Prefab is usually faster to erect in Kazakhstan, but it is not automatically cheaper. Factory production can run while foundations and site preparation proceed, reducing work at the plot. The delivered price can still exceed conventional construction once transport, escorts, crane access, foundations, utilities, approvals, customization, imported inputs, financing and local labour are included.
The sound decision is a like-for-like comparison of time to legal occupancy and complete turnkey cost. A low factory quote or a price per square metre that excludes site work is not a meaningful saving.

What “faster” and “cheaper” should mean
For this choice, speed means the calendar from an approved design and permit package to an inspected, commissioned building that can legally be occupied. It is not simply the number of days needed to bolt modules together. Cost means the delivered, usable building, not the factory shell.

Kazakhstan’s turnkey definition treats delivery as a continuous process covering design, construction and installation, equipment, commissioning and related work. That is the appropriate boundary for both options. A comparison that gives prefab credit for factory work but leaves traditional construction carrying design, utilities or commissioning is biased.

The critical path behind a prefab schedule
- Surveys, concept design and structural decisions.
- Approval and examination documents required for the site and selected system.
- Factory slot, shop drawings and procurement.
- Earthworks, drainage and foundations at the plot.
- Manufacture, quality checks and packing.
- Route permits, escorts, transport and temporary storage if required.
- Crane mobilisation and module erection.
- Weatherproofing, joints, internal connections and finishes.
- Power, water, sewerage and heating connections.
- Inspections, commissioning, snagging and occupancy documentation.
Some of these activities overlap, which creates the main prefab advantage. Factory manufacture can proceed while the foundation is being prepared. The overlap disappears if the design is not approved, the factory queue is full, the foundation is late or a transport route cannot handle the loads.
Why traditional construction can still be quick
A conventional project has more work at the plot, but local crews can start without waiting for a factory production slot. Where materials and skilled labour are readily available and the design is straightforward, that lower logistical dependency can narrow the schedule difference. Weather, inspections and utility connections affect both methods.
What Kazakhstan’s market figures do—and do not—show
The Bureau of National Statistics reported that construction work in 2024 totalled 9,062.1 billion tenge, 15.3% above 2023. Private organisations performed 87.3% of the total. The same bureau reported 18,963.4 thousand square metres of housing commissioned in 2024, up 6.4% year over year, with private developers accounting for 89.5% of the commissioned area.

These are indicators of the overall construction and housing market. They do not establish a national prefab market share, an average modular-house price or a national prefab saving. Any supplier claiming a Kazakhstan-wide percentage saving should be asked for the scope, location, date and cost basis behind that number.

Side-by-side comparison
| Decision axis | Prefab or modular approach | Traditional construction | What to verify in Kazakhstan |
|---|---|---|---|
| Calendar time to occupancy | Often shorter on site because factory work and foundations can overlap; approvals, factory slot, transport, utilities and commissioning remain. | More sequential work at the plot, but local crews may begin without factory production and long-distance delivery. | Obtain dated milestones from design approval through occupancy, including weather and inspection allowances. |
| Delivered cost per usable square metre | Can be competitive for repeatable designs and accessible sites; logistics and site work can erase factory savings. | Can be competitive where local labour and materials are strong or the design is highly customised. | Use the same usable-area definition and include every turnkey item, taxes and contingency. |
| Design flexibility | Best economics generally come from standard modules and repeated layouts; one-off changes can add engineering and factory cost. | More adaptable during construction for unusual rooms, dimensions and late changes, although changes still cost time and money. | Freeze the brief early and price every deviation from the supplier’s standard system. |
| Transport and site-access risk | High for oversized or heavy modules; route limits, escorts, winter conditions, crane setup and storage are decisive. | Materials arrive in smaller loads and can often be sourced nearer the site. | Survey the complete route and the plot, not just the distance on a map. |
| Dependence on local labour | Less fabrication labour at the plot, but local crews are still needed for foundations, assembly, connections and finishes. | Greater dependence on site labour and supervision. | Confirm who supplies and pays for each trade, including winter protection and commissioning. |
| Permitting and inspection pathway | The system must have documents accepted by the local permitting and examination process; factory certification does not replace site approvals. | Uses the conventional design and approval route, with normal site inspections. | Ask for the exact document list and the party responsible for submissions and responses. |
| Energy and moisture performance | Factory-controlled assembly can improve consistency, but joints, penetrations, transport damage and site connections need inspection. | Performance depends on site workmanship, sequencing and material protection. | Require thermal, vapour, water and air-sealing specifications for the actual climate and soil conditions. |
| Warranty and repairability | Responsibility can be split among factory, transporter, erector and local contractor unless the contract assigns it clearly. | Usually a more direct relationship with the site contractor, but multiple subcontractors can still divide responsibility. | Get written responsibility for joints, moisture, insulation, transport damage and post-handover repairs. |
| Financing and cash flow | Large deposits or progress payments may be due before delivery; shorter site time can reduce some interest and overhead. | Payments may be spread over a longer site programme, while longer duration can increase financing and supervision costs. | Compare payment dates, interest during construction and the cost of delayed occupancy. |
When prefab is most likely to win
Repeatable layouts and a stable brief
Standard room sizes, repeated units and limited late changes let a factory buy materials, set up production and reuse engineering efficiently. A project that changes window positions, spans, finishes or services after production begins can lose that advantage through redesign, rework and delay.
A factory and site connected by a workable route
Distance alone is not enough. A shorter route with low bridges, restricted road widths or a difficult final turn can be worse than a longer route on suitable roads. Check legal load dimensions, seasonal restrictions, escort requirements, overnight parking, border or regional permits where applicable, and the area needed to unload and set a crane.
High value for early occupancy
If opening earlier produces rental income, operating revenue or an important move-in date, the value of saved months can outweigh a modestly higher construction price. Put that value in the financial comparison rather than treating speed as a vague benefit.
Predictable foundations and utilities
Prefab does not remove ground risk. Soil investigation, frost conditions, drainage, foundation design and utility capacity still determine readiness. A factory can finish modules while a delayed foundation sits idle, creating storage, remobilisation or contract claims.
When traditional construction may be the better value
Highly customised or irregular buildings
Complex geometry, unusual spans, many bespoke openings or frequent client changes reduce the repeatability that makes factory production efficient. Conventional work may accommodate those decisions with fewer transport and re-engineering penalties.

Remote or difficult sites
On a remote plot, the delivered module can carry substantial transport, escort, temporary-storage and crane cost. Local materials delivered in smaller loads may be more economical, even if site erection takes longer.
Strong local supply and labour
Where reliable crews and materials are available near the project, traditional construction avoids some factory-to-site logistics and can simplify repairs. This is a location-specific advantage, not a universal rule.
Build a fair turnkey cost comparison
Kazakhstan’s official cost-estimating guidance identifies NDCS RK 8.01-08-2022 as the base procedure for estimating construction cost. Estimates are prepared in current prices, and 2026 amendments add provisions for turnkey cost. Ask both bidders to use the same current-price basis and to identify the date and validity period of every price.
| Cost package | Questions for a prefab bid | Questions for a traditional bid |
|---|---|---|
| Design, surveys and approvals | Are geotechnical surveys, adaptation design, examinations and permit submissions included? | Are architectural, structural, engineering and approval services included? |
| Structure and labour | What is factory scope, and what erection, connection and finishing labour is excluded? | Which trades, supervision, temporary works and site facilities are included? |
| Earthworks, foundations and drainage | Are soil improvement, excavation, frost protection, plinths and drainage priced from the actual investigation? | Is the same foundation design and ground allowance used? |
| Transport and lifting | Who pays route surveys, permits, escorts, insurance, storage, crane, traffic control and remobilisation? | Are material deliveries, unloading and lifting equipment included on the same basis? |
| Utilities | Does the price reach the site connection points for power, water, sewerage and heating? | Are external networks, connection fees and testing included? |
| Interior, equipment and commissioning | List finishes, kitchens or sanitary equipment, fire systems, testing, balancing and commissioning. | Use the identical finish schedule and equipment list. |
| Taxes, financing and contingency | State taxes, payment milestones, financing assumptions, escalation treatment and contingency. | Use matching assumptions so the longer programme’s financing cost is visible. |
| Warranty and handover | Identify the responsible party for factory defects, transport damage, joints, moisture and repairs. | Identify each contractor’s warranty and the single point of contact after handover. |
Compare cost per usable square metre only after these packages are aligned. A supplier’s “module price” may exclude the very items that determine whether the building can be occupied.
Include the cost of time
Prepare a cash-flow schedule showing deposits, factory progress payments, foundation payments, transport, erection, finishes and final retention. Add interest on funds tied up before occupancy, temporary accommodation or rent, site security and supervision. Then model the financial effect of an earlier or later opening. Keep this separate from the construction price so the decision remains transparent.

How to compare schedules before signing
Require a programme with named dates and dependencies, not a single statement such as “built in a few months.” Ask every bidder to answer the following in writing:
- When will the design and permit package be approved?
- When does factory production start, and what event releases that slot?
- When will production finish and quality checks be complete?
- On what date must the foundation be ready?
- What is the transport route, and what winter or road restrictions apply?
- How many erection days are planned, including weather allowance?
- What crane capacity, standing area and ground bearing are required?
- When will utilities, inspections, testing and occupancy documents be complete?
- What happens if the factory, foundation, transport or inspection milestone slips?
Put the answers on one programme for both construction methods. The schedule should show the critical path and the party responsible for each hand-off. A factory completion date is not an occupancy date.

Route and access survey
- Measure route length, bridge and road limits, turning radii, overhead lines and the final approach.
- Confirm permits, escorts, seasonal restrictions and insurance for every oversized load.
- Check whether the crane can be assembled, levelled and operated without damaging roads or neighbouring property.
- Price secure storage and protection if modules arrive before the foundation or crane.
Climate and ground conditions
- Base foundation and drainage design on a site investigation, not a catalogue assumption.
- Specify insulation, vapour control, air sealing, water shedding and joint details for the actual climate zone.
- Price winter protection, snow, freezing conditions and weather downtime for both methods.
- Inspect modules after transport for crushed edges, movement, water entry or damaged seals.
Approvals and technical documents
- Request the selected system’s structural, fire, thermal, moisture and installation documentation.
- Confirm that the local permitting and examination process accepts those documents for the proposed building and location.
- Assign one party to coordinate design changes, submissions, responses and final occupancy paperwork.
Warranty and service capacity
- Define acceptance tests for alignment, joints, moisture, insulation, windows, doors and utilities.
- State who pays when damage occurs during transport, lifting or connection.
- Set response times, spare-part arrangements and access for post-handover repairs.
A practical bid process
- Freeze the brief. Define usable area, room schedule, performance requirements, finishes, equipment, services and target occupancy date.
- Commission the same surveys. Give every bidder the same topographic, geotechnical and utility information.
- Request two complete scopes. Ask for a prefab and a conventional proposal, each on a turnkey basis with exclusions highlighted.
- Normalise the numbers. Put both offers into the cost-package table and remove duplicated or missing allowances.
- Validate the programme. Test factory capacity, approvals, foundation readiness, route permits, crane plan and commissioning dates.
- Visit capability where practical. Check production controls, storage, packaging, assembly supervision and the contractor’s completed service arrangements.
- Contract the interfaces. Name responsibility for design changes, foundations, transport, lifting, weather damage, utilities, testing and defects.
- Decide using a weighted score. Record cost, occupancy date, risk, flexibility, operating performance and warranty rather than selecting on headline price.
Common failure modes and fixes
A low price that excludes the plot
Symptom: the quotation covers a finished module but not foundations, drainage, crane, utilities or approvals. Fix: reject the comparison until both bids cover the complete cost packages.
Factory savings erased by logistics
Symptom: oversized-load permits, escorts, storage and crane remobilisation appear after award. Fix: obtain a route survey and firm transport and lifting allowances before signing.

Foundation and module dates do not meet
Symptom: completed modules wait on site or a crane arrives before the foundation is ready. Fix: make foundation acceptance a contractual prerequisite and coordinate a shared, dated programme.
Unclear defect responsibility
Symptom: the factory blames the transporter, the transporter blames the erector and the owner is left coordinating repairs. Fix: use one accountable lead contractor or explicit interface clauses with joint inspections.
Assuming a catalogue system fits every site
Symptom: standard details do not match soil, climate, fire, utility or approval requirements. Fix: require site-specific adaptation documents and acceptance by the relevant authorities before manufacture.

Is a prefab house cheaper in Kazakhstan?
Sometimes, but no reliable national average proves it. A repeatable design, nearby factory, good access and a high value for early occupancy favour prefab. Remote access, extensive customisation, expensive foundations or imported components can make conventional construction cheaper. Compare complete turnkey costs in current prices.
How fast can a modular house be built?
The erection itself may be short, but the total schedule also includes design, approvals, factory production, foundations, transport, utilities, inspections and commissioning. The only credible answer is the dated programme for the specific site and supplier.
Does prefab save money after delivery and foundation costs?
It can, but delivery, escorts, crane work, foundations and connections must be included before a saving exists. Request a delivered, usable-area price rather than a factory-only figure.
Which is better for a Kazakhstan climate: prefab or brick or concrete?
Neither method is automatically better. Performance depends on a site-specific envelope, joints, moisture control, foundations, workmanship and maintenance. Require documented thermal and moisture details and inspect the completed interfaces.

Bottom-line decision rule
Choose prefab when a repeatable design, verified approvals, a workable transport route and a coordinated foundation programme create a genuine path to earlier occupancy. Choose traditional construction when the building is highly bespoke, the site is remote or local labour and materials offer a dependable delivered-cost advantage. In both cases, award the work only after comparing the same turnkey scope, current-price estimate, cash-flow profile, warranty responsibilities and occupancy date.
