Plug-in Solar Is Legal in These 10 States—but “Legal Now” Depends on the Effective Date

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ten states have enacted laws covering plug-in solar, according to a 2026 tracker: Utah, Maryland, Maine, New Hampshire, Vermont, Virginia, New Jersey, Colorado, Connecticut and California. That does not mean every kit can be plugged in immediately or without permission. The laws have different effective dates, and utility, electrical-code, landlord, condominium, balcony-loading and fire-safety rules can still apply.

Plug-in solar can reduce a bill when the system’s panels produce electricity that your home uses at the time it is generated. Your actual result depends on solar exposure, the inverter and panel limits, your self-consumption and the retail electricity rate—not on a national average promise.

State What the 2026 tracker establishes
Utah Enacted legislation covering portable solar-generation devices; the effective date and implementation requirements must be checked in the current statute and utility rules.
Maryland Enacted plug-in-solar law; confirm the effective date and utility process before connecting equipment.
Maine Enacted plug-in-solar law; confirm the effective date and utility process before connecting equipment.
New Hampshire Enacted plug-in-solar law; confirm the effective date and utility process before connecting equipment.
Vermont Act 149 (S.202), an act relating to plug-in photovoltaic devices, was signed by the governor on June 16, 2026.
Virginia Enacted plug-in-solar law; confirm the effective date and utility process before connecting equipment.
New Jersey Enacted plug-in-solar law; confirm the effective date and utility process before connecting equipment.
Colorado Enacted plug-in-solar law; confirm the effective date and utility process before connecting equipment.
Connecticut Enacted plug-in-solar law; confirm the effective date and utility process before connecting equipment.
California Enacted plug-in-solar law; confirm the effective date and utility process before connecting equipment.

“Legal now” is therefore date-specific. The tracker notes that some laws were already in force while others begin in 2027. Before buying equipment, read the state’s implementation language and ask your electric utility which rules apply on the day you plan to energize the system.

What plug-in or balcony solar actually is

A typical system combines one or two small photovoltaic panels, a microinverter or inverter, mounting hardware and a connection to a building circuit or outlet. The panels make direct-current (DC) electricity. The inverter changes it into household alternating-current (AC) electricity. Utah legislative material defines an inverter as equipment that “Converts DC power from the solar panel to 120-volt AC power.”

The setup is smaller than a conventional rooftop array. Some products are designed for self-installation, while others need electrical work, structural attachment or a dedicated circuit. A plug does not make an installation exempt from code: the outlet, branch circuit, mounting method and equipment still have to be suitable for the building.

What the new laws do—and what they do not do

Most reforms address utility interconnection or approval friction for small systems. They do not automatically cancel other obligations.

  • Utility approval: Some utilities still say a plug-in system requires the same interconnection application used for rooftop solar. Follow your utility’s written policy when the statute and utility instructions appear to differ.
  • Electrical code: The circuit must be protected against overload and improper current flow, and the inverter must be appropriate for the installation.
  • Property permission: Renters generally need the landlord’s written consent. Condominium owners may need board or association approval, and exterior changes can be governed by building rules.
  • Structure and fire safety: A balcony railing, wall or roof must support the mounting loads. Keep required clearances and access paths, and comply with local fire requirements.
  • Local implementation: State enactment does not guarantee that every municipality, utility territory or building type treats every product identically.

How to verify a system before you connect it

  1. Confirm the law’s effective date. Start with the current state statute or official implementation notice, not a product listing or an undated social-media post.
  2. Ask the utility for its plug-in-solar procedure. Get the application, notification, meter and inspection requirements in writing. Ask whether a dedicated circuit or electrician is required.
  3. Obtain property approval. A landlord, condominium association or building owner can impose mounting, appearance, insurance and access conditions even where state law permits the equipment.
  4. Check the circuit and mounting location. Have a qualified electrician evaluate the branch circuit when its capacity, grounding, outdoor exposure or shared loads are uncertain. Verify balcony loading, attachment points, wind exposure and emergency access.
  5. Match the equipment to the rules. Compare panel and inverter wattage, connector type, disconnect requirements, monitoring, warranty and installation instructions. Do not mix components outside the manufacturer’s approved configuration.
  6. Complete required inspection or notification. Keep approvals, photographs, equipment certificates and the final installation instructions with your property records.

Why certification and inverter protection matter

UL Solutions has announced a dedicated testing and certification framework for plug-in solar. UL 3700 addresses accidental contact with hazardous energized parts, overload protection, safe installation and prevention of current flowing in the wrong direction. Those functions matter because an ordinary-looking outlet connection can energize wiring in ways a conventional appliance does not.

Look for independently documented certification, a compliant inverter and instructions that specifically cover the product’s mounting and connection method. A certification mark on a marketing image is not enough; retain the certificate or listing information and verify that it applies to the exact model.

How plug-in solar can lower an electric bill

The basic calculation is:

Bill savings = solar kilowatt-hours used on site × the retail electricity price avoided − equipment, mounting, electrical work and maintenance costs.

  • Usage Precautions 1: Inspect the solar panels every two weeks for any obstructions such as foreign objects, leaves, or bird droppings. Clean any obstructions immediately.
  • Usage Precautions 2: If the current exceeds the maximum current capacity of the connecting materials, it will cause the materials to overheat and ultimately burn out the solar panels. Therefore, the maximum number of panels that can be connected in parallel is 3 panels in parallel or 3 panels in series.
  • Usage Precautions 3: Avoid impacts or collisions to the panels during installation or handling. Please contact customer service immediately for assistance.

Only energy consumed in the home has a straightforward value at the retail rate. If production exceeds household demand at that moment, the excess may be limited by the inverter, exported under utility rules or curtailed. Output changes with panel wattage, orientation, shading, season, weather and inverter limits.

State or comparison market Residential average Value of 100 kWh consumed on site
Connecticut 24.32¢/kWh $24.32
Maine 29.59¢/kWh $29.59
Massachusetts 29.61¢/kWh $29.61
New Hampshire 27.01¢/kWh $27.01
Rhode Island 29.23¢/kWh $29.23

Massachusetts and Rhode Island appear here only to show how retail rates change the arithmetic; they are not included in the ten-state enacted-law list above. A higher rate increases the nominal value of each self-consumed kilowatt-hour, but it does not overcome poor sunlight, an unsuitable mounting location or ineligibility under local rules.

Questions renters and balcony owners should settle first

Can a renter use a balcony kit?

Potentially, if the state law is effective, the utility accepts the connection and the landlord or property manager approves the equipment. Get permission before attaching anything to a railing, façade or shared electrical system. The agreement should address installation, removal, damage, insurance and who pays for any electrician or inspection.

Does a balcony support the panels?

Do not assume that a railing rated for people or furniture can carry solar panels and wind loads. Follow the mounting manufacturer’s load data and have a qualified professional assess uncertain structures. Preserve egress, fire access and required clearances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will the system work during a blackout?

A standard grid-connected microinverter normally stops producing when the grid is down so it does not backfeed utility lines. Plug-in solar is not automatically backup power; backup operation requires equipment specifically designed, approved and installed for that purpose.

A practical go/no-go checklist

  • The state law is in force for your installation date.
  • Your utility has confirmed the applicable application or notification path.
  • Your landlord, condominium association or building owner has approved the installation where required.
  • The circuit, outlet, grounding and weather exposure have been assessed.
  • The balcony, wall or other mount can carry the equipment and wind loads.
  • The inverter and system have independently documented safety certification, including the protections addressed by UL 3700 where applicable.
  • You have a location-specific production estimate and a total-cost calculation that includes mounting, electrical labor, permits, maintenance and possible removal.

When those checks pass, plug-in solar can be a useful small generator for offsetting daytime consumption, particularly in areas with high retail electricity prices. When any check fails, the fact that a state has enacted a plug-in-solar law is not permission to connect the equipment anyway.
