Are 35,000 apartments actually being built?
No. The reported 35,000 is an estimate of how many additional homes the precincts could accommodate. It is not an approval tally, a construction commitment or a count of completed dwellings. PerthNow did not provide a station-by-station allocation of that capacity.
A WA Government response to a Legislative Council question on 18 November 2025, which referenced the article, did not provide the requested breakdown by station or a count of multi-dwelling projects completed around stations in the preceding three years. What does an 800-metre station precinct mean for planning?
In the reported proposal, 800 metres describes the area around a station intended to be covered by a precinct plan. The planning rationale is to direct more housing near rail, but the radius alone does not tell a property owner what can be built on a particular lot. That depends on the final boundary, applicable planning controls, development approvals and site-specific constraints. How is the separate 2026 R-Codes proposal different?
In July 2026, the WA Government announced a separate set of proposed R-Codes reforms. These are not the ten-station Improvement Scheme proposal and should not be read as proof that it has taken effect.
- The government said proposed changes would remove an average-lot-size requirement for R20 and lower-coded land, potentially allowing subdivision of 700-square-metre blocks instead of the stated current 900-square-metre requirement.
- It proposed reducing some single-home approval timeframes from 60 days to 30 days.
- It said apartment parking and height changes were also under consideration.
