Delivery runs from briefing, design and statutory approvals through site preparation, foundations, structure, weatherproofing, services, interiors, testing, commissioning, handover and occupancy approval. The public can enter only when the facility is safe, legally authorised and operationally ready.
These phases overlap rather than follow a universal checklist. The exact sequence, inspection points and approvals depend on the jurisdiction, contract, building type and site. What follows is the practical path most public projects use, including what must be verified before opening.

1. Briefing, design, approvals and mobilisation
Before construction starts, the owner defines what the building must do, who will use it and how it will operate. The brief normally sets capacity, rooms and adjacencies, accessibility, security, resilience, sustainability, budget, site constraints, procurement route and target programme. Public clients also need to define operational and safety outcomes, not just appearance and floor area.
Design coordination
Architects, engineers and specialist consultants develop coordinated drawings, specifications and schedules. Structural, architectural, mechanical, electrical, plumbing, fire, security, information-technology and communications requirements must be reconciled before work reaches site. Early coordination prevents clashes between beams, risers, ducts, cable routes, fire compartments and maintenance access.

Approvals and procurement
Authorities may review planning, building control, fire safety, accessibility, environmental effects, highways, drainage and utility connections. The owner selects a delivery route and contract strategy, such as traditional design-bid-build or design-build. Neither route is automatically faster or cheaper; risk allocation, design maturity and the client’s ability to make decisions matter.
Site mobilisation
Once the contractor is appointed, mobilisation establishes fencing, gates, welfare facilities, temporary power and water, offices, storage, traffic routes, lifting plans, emergency arrangements and site security. The team confirms surveys, permits, logistics and the construction phase health-and-safety plan. Commissioning should be planned at this point, not added after construction: the U.S. General Services Administration describes commissioning as a framework that begins in project planning and continues through tenant occupancy.
2. Site works and substructure
Site work turns an investigated plot into a safe platform for the building. It can include setting-out surveys, ecological or utility protection, demolition, asbestos removal, contamination remediation, vegetation clearance, temporary drainage, access roads and working platforms.
Excavation and ground support
Excavation exposes the formation level for foundations, basements and service routes. Shoring, battered slopes or contiguous retaining systems may be needed to protect workers and neighbouring property. Where groundwater is present, wells, sumps or other dewatering measures control inflow while excavation proceeds. Unexpected ground, buried structures or contamination can require redesign and a revised sequence.
Foundations, drainage and waterproofing
Depending on the ground and loads, the project may use pad, strip or raft foundations, piles, pile caps, ground beams or a combination. Underground drainage, incoming utilities, attenuation systems, earthing and sleeves are installed before areas are covered. Basements require waterproofing, protection boards, joints and water-management details that can be inspected before backfilling.

Lowest-floor structure and regulatory hold points
The substructure culminates in the ground or lowest-floor slab and associated structure. UK regulatory examples identify foundations, basement levels, drainage, damp-proof-course milestones and the ground-floor structure as recognizable inspection stages. In the cited UK rules, a complex building includes a public building designed for 100 or more visitors, and commencement is tied to supporting foundations and the lowest-floor structure. That threshold is a UK example, not a global definition; the applicable building-control authority determines the notices and inspections for a particular project.
3. Structural frame and floors
The frame establishes the building’s strength, geometry and load paths. It may be reinforced concrete, structural steel, engineered timber, masonry or a hybrid. Load-bearing walls, columns, cores, beams, floor decks, stairs and roof structure are erected in a sequence chosen for stability, crane access, temporary works and follow-on trades.

Coordination before enclosure
Services must be coordinated while structure remains accessible. Cast-in channels, embeds, anchor plates, sleeves, risers and penetrations are fixed before concrete pours or walls close. Survey checks confirm column positions, slab levels, openings and tolerances. Correcting a misplaced penetration after a pour is slower, more expensive and potentially damaging to fire or structural performance.
Stability and inspections
Temporary bracing, propping and edge protection remain necessary until the permanent frame and floors provide the designed stability. Concrete is inspected and tested in accordance with the specification; steel connections, welds, bolts, fire protection and timber fixings receive their required checks. The structure is not simply a visual milestone: records demonstrate that the installed work matches the design.
4. Envelope and external works
The envelope creates a weather-protected volume. It includes the roof, façades, curtain walling, windows, external doors, insulation, air barriers, vapour controls, flashings, cavity barriers and fire stopping.

Achieving weather-tightness
Weather-tightness is usually achieved by zones rather than on one day. Roof areas, façade elevations, window lines and loading entrances may reach completion at different times. Water-penetration checks, air-sealing inspections, façade testing and fire-stopping verification identify defects before finishes conceal them. A dry internal environment protects plasterboard, flooring, equipment and stored materials.
External works and public realm
External construction continues around the building: roads, kerbs, footpaths, ramps, stairs, paving, drainage connections, retaining walls, lighting, planting, boundary treatments, cycle facilities, signage bases and service yards. These works affect accessible routes, emergency access, deliveries and the way visitors approach the entrance. Poorly sequenced external works can delay practical completion even when the building itself is enclosed.
5. Building services and interior fit-out
Services make the enclosed structure safe, comfortable and usable. Mechanical systems may include heating, cooling, ventilation, smoke control and domestic water. Electrical work covers incoming supplies, distribution, lighting, emergency lighting, standby power, earthing and lightning protection. Plumbing, fire detection and suppression, lifts, security, access control, data, audiovisual, building controls and communications are integrated with those systems.
Installation, connection and balancing
Installation proceeds through plant rooms, risers, ceiling voids and occupied zones. Ductwork and pipework are pressure-tested, insulated and labelled; electrical circuits are tested; controls are wired and addressed. Air and water systems are balanced so the delivered flows match the design. Controls are programmed for schedules, alarms, set points, energy modes and safe shutdowns.
Interior construction
Partitions, fire-rated walls, doors, ceilings, acoustic treatments, floor and wall finishes, joinery, counters, sanitary fittings, lockers, signage, furniture and specialist public-use equipment follow the services rough-in. Public buildings may also require queuing systems, ticketing equipment, display cases, kitchen or catering installations, lecture technology, sports equipment or clinical fixtures. Each item must be checked for accessibility, cleanability, maintainability and compatibility with the operating model.

6. Testing, commissioning and correction
Commissioning is the quality-assurance bridge between “built” and “works.” The U.S. Department of Energy defines it as a process that verifies a building performs according to the original design and intent and meets the needs of owners and occupants. Its new-construction guidance includes design reviews, functional testing, system documentation and operator training.
The commissioning cycle
For federal facilities, the Department of Energy describes four broad steps: plan, investigate, implement, and hand off or integrate. Planning establishes the owner’s project requirements, basis of design, test responsibilities, acceptance criteria and documentation. Investigation includes site assessment, functional test and monitoring plans, analysis of results, a master deficiency list and recommendations. Implementation covers repairs, retesting and fine-tuning. Handoff integrates the verified systems into operation and gives staff the information and skills to run them.
Integrated functional tests
Individual equipment can pass while a building-level sequence fails. Testing therefore exercises interactions: a fire alarm may command doors to release, lifts to recall, smoke control to start, air-handling units to stop and emergency power to transfer. A loss of normal power may test generators, batteries, controls, security and communications together. Seasonal or trend monitoring can reveal problems that a short demonstration misses.
Deficiencies and retesting
Every failed test is logged with a responsible party, priority, location, corrective action and retest requirement. The team closes the master deficiency list only when evidence shows that corrections work. Commissioning records become part of the building’s operating information rather than a contractor-only checklist.

7. Inspections, handover and legal completion
A visually complete building can still be unavailable because authorities, the owner or the operator have not accepted it. Closeout combines physical completion, evidence and legal permission.
Typical closeout information
- As-built drawings, models and equipment schedules
- Inspection certificates, test results and commissioning records
- Operation and maintenance manuals, software backups and control descriptions
- Warranties, guarantees, spare parts and asset registers
- Fire strategies, emergency procedures and statutory certificates
- Training records, contact lists and maintenance plans
- A snagging or defects log with owners and target dates
Owner and operator takeover
Handover transfers keys, access credentials, plant controls, test instruments, spares and maintenance responsibilities. Operators should walk down plant rooms, isolate equipment safely, review alarm responses and practise routine and emergency tasks. The handover date should identify which defects remain, who controls the risk and when each item will be resolved.
Authority approvals
Depending on location and building type, the project may need completion certificates, fire or life-safety sign-off, accessibility checks, utility approvals and an occupancy or use certificate. UK examples show that notices can be required before work starts, at foundations or drains, and before occupying a building subject to fire-safety rules. A certificate from one authority does not replace approvals required by another.

8. Preparing for opening day
Opening is an operational event, not merely the day the contractor leaves. Staff need induction, system training and rehearsals. Security teams test access rules and incident response; cleaning teams establish routines; information-technology staff verify networks, phones, public displays and backups; and facilities teams confirm consumables, waste collection and planned maintenance.
Public-access readiness
Wayfinding, reception, queues, ticketing or booking, accessible routes, toilets, seating, lighting, acoustics and safeguarding arrangements are checked with realistic visitor scenarios. Emergency plans cover evacuation, shelter, medical incidents, lost children or vulnerable visitors, service disruption and communication with emergency responders. A soft opening or phased opening can reduce operational risk where local rules permit, but it cannot bypass required approvals or compromise safety.
Final readiness checks
- Occupancy or use approval is in force for the areas being opened.
- Life-safety systems have passed functional and integrated tests.
- Critical defects are closed or formally risk-assessed by the authorised party.
- Operators can run, isolate and maintain every essential system.
- Public routes, entrances, accessible facilities and emergency exits are usable.
- Security, cleaning, ICT, booking, signage and communication procedures have been rehearsed.
How delivery choices change the sequence
Projects can use different methods and materials without changing the need for verification. The implications below are decision factors, not universal promises of time or cost.
| Choice | Potential strengths | Issues to manage |
|---|---|---|
| Traditional design-bid-build | More design completed before construction pricing; familiar separation of designer and contractor roles | Late design changes can create variations; coordination responsibility must be clearly assigned |
| Design-build | One principal delivery entity can coordinate design and construction earlier | Owner requirements must be precise; independent design review and quality oversight remain important |
| Concrete, steel, timber or hybrid frame | Each system can suit different spans, fire strategies, carbon goals, site access and available skills | Connections, fire protection, tolerances, moisture control and supply-chain constraints differ |
| On-site versus prefabricated work | Prefabrication can improve repeatability and reduce some site activities | Early design freeze, transport, lifting, storage and dimensional accuracy become critical |
| Phased versus single handover | Phasing may allow part of a facility to open earlier | Each phase needs safe separation, functioning services, approvals and a clear responsibility boundary |
| Basic versus expanded commissioning | Deeper testing and training can improve reliability and operator confidence | More planned access, witnessing, documentation and retesting are required |
Why no universal project duration or checklist exists
Ground conditions, building size, procurement route, supply chains, weather, design changes, specialist equipment and authority workloads all affect the programme. A public library, transport interchange and emergency facility may share phases but have very different testing and security requirements. Inspection notices and occupancy documents also vary by jurisdiction and contract. Treat any published duration as project-specific unless it states the building type, location, scope and measurement basis.

Construction is complete only when the physical work, systems, information, approvals and operational capability align. The structure must be sound, the envelope protective, services functional, interiors usable, defects controlled, records handed over and the authorised occupancy route satisfied. That is why a building can look ready from the street yet remain closed: commissioning, training or legal approval may still be outstanding.
