A PerthNow report published on 29 February 2024 said the Metro Outer Joint Development Assessment Panel had approved a proposed $5.5 million refurbishment of Phoenix Shopping Centre in Spearwood. The plans included new retail space, upgraded interiors, landscaping, a playground and an outdoor dining precinct with capacity for up to 250 seats. The report describes an approved proposal, not proof that the work was later built or remains underway.
What was approved for Phoenix Shopping Centre?
PerthNow reported that the panel approved the refurbishment on 26 February 2024. The report valued the proposal at $5.5 million and called it the second multimillion-dollar investment approved for the site within six months.
The reported scope combined changes to the centre’s retail and interior areas with outdoor improvements. It included new retail space, upgraded interiors, landscaping, a playground and an external dining precinct. The report did not provide a construction schedule or confirm when, or whether, each element would be delivered.
Proposed outdoor dining and communal seating
The outdoor dining area was described as having capacity for up to 250 seats. Councillor Tarun Dewan raised concerns about the lack of communal space, and Marc Re, a Planning Solutions senior associate speaking for the applicants, said the proposed seating could also serve that purpose: “There is a seating area — we’re accommodating up to 250 seats which can be used as communal space as well,” he said.

How the tavern proposal differed
The $5.5 million refurbishment was separate from a $3.2 million proposal for a tavern and microbrewery on the upper deck of the shopping centre’s car park. PerthNow reported that the tavern proposal was approved in October 2023. The two figures refer to distinct proposals and scopes; the article does not say the tavern formed part of the refurbishment budget.
What the report said about the centre and expected benefits
At the time of the report, Phoenix Shopping Centre was identified as being in Spearwood, in Perth’s south. PerthNow named Big W, Woolworths and Farmer Jack’s among the centre’s major retailers then. That is a dated snapshot, not a verified current tenant list.

Re described the design as “a high-quality architectural design.” Dewan said the development would help attract residents and enhance local businesses and employment. Those were comments about expected effects; PerthNow did not cite an independent study or measured economic outcomes.
