontractors and property damage.
  3. Check references and complaints through trusted contacts and consumer-protection authorities.
  4. Match the written scope, materials, exclusions and attachments to what you discussed.
  5. Confirm estimated start and completion dates, milestones and delay communications.
  6. Confirm permit and inspection responsibilities with the local building department.
  7. Review the total price, allowances, deposit, progress payments, final payment and change-order method.
  8. Review any financing as a separate transaction; do not sign blank or unread loan papers.
  9. Check whether a conditional cancellation notice applies to the signing location and transaction.
  10. Fill every blank, initial required changes, sign only the final version and take a complete copy.

Keep records and respond to a dispute

Keep the signed contract, estimates, drawings, change approvals, invoices, receipts, permit records, inspection results, photographs and a dated log of conversations. Written records make it easier to identify what was promised and what remains unfinished.

If a problem arises, first describe it in writing to the contractor, refer to the relevant contract section and propose a reasonable next step and date. Avoid approving extra work or releasing the final payment while the scope, defect or amount is unresolved. If direct resolution fails, contact your state attorney general, local consumer-protection office or other appropriate local authority. USAGov provides a directory of state consumer protection offices. Requirements and remedies differ by location, so ask the agency which process applies to your project.
