Perini Management Services, Inc. (PMSI), a subsidiary of Tutor Perini Corporation, has been awarded an approximately $315 million U.S. Coast Guard contract to build a new fuel pier at Base Kodiak, Alaska. The project is designed to add capacity for up to two major cutter berths, with substantial completion anticipated in September 2030.
What the Kodiak contract covers
The Coast Guard project is an accelerated design-build-to-budget effort focused on expanding waterfront capacity for major cutter operations. The announced contract value is approximately $315 million; it is the value of this contract, not a figure for all investment in the broader Kodiak base expansion. Tutor Perini said the award would be included in its reported third-quarter 2026 backlog. Tutor Perini’s October 5, 2026 announcement identifies PMSI as the recipient and the U.S. Coast Guard as the customer.
Work extends beyond the pier
The announced scope includes construction of the fuel pier and related work to support its operation:

- Unexploded ordnance removal
- Waterfront improvements
- A new fueling utility building and utilities

Schedule and reported award date
Design work began in late September 2026, and substantial completion is anticipated in September 2030, according to Tutor Perini. The company’s October 5 announcement confirms the contract but does not state the award date. KMXT reported that the Coast Guard awarded it on September 11, 2026. KMXT’s September 24 report is the source for that specific date.
How the pier fits into Kodiak’s cutter plans
KMXT reported that two polar icebreakers and two offshore patrol cutters are planned for Kodiak in coming years. In that local report, the planned arrivals would increase the number of cutters permanently homeported on the island from three to seven. These vessel plans and homeport totals describe the wider base expansion as reported by KMXT; Tutor Perini’s contract announcement states more narrowly that the pier project will support major cutter operations.
