Primary school construction project timeline: from planning approval to handover

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single standard duration for building a primary school. A realistic programme runs through decision gates: feasibility and surveys, educational briefing, design and statutory approvals, procurement, mobilisation, construction, commissioning, handover and a defects period. One Victorian government example allows 68 weeks from planning, design and procurement to the start of construction, followed by a 12-month defects-liability period. An Irish parliamentary outline allows 12–24 months for the construction stage of major school projects and at least 12 months for handover and final account. Those figures are jurisdiction-specific examples, not a universal promise. A school on a constrained, occupied site or with complex approvals can take materially longer.

The useful question is therefore not “What is the construction date?” but “What must be complete before the next gate can open, and which activities can run in parallel?” This timeline sets out the information, approvals and decisions needed from planning approval through handover.

How long does it take to build a primary school?

The calendar depends on project size, site conditions, jurisdiction, procurement route, design maturity, statutory approvals and whether pupils remain on the site. The published examples below illustrate the scale of the commitment:

Stage or allowance Published figure Qualification
Planning, design and procurement to construction commencement 68 weeks Victorian School Building Authority example, 2026; an example rather than a universal benchmark
Construction of a major school project 12–24 months Indicative outline from the Houses of the Oireachtas, 2024
Defects-liability period after completion 12 months Victorian School Building Authority example, 2026
Handover of works and final account At least 12 months Houses of the Oireachtas outline, 2024; this may overlap with defects administration

These periods should not be added mechanically: some handover, training, close-out and defects work overlaps with occupation and final-account administration. They do show why a substantial school project can occupy several years from early feasibility to the end of the contractual close-out period.

What changes the duration?

  • Project scale and complexity: a small extension is not programmed like a new multi-form-entry school with halls, kitchens, sports spaces and complex services.
  • Ground and utility conditions: contamination, weak ground, unexploded ordnance, flood risk, abnormal foundations or utility diversions can add investigation, design and construction time.
  • Planning and statutory controls: conditions, environmental requirements, highways works, building-control reviews and fire approvals can become programme gates.
  • Procurement route: the point at which a contractor joins affects design development, pricing and risk allocation.
  • Occupied-school constraints: safeguarding, noise, temporary accommodation, restricted deliveries and holiday-only shutdowns reduce working time.
  • Client decisions: late changes to capacity, room schedules, energy targets or technology can trigger redesign and re-approval.

Gate 1: feasibility, need and site readiness

Before seeking approval for detailed planning and design, establish that the project is needed, buildable and affordable. Department for Education estate guidance says preliminary activities should be completed before more detailed project planning, design work and costing is approved.

Define the educational and operational brief

Record the pupil capacity, year groups, teaching and non-teaching spaces, specialist rooms, dining and kitchen requirements, storage, circulation, external play and sports areas, staff accommodation and community-use assumptions. Add safeguarding, accessibility, arrival and collection patterns, separation of pedestrians and vehicles, maintenance access, refuse arrangements and emergency egress. If the school will stay open, define noise limits, secure boundaries, temporary classrooms, welfare routes and decant phases at this point.

Complete surveys and an initial cost plan

Commission the technical and investigative surveys needed for the site and the proposed form of construction. Depending on the location, this can include topographical, measured, utilities, geotechnical, drainage, ecology, arboricultural, asbestos, contamination, flood-risk, transport and heritage investigations. Use the findings to identify abnormal costs and planning issues rather than discovering them after tender.

Prepare an initial budget that distinguishes construction, professional fees, surveys, statutory charges, temporary accommodation, furniture and equipment, information and communication technology, inflation, risk and client contingency. Assign responsibility for future maintenance and for systems such as heating, ventilation and controls. The DfE guidance specifically expects clients to plan who will maintain new assets and manage building systems.

Set governance before design accelerates

  • Name the client, project sponsor, educational decision-maker, design lead, cost manager and person responsible for safety and safeguarding.
  • Set approval thresholds, reporting dates, change control, risk ownership and the route for escalating decisions.
  • Document procurement rules, required insurance, contract-reporting arrangements and records that must be retained.
  • Agree the target opening date and identify immovable school-term, funding or statutory deadlines.

Gate 2: brief, design and statutory approvals

Develop the concept into a coordinated, tender-ready design. The Department for Education design collection includes employer’s requirements, standardised primary-school designs and technical bulletins covering acoustics, fire safety, ventilation, thermal comfort, indoor air quality and area guidance. Apply the requirements that are relevant to the project and local regulations; a standard design still needs site-specific coordination.

Progress design in controlled stages

  1. Concept: test the site layout, massing, access, safeguarding zones, accommodation schedule and basic structural and services strategies.
  2. Developed design: coordinate architecture, structure, building services, fire strategy, acoustics, landscape, drainage, security, ICT and accessibility.
  3. Technical and tender design: resolve interfaces, specifications, performance requirements, details, schedules, surveys and construction information sufficiently for bidders to price the same scope.

Planning permission is a critical gateway

The Department for Education’s free-schools pre-opening guide states that securing planning approval is crucial to delivering school buildings. Confirm the planning permission, discharge strategy for conditions, environmental and access requirements, highways obligations and any community or consultation commitments. Planning approval does not automatically provide building-regulation approval, fire sign-off, utility consent or every specialist approval needed to build.

Build a conditions register showing the owner, submission date, approval date and effect on the programme for each condition. Do not treat an application submitted as an approval obtained. If a condition affects demolition, enabling works, drainage, landscaping or occupation, link it to the relevant construction gate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Gate 3: procurement and contractor appointment

Contractor appointment should follow a deliberate choice about design maturity, cost certainty and risk. England’s DfE Construction Framework 2025 includes two-stage design-and-build routes, early supplier involvement during feasibility and a post-planning-approval competition option. These mechanisms can bring buildability and supply-chain advice into the project, but the contract must state what is agreed at each stage.

Choose the route against the project’s risks

Decision factor Questions to answer Programme implication
Design maturity at appointment Is the design fully coordinated, or would specialist input improve it? Earlier contractor involvement can overlap with design; incomplete information leaves more scope and price to resolve.
Design liability Will the client’s consultants retain design responsibility, or will the contractor assume all or part of it? Responsibility must be clear before tender so gaps and duplicated reviews do not delay mobilisation.
Cost certainty Is a fixed price required now, or can packages and risk allowances be developed in stages? Earlier pricing may be less certain; later pricing may delay the start.
Site and decant constraints Who controls logistics, temporary accommodation, phasing and interfaces with the existing school? Occupied sites need detailed method statements and possession dates before works begin.
Change governance Who can approve scope, budget and programme changes? Fast, documented decisions reduce the risk of unpriced changes during construction.

Build a complete tender package

Issue employer’s requirements, coordinated drawings, specifications, surveys, programme information, pricing documents, evaluation criteria, contract conditions and insurance requirements. State performance targets for energy, ventilation, acoustics, fire safety, security, accessibility and digital infrastructure where they apply. Identify client-supplied equipment, statutory interfaces, testing obligations, reporting and information-management standards.

Allow time for bidder questions, clarifications, addenda, evaluation, governance approvals, due diligence and contract execution. In Victoria, formal approval to tender follows review of independent cost estimates and supporting documents; formal approval to enter the construction contract is required before the preferred contractor is notified. The exact approval chain varies by jurisdiction, but the principle is general: a preferred bidder is not the same as an executed contract.

When is the contractor appointed?

There is no universal point. On a single-stage route, appointment usually follows completion of the tender design and evaluation. On a two-stage design-and-build route, a contractor may be appointed earlier for pre-construction services, then proceed to the construction stage after design, cost and risk are agreed. Record the stage-one scope, fee, open-book requirements, design responsibility, target price or pain/gain mechanism and the conditions for moving to the construction contract.

Gate 4: mobilisation and start on site

Contract signature is not the same as readiness to build. Before possession, close the pre-start conditions and establish a controlled baseline.

  1. Confirm planning-condition discharges, building-control or equivalent approvals, permits, surveys and utility information required for the first work package.
  2. Agree site possession, working hours, delivery routes, hoarding, pedestrian segregation, emergency access, welfare, storage, lifting plans and neighbour communication.
  3. Approve the construction-phase health and safety plan, safeguarding arrangements, induction process, contractor competency checks and incident reporting.
  4. Complete temporary classroom, decant and holiday-phase arrangements if the existing school remains occupied.
  5. Set the baseline programme, cost report, risk register, change log, design schedule, information-release dates and meeting cadence.
  6. Place orders for long-lead items only after confirming specifications, approvals, interfaces, warranties and delivery constraints.

At the first progress meeting, require evidence rather than a revised promise: approved drawings, procurement status, site logistics, inspection and test plans, risk actions, forecast cost to complete and the dates of the next decision gates.

Gate 5: construction, with controlled overlap

Construction is a sequence of work packages, not one undifferentiated block. Enabling works, demolition, foundations, frame, envelope, internal partitions, services, finishes, external works and specialist installations can overlap, but only when design information, access and preceding inspections are ready.

Activities that can run in parallel

  • Design completion and procurement of long-lead equipment can overlap with early enabling works when the released information is defined.
  • Off-site fabrication, furniture planning, ICT configuration and commissioning documentation can progress while the building is being enclosed.
  • External utility coordination and authority submissions can run alongside superstructure work, subject to approved routes and interfaces.
  • Staff training, room-set planning and operational readiness can begin before practical completion.

Controls that prevent overlap becoming rework

  • Use a design-release schedule tied to construction activities and hold points.
  • Track inspections for foundations, fire stopping, airtightness, drainage, structural connections and concealed services before closing up.
  • Maintain a live risk and change register with cost and programme effects, approval status and a named owner.
  • Monitor long-lead manufacture, samples, substitutions and testing; a late switch can affect compliance and warranties.
  • Report both progress achieved and forecast completion, including the critical path and float consumed.

Gate 6: commissioning and practical completion

Plan commissioning from the design stage, not in the final weeks. A school is not ready for pupils merely because the structure and finishes look complete.

Systems to test and demonstrate

Test the building services and life-safety systems required by the brief and local regulations. This commonly includes heating, ventilation, hot and cold water, electrical systems, lighting controls, fire detection and alarms, emergency lighting, access control, security, ICT, lifts, drainage, acoustics and accessibility features. Verify ventilation rates, thermal comfort, indoor-air-quality controls and user interfaces where those performance requirements apply.

Practical-completion evidence

  • Resolve defects that affect safe, lawful or usable occupation, and record minor outstanding items with owners and dates.
  • Obtain completion certificates, building-control sign-off, fire authority documentation or equivalent statutory approvals.
  • Complete commissioning records, balancing reports, test certificates, inspection results and statutory registers.
  • Train facilities staff and school leaders on controls, alarms, shutdowns, cleaning, maintenance and emergency procedures.
  • Walk the building with the client, record agreed areas of possession and confirm the date that contractual obligations change.

Gate 7: handover, occupation and the defects period

Handover transfers a usable and documented asset, not just keys. The contract and jurisdiction determine the exact requirements, but a robust handover pack normally includes:

  • completion certificates, approvals and evidence that planning or statutory conditions relevant to occupation are discharged;
  • commissioning, balancing, testing and inspection records for building services and life-safety systems;
  • operation and maintenance manuals written for the people who will run the school;
  • asset registers with model, serial, location, warranty and maintenance information;
  • as-built drawings, models, schedules, room data and updated fire and security information;
  • warranties, guarantees, spare parts, keys, access credentials and software licences;
  • training records, emergency procedures and named contacts;
  • an outstanding-defects schedule stating priority, owner, target date and access arrangements.

Agree the information format and delivery dates in the contract. If the client waits until the final week to request manuals or asset data, the building may be physically complete but operationally unready.

What happens during the defects-liability period?

The defects period gives the client a defined process for reporting and correcting defects that appear after completion. The Victorian School Building Authority example uses 12 months. Check the contract for the start date, response times, access rules, seasonal testing, retentions, latent-defect rights and the procedure for certifying completion of outstanding work. A defects period is not a substitute for commissioning or a maintenance plan; systems still need scheduled servicing and competent operation from day one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Final account and post-occupancy review

Keep a controlled record of variations, instructed changes, provisional sums, credits, claims, releases and agreed measurements. The Irish parliamentary outline allows at least 12 months for handover of works and final account, demonstrating that commercial close-out can continue after occupation. Schedule a post-occupancy review to capture comfort, acoustics, ventilation, energy use, safeguarding, cleaning, maintenance access and user feedback, then assign corrective actions.

Special planning for an occupied primary school

Keeping pupils and staff on site changes the sequence and often the duration. Divide the project into secure zones with independent access, fire routes, welfare and utilities. Programme noisy, dusty or high-risk operations for holidays or agreed out-of-hours windows, but do not assume every critical activity can be compressed into one break.

  • Maintain a safeguarding plan covering worker vetting, sign-in, supervision, deliveries and separation from children.
  • Provide temporary classrooms, toilets, dining, storage, fire alarm coverage and accessible routes before taking existing spaces offline.
  • Agree communication protocols for headteachers, staff, parents, neighbours and emergency services.
  • Use phased possessions and completion certificates so safe areas can open without concealing unfinished interfaces elsewhere.
  • Rehearse evacuation, lockdown, emergency access and utility-isolation procedures with the school before occupation.

A decision-gate checklist for the client

Before moving to the next phase, ask whether the evidence exists—not merely whether an activity has started.

Gate Minimum evidence to release the next phase
Feasibility Educational brief, surveys, initial cost plan, risks, maintenance responsibility and governance agreed
Design and approvals Coordinated design, planning permission, conditions register and route to building-control and specialist approvals
Tender Employer’s requirements, drawings, specifications, pricing documents, evaluation method, contract and insurance requirements
Contract award Approved tender evaluation, funding and independent cost checks where required, executed contract and clear design liability
Start on site Possession, logistics, safeguarding, health-and-safety plan, baseline programme, welfare and critical permits
Practical completion Safe usable spaces, statutory certificates, commissioned systems, trained staff and defects schedule
Handover and close-out Complete asset information, warranties, manuals, keys and credentials, agreed defects process and final-account records

The most reliable school programmes make each gate explicit, assign one accountable decision-maker and keep the evidence in a controlled project record. That approach lets design, procurement, construction and operational readiness overlap where safe, while preventing an apparent time saving from becoming a delay at approval, commissioning or handover.
