Singapore prevents floods with a layered, planned-overflow system rather than one giant drain. Rain is slowed where it falls, carried through an island-wide network of drains, rivers and canals, stored in reservoirs or detention facilities, and managed at buildings and other vulnerable sites. Parks and public spaces increasingly perform hydraulic work too, while tidal gates and pumps protect the low-lying city from coastal conditions.
The scale is substantial: PUB, Singapore’s national water agency, describes about 8,000 kilometres of drains, rivers and canals feeding 17 reservoirs, with roughly two-thirds of the island designated as water catchment. The approach has sharply reduced flood exposure, but PUB and Singapore’s climate agency both stress that heavier rainfall, sea-level rise and storm surges mean infrastructure cannot eliminate every extreme event.

Singapore combines source controls, conveyance and storage, and protection for exposed buildings. PUB calls this the Source-Pathway-Receptor model: manage runoff at the site where it begins, keep the drainage pathway clear and capacious, and reduce damage if water reaches a vulnerable location.

All new developments and redevelopments of at least 0.2 hectares must provide measures that slow surface runoff and reduce peak flow into the public drainage system. PUB lists detention tanks, ponds and bioretention basins as ways to regulate discharge. This requirement shifts part of flood management from public drains to the sites generating additional runoff.

Pathway: keep the network moving
PUB continually widens or deepens selected drains and canals, builds diversion canals and catchment detention, surveys and dredges waterways, and maintains litter-control devices. These routine measures preserve conveyance capacity across the approximately 8,000-kilometre network. Water is directed toward reservoirs or the sea rather than relying on a single downstream bottleneck.
Receptor: protect buildings and critical assets
Building standards provide a final layer of defence. PUB says the minimum building platform level increased in 2011 from 3 metres to 4 metres Singapore Height Datum. Basement crest clearance increased from 150 millimetres to 300 millimetres above that platform level. Barriers, real-time monitoring, warnings and response teams add operational protection when rainfall exceeds design assumptions.

Why does Singapore have so many concrete canals?
Concrete channels provide predictable capacity in a dense, built-up island where land is scarce and intense rain can produce rapid flows. They are not the entire strategy: Singapore increasingly adds naturalised reaches, wetlands and detention spaces where those features can store water, support habitat and improve public access without compromising the canal system’s primary duty of safe conveyance.
This is a functional trade-off. A hard-lined channel can move a design flow efficiently and is comparatively straightforward to inspect. A softer, planted edge can provide habitat, shade and recreation but requires careful hydraulic design, bank stabilisation and ongoing maintenance. Singapore uses both, according to site conditions.
What is Singapore’s ABC Waters Programme?
PUB launched the Active, Beautiful, Clean Waters (ABC Waters) programme in 2006 to integrate drains, canals and reservoirs with their surroundings. Its stated aim is to create cleaner, more attractive waterways and community spaces. The Centre for Liveable Cities describes the programme as a shift from treating waterbodies only as drainage and storage toward recreation, stewardship and neighbourhood life.

Alkaff Lake: a park that also stores stormwater
Alkaff Lake in Bidadari Park is designed as a stormwater-retention pond with terraced wetlands, a cascading creek and viewing areas. PUB’s 2024 factsheet gives the lake’s area as 1.8 hectares and its design storage as up to 40,000 cubic metres, equivalent to 16 Olympic-sized swimming pools. In dry weather, it holds about 10,000 cubic metres, leaving capacity for storm events.
The design makes storage visible without disguising its engineering role. Terraces and wetlands slow and filter water, while paths and viewpoints bring residents close to the system without placing them inside the active flow route.
Bishan-Ang Mo Kio Park: replacing a rigid channel with a river landscape
At Bishan-Ang Mo Kio Park, a concrete Kallang River canal was transformed into a naturalised river. The Urban Redevelopment Authority says a series of soil-bioengineering techniques using plants and natural materials stabilised the banks. The project increased waterway capacity, added biodiversity habitat and created new recreational experiences.
Naturalisation does not mean abandoning hydraulic control. River sections, overflow areas, planting and bank treatments are arranged so ordinary conditions can support park use while high flows still have a defined route. Such projects require engineering, landscape design and maintenance to operate as one system.
How does Marina Barrage stop flooding?
Marina Barrage combines flood control, water supply and public space at the mouth of the Marina Channel. Officially opened on 31 October 2008, it created Singapore’s 15th reservoir in the city. PUB gives the Marina catchment as 10,000 hectares and says the reservoir helped increase national water catchment from half to two-thirds of Singapore’s land area.

- Release during low tide: Nine crest gates discharge excess stormwater by gravity when sea levels permit.
- Pump during high tide: When the tide is too high for gravity release, pumps move water out to sea.
- Use the structure every day: The green roof provides space for picnics and kite-flying, while the reservoir supports kayaking, sailing and dragon boating.
This arrangement separates two risks that can coincide: heavy rain arriving from land and a high sea level blocking the outlet. Gravity discharge is used when possible; pumps provide an alternative when tidal conditions close that route.
How is Singapore adapting to climate and coastal limits?
Drainage upgrades have reduced, but not removed, flood risk. PUB says it invested almost $2 billion in drainage improvement works during the decade cited on its Flood Resilience page and expects continued investment to futureproof infrastructure. PUB also states that more intense weather events linked to climate change make it infeasible to enlarge drains for every extreme rainfall event.
Coastal exposure adds a separate constraint. Singapore’s National Climate Change Secretariat reports that mean sea level could rise by up to 1.15 metres by 2100. Combined with storm surges and high tides, sea levels could rise by up to 5 metres in some conditions; about 30% of Singapore is less than 5 metres above mean sea level. Inland drainage, tidal gates, pumps, raised platforms and coastal planning therefore have to work together.
PUB’s annual report says the flood-prone area has been reduced to less than one percent of its former extent through drainage and flood-mitigation measures. That statistic describes major progress, not a guarantee that every cloudburst or coastal event can be contained.
What makes the model work beyond the engineering?
Singapore’s approach depends on institutions as much as concrete, gates and wetlands. PUB operates the national drainage and water system, while planning agencies and local partners shape parks and neighbourhoods around it. The Centre for Liveable Cities identifies coordination, maintenance, cost and public engagement as continuing implementation issues.

- Public engagement: Residents need to understand that an attractive lake, creek or park may fill during storms and that some areas will be temporarily restricted.
Can other cities copy Singapore’s flood-management model?
Other cities can adapt the principles, but not copy the physical layout wholesale. The most transferable idea is the layered decision framework: control runoff at its source, provide redundant pathways and storage, protect receptors, and make public space part of the water system where safety permits.

The lesson is not that every city needs the same canals or a barrage. It is that flood infrastructure can be planned as a connected portfolio, with clear performance duties and deliberate secondary benefits. Public access and ecological value are additions to a system whose first obligation remains moving and storing water safely.

Why can’t Singapore simply pump all stormwater to the sea?

What happens to ABC Waters spaces during a storm?
Retention lakes, wetlands and naturalised river corridors are designed to occupy water temporarily, so parts of a park may become wet or inaccessible during heavy rain. Their public landscaping is compatible with that changing water level rather than assuming the space stays dry at all times.
Why are flood projects coordinated with parks and land-use planning?
Land reserved for channels, detention and safe overflow competes with housing, roads and other uses. Coordinating projects early can protect that hydraulic space and avoid expensive retrofits, while allowing paths, habitat and recreation to be designed around the water’s actual movement.
