P&H began building two grain-storage silos at its Port of Québec terminal on October 15, 2026, after receiving the Québec Port Authority’s required authorizations. The fully integrated additions are intended to increase dockside storage and make vessel loading and unloading more flexible. Completion is expected in early winter 2028.
What P&H is building
The project adds two grain silos behind P&H’s existing terminal facilities at the Port of Québec. P&H says the silos will be fully integrated with the current operation rather than developed as a separate terminal.

The stated objectives are to provide more grain storage beside the docks, optimize ship loading and unloading, improve operational flexibility and support growth in Québec and export markets. Additional storage can allow grain to be accumulated before a vessel arrives and can help the terminal manage deliveries and ship schedules with less congestion, although P&H has not published a project-specific throughput forecast.

The early-winter 2028 date is an expectation reported by RealAgriculture, not a guaranteed handover date. Weather, construction conditions, equipment delivery and regulatory or operational requirements could affect the schedule.

How the Québec Port Authority reviewed the proposal
The authority’s May 11 notice said the proposal would undergo a Level 2 analysis under its Impact Assessment and Mitigation Process because the work could create moderate adverse social or environmental effects. The notice described the filing as an initial project submission and explicitly said it was neither an authorization nor an approval.
That distinction matters when reading the timeline: the May notice documented the proposed work and the planned impact-analysis pathway, while P&H’s October announcement confirmed that the authorizations needed to begin construction had subsequently been obtained.

Why the expansion matters to Québec’s grain trade
The silos are part of a broader strategy to strengthen the Port of Québec’s role in agricultural exports. In 2025, the Port said P&H acquired grain-terminal assets at Anse-au-Foulon in collaboration with QSL. The Port described that transaction as improving access to international markets and reinforcing Canadian agricultural export supply chains.
P&H’s Grain Division president, Anthony Kulbacki, said: “This investment reflects our confidence in the future of Canadian agriculture and the critical role the Port of Quebec plays within our national network.”

The Port of Québec reported approximately 12,000 jobs and about $2 billion in annual economic activity in 2025. Those figures describe the Port as a whole; they are not an estimate of the two-silo project’s jobs, economic output or construction spending.

- An annual grain-throughput target or a quantified increase in ship-loading and unloading rates.
Without those figures, the project’s physical scale and return on investment cannot be calculated from the published information. The confirmed scope is limited to two silos integrated with the existing terminal, with storage and vessel-handling improvements as the stated purposes.
What to watch as construction proceeds
For shippers, farmers and logistics operators, the most consequential future updates will be the silos’ rated capacity, commissioning date and any changes to truck, rail or intermodal scheduling. Regulatory and community-impact measures identified through the Level 2 process may also shape construction conditions and operating procedures. Until P&H or the Port publishes those details, comparisons with other grain-terminal projects should use only the confirmed construction start, expected completion window and stated operational goals.
