What are Qatar’s National Construction Specifications?
Qatar Construction Specifications (QCS) is the name used for Qatar’s construction specification. The current successor identified in the official material is Qatar Construction Specifications QCS 2024 (Technical Guide), published by Qatar Standards in English as Edition 1, dated 03/03/2024. Is QCS 2014 still current?
No. Qatar Standards’ QCS 2024 document history identifies QCS 2014 as Revision IV, December 2014, and QCS 2024 as Revision V, 2024. It states that QCS 2024 replaces the technical regulation QS 27/2014 and supersedes it in all respects. Read the document history.
This establishes the successor edition, but it does not determine which edition governs a particular existing contract or project. The effect on a specific project depends on its contract documents and applicable instructions; confirm those with the responsible authority before relying on an older clause.

Why do QCS 2014 drawings and references still appear?
Ashghal’s standard drawing library
Ashghal continues to host a library labeled QCS 2014. It includes standard drawings for subjects such as bridge details, temporary works, trenchless pipelines, pipe bedding, roadworks, and lighting. The page records revisions and dates for individual drawings, including some dated 2024 and 2025. Ashghal Interim Advice Notes
An Interim Advice Note (IAN) may refer to a QCS 2014 section without being an official amendment to QCS. For example, Ashghal’s IAN 043/14, “Ornamental Fences and Pedestrian Guardrails,” is dated February 2021 and refers readers to QCS 2014 Section 6, Part 12 and Section 27, Part 03. Its foreword explains that IANs may add to or amend documents for Ashghal projects, but are not official updates to QCS and are applied as Ashghal directs on a case-by-case basis. How to identify the applicable edition for a project
- Check the contract documents. Identify the specification edition, amendments, referenced sections, and any project-specific requirements stated for the work.
- Verify the official edition. Use Qatar Standards’ QCS 2024 title page and document history to confirm the edition and its stated relationship to QCS 2014.
- Check the exact drawing revision. If using an Ashghal standard drawing, read its own revision and date; do not infer currency from the library’s QCS 2014 label alone.
- Check for applicable Ashghal instructions. Confirm whether an IAN applies to the project, as Ashghal describes application as case-by-case rather than universal.
- Resolve conflicts with the responsible authority. Where contract references, current standards, or project instructions appear inconsistent, seek direction for that project rather than assuming a general precedence rule.
