A Woolworths-anchored shopping and commercial centre has been approved for the corner of Albany Highway and Shepperton Road in East Victoria Park, according to PerthNow’s June 2025 report. The proposal includes a supermarket, specialty shops, food and beverage outlets and a first-floor childcare centre. The “five-star Green Star” description refers to a project target—not a confirmed certification—and the available sources do not establish whether construction has begun or when the centre will open.
Where is the proposed East Victoria Park shopping centre?
The development is planned for the corner of Albany Highway and Shepperton Road. The applicant is Woolworths (Fabcot Pty Ltd). The Town-hosted application report describes the site as vacant land, a public car park and landscaping, with an area of 7,632.739 square metres; PerthNow rounded the site area to 7,633 square metres.
What does the proposal include?
The plans describe a mixed retail, food and childcare development, rather than a supermarket alone.

Plans also show two alfresco areas, an outdoor play area for the childcare centre, a parcel pick-up area, pedestrian connections, covered frontage walkways and landscaping along the street edges. A photovoltaic zone is proposed on the roof above the supermarket.

Has the development been approved?
PerthNow reported that the Metro Inner Development Assessment Panel unanimously approved the proposal at its June 26, 2025 meeting. It reported the project value as $27.5 million. This is a report of planning approval; it does not establish that construction has started or that the centre is open.
PerthNow quoted presiding member Karen Hyde describing the proposal as “an appropriate use for an underused and underutilised site.” Hyde also said it would “add vitality, activity, economic development and will certainly improve passive surveillance in this area.”

What does the five-star Green Star claim mean?
Five stars are a target in the application materials, not a verified rating for a completed centre. The design-review summary says the project would achieve at least a four-star Green Star design and as-built rating, with scope for five stars. The applicant’s response says Woolworths has a target to achieve five stars. The proposal also includes a solar-panel zone, waste-management measures and landscape planting.
The landscape concept specifies retaining five mature trees, transplanting 15 existing trees, adding 28 trees within the site and planting six street trees along Albany Highway. PerthNow separately reported 47 trees would be planted to replace trees removed. These are differently scoped descriptions and should not be treated as one combined planting total.

What are the parking, access and traffic plans?
Parking figures vary between the planning documents. An overview in the application report gives 232 car bays, while its proposal summary gives 233. A later Town-hosted transport assessment reports 235, as does PerthNow; PerthNow also reports 20 bicycle bays, while the application report’s access section gives 15. The documents therefore do not provide one consistent parking count.
The application describes customer parking in basement, undercroft and ground-floor areas, with access from Shepperton Road, Albany Highway and a laneway. Access arrangements were contested during planning: the Town sought left-in/left-out access on Albany Highway and raised concerns about queues and nearby intersections, while the applicant argued for full-movement access. PerthNow’s account of the approved proposal describes left-in and left-out access from Albany Highway, left-in access via a proposed Shepperton Road slip lane, and a left-out exit. These are reported planning arrangements, not confirmation of final built conditions.

The transport assessment’s modeled net increases are estimates, not observed traffic after opening:
- About 280 vehicle trips in the weekday morning peak hour.
- About 364 vehicle trips in the weekday evening peak hour.
- About 315 vehicle trips in the weekend peak hour.
The assessment expected parking provision to be sufficient and generally found limited impacts in modeled scenarios. It also noted wider network pressures in its 2036 assessment, so its conclusions should be read as planning forecasts rather than measured operating results.

When will the centre open?
The available reports do not give a confirmed opening date or establish the current construction status. The June 2025 approval report is not evidence that building work has started. Until a construction or opening schedule is confirmed by the project or relevant authorities, any date would be speculation.
