Paver Block Roads vs Asphalt and Concrete: Cost, Durability, and Maintenance

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no universal winner. Interlocking concrete pavers, asphalt concrete and Portland cement concrete (PCC) can all be appropriate, but the best choice depends on traffic and axle loads, subgrade and drainage, local construction capability, planned maintenance, environmental goals and the cost assumptions used in a lifecycle analysis.

For a modeled 50-year Ontario neighborhood-connector project, interlocking concrete pavement (ICP) had lower maintenance costs than asphalt concrete (AC) and PCC in every case studied, yet its lifecycle cost was higher in most cases because the initial installation cost was higher. That result is a decision example—not a price list or a guaranteed lifespan ranking for another road.

The short answer for a road project

Choose a pavement system, not just a surface material. An interlocking pavement consists of individual concrete units, joint material, bedding and supporting aggregate layers. Asphalt concrete is a bound aggregate surface using asphalt binder. PCC is a cast, continuous concrete slab. Their performance depends at least as much on structural design, water management, subgrade preparation and construction quality as on the visible surface.

  • Interlocking concrete pavers: worth evaluating where appearance, segmented repair and potentially lower recurring maintenance are important, and where an experienced paving crew and suitable base materials are available.
  • Asphalt concrete: often has the lowest initial construction cost in light-traffic urban applications and is familiar to most road agencies and contractors, but it requires a maintenance and resurfacing strategy.
  • Portland cement concrete: can suit heavily loaded or highly durable slab applications, but joints, cracking, repairs, construction staging and concrete supply must be designed and budgeted from the start.

Do not use the word “concrete” by itself in a comparison. Concrete pavers are segmented units; PCC is a continuous slab with different structural behavior and maintenance methods.

What exactly is being compared?

Interlocking concrete block pavement

Interlocking concrete block pavement (ICBP, ICP or interlocking concrete pavement) uses factory-made concrete paving units placed over a bedding layer and aggregate base, with joint material between units. The surface transfers loads through the units, joints and supporting layers. Because the pavement is segmented, selected units can be lifted and relaid during some repairs; that capability does not eliminate the need to diagnose and fix the underlying base, drainage or subgrade problem.

Asphalt concrete

Asphalt concrete (AC) combines graded aggregate with asphalt binder to form a bound surface. Its construction is widely understood, and patching, overlays and resurfacing can be performed with standard road equipment. The timing and cost of those interventions depend on traffic, climate, drainage, base condition, cracking and the agency’s treatment standards.

Portland cement concrete

Portland cement concrete (PCC) is cast in place as a continuous pavement slab, generally with planned joints and reinforcement or load-transfer details where the design requires them. Slab thickness, joint layout, curing, construction temperature and the quality of the supporting layers influence cracking, faulting and repair needs.

Conventional pavers are not automatically permeable

The Federal Highway Administration’s 2019 TechBrief, Permeable Interlocking Concrete Pavement (FHWA-HIF-19-021), addresses permeable interlocking concrete pavement (PICP), a specific system with engineered voids, open-graded layers, hydrologic design and maintenance requirements. An ordinary interlocking paver road with conventional joint sand and dense supporting layers should not be described as PICP or assumed to provide the same drainage performance.

What the cost evidence actually shows

Ontario 50-year case study

A 2024 Transportation Association of Canada paper by Paula Sutherland Rolim Barbi, Leanne Whiteley-Lagace, Riaz Ahmed and Robert Bowers modeled comparable ICP, AC and PCC designs for a neighborhood connector in an Ontario municipality over 50 years. The survey range for ICP installation was C$110–C$325 per square metre. Those are study-specific Ontario estimates, not a current quote for another province, country, road class or project size.

ICP installation assumption Modeled relationship to AC lifecycle cost Modeled relationship to PCC lifecycle cost
C$110/m² Similar Lower
C$153/m² Higher Lower
C$196/m² Higher Equal
C$216–C$325/m² Higher Higher

In every modeled case, ICP maintenance cost was lower than AC and PCC. Nevertheless, ICP lifecycle cost was higher in most cases because the initial construction cost outweighed the maintenance savings. The paper also tested sensitivity to the discount rate and installation cost, so changing financial assumptions can change the apparent ranking.

Other published findings

A 2023 peer-reviewed review in Applied Sciences, focused especially on light-traffic urban roads, reported approximately 33–44% cheaper maintenance for interlocking concrete block pavement and approximately 35% lower asphalt construction cost. These percentages summarize the studies reviewed; they are not universal cost factors. A real estimate requires equivalent pavement designs, local quantities, current bids, traffic forecasts and the owner’s maintenance practices.

Why lifecycle cost is different from the first invoice

A lifecycle cost analysis (LCCA) adds the initial construction cost to the discounted cost of planned and expected maintenance, rehabilitation and other agency costs over a stated analysis period. Service life, maintenance frequency and discounted lifecycle cost are separate concepts: a pavement may remain in service for many years yet require frequent low-cost treatments, or have fewer interventions with expensive reconstruction.

A CMHA/ICPI Foundation lifecycle report used a 50-year analysis, a 4% discount rate in its initial analysis, two subgrade categories (California Bearing Ratio, or CBR, of 3% and 5%) and four traffic categories for each pavement type. It found ICP maintenance costs much lower than AC and PCC in all scenarios, but ICP lifecycle cost higher in most because of initial construction cost. Sensitivity testing covered discount rates from 1% to 5% and reductions in paver unit costs. Treat these as modeled scenarios, not a prediction of a particular road’s bill.

Durability: what can and cannot be promised

No cited source establishes a universal service-life winner among ICP, AC and PCC. Pavement performance is controlled by structural design, traffic and axle loading, subgrade strength, groundwater and drainage, climate, material quality, construction tolerances and maintenance. A paver surface installed over a weak or wet base can fail early; a well-designed asphalt or PCC pavement can perform very well, and the reverse can also occur.

Interlocking paver failure modes and maintenance

  • Joint loss or contamination: displaced or clogged joint material can permit movement or vegetation. Cleaning and replenishment must follow the system specification.
  • Settlement: localized depressions often indicate inadequate compaction, base failure or a drainage problem. Lifting and relaying units without correcting the layer below is a temporary repair.
  • Edge restraint movement: curbs or other restraints keep units from spreading under braking and turning forces. Their design and installation matter on streets.
  • Routine surface work: inspections, sweeping, spot repairs and occasional joint-material renewal are maintenance activities, not evidence of a guaranteed service life.

Segmented construction can reduce the area that must be demolished for some utility or localized repairs, but the time, equipment and cost advantage depends on the crew, the replacement units and the condition of the underlying layers.

Asphalt maintenance

Typical asphalt programs may include crack treatment, patching, surface treatments and overlays, followed by deeper rehabilitation when the base or subgrade has deteriorated. Water entering cracks, weak edges, repeated heavy axle loads and poor drainage can accelerate damage. A low initial bid is not a low lifecycle cost unless the timing and cost of those treatments are included.

PCC maintenance

PCC programs must account for joint sealing or replacement where specified, slab repairs, faulting, cracking and occasional partial- or full-depth repairs. Concrete construction also requires curing and careful staging; an agency with limited concrete-pavement equipment or experience should include those constraints in its decision.

Structural design and installation requirements for paver roads

The Concrete Masonry and Hardscapes Association’s revised 2022 construction guidance describes the paver system as aggregate base, bedding sand, pavers and joint material. It recommends paver units at least 80 mm thick for streets and industrial pavements, compared with 60 mm for pedestrian areas and areas subject to limited vehicular use.

  • 【Rigid Construction & Surface Requirements】Built for stability, these tiles feature a rigid plastic construction intended for use on solid, flat surfaces such as concrete, stone, or wood decking. Please note: Due to their rigidity, they are not recommended for uneven terrain or uncompacted grass/dirt, as this may affect the interlocking stability. Ensure your installation area is level for the best performance and longevity.

For very heavy loads, or where the subgrade is weak or saturated, the guidance recommends stabilized aggregate bases. That recommendation does not replace a geotechnical investigation, road-authority specification or engineer’s design. The design should establish layer thicknesses, drainage details, edge restraints, material requirements, compaction targets and construction tolerances for the actual traffic and soil conditions.

Drainage and environmental comparisons

Permeability and heat

The 2023 review reported, across the studies it examined, interlocking block pavement surface temperatures 2.2–15 °C cooler and permeability 0.4–0.6 cm/s greater than the comparison surfaces. Those ranges depend on the tested materials, climate, structure and measurement method. They should not be applied to every conventional paver road, and they do not prove that a project will meet a stormwater permit without a PICP hydrologic design.

When infiltration, detention or runoff reduction is a primary objective, evaluate PICP as a complete system. FHWA’s 2019 guidance covers hydrologic and structural design, construction, limitations and maintenance. Confirm subgrade infiltration, groundwater separation, pretreatment, overflow routing and vacuum or regenerative-sweeping requirements before specifying it.

Air-quality finding reported in the review

The same 2023 review reported a 32% lower nitrogen oxide concentration for asphalt in the studies it summarized. This is a study-specific environmental result, not a general statement that asphalt is environmentally superior. Environmental assessment should define the pollutant, measurement conditions, construction emissions, material transport, stormwater objectives and analysis boundary.

A practical decision framework

  1. Define the road function. Separate a residential connector, industrial access road, intersection, loading zone and pedestrian-priority street. The same material can be suitable in one location and inappropriate in another.
  2. Set structural inputs. Obtain traffic and axle forecasts, geotechnical data, drainage information and climate exposure. Do not compare materials using different subgrade assumptions or layer strengths.
  3. Price equivalent designs. Request local bids for complete pavement sections, excavation, base, drainage, edge restraints, joints, traffic control, testing and restoration—not only the visible surface.
  4. Write the maintenance scenarios. For each option, list treatment type, expected trigger, work area, traffic disruption, equipment, labor and unit cost. Include utility cuts and emergency repairs where they are common.
  5. Run an LCCA with disclosed assumptions. State the analysis period, discount rate, timing of interventions, residual value method and inflation treatment. Test plausible discount rates and construction prices instead of presenting one result as universal.
  6. Check delivery capability. Confirm local suppliers, qualified installers, inspection staff, storage, weather windows and the agency’s ability to perform the required maintenance.
  7. Apply non-cost objectives. Evaluate stormwater, heat, appearance, accessibility, noise, construction disruption and future utility work alongside cost.

When each option is commonly defensible

Interlocking pavers may fit when

  • The owner values a segmented surface and planned access for localized repairs.
  • A qualified paving contractor, compliant units and suitable base aggregates are available.
  • The design addresses heavy turning loads, weak soils and drainage rather than relying on the paver units alone.
  • Appearance, streetscape integration or a specific stormwater objective justifies the system cost.

Asphalt may fit when

  • Initial capital cost and rapid, familiar construction are major constraints.
  • Local plants, paving crews and maintenance equipment are readily available.
  • The owner has a funded program for crack treatment, patching, overlays and eventual rehabilitation.

PCC may fit when

  • Traffic includes sustained heavy axle loads or concentrated loading that the slab design addresses efficiently.
  • Long curing and construction staging can be accommodated.
  • The owner can manage joints, slab repairs and concrete-specific inspection and maintenance.

Worked interpretation of the Ontario example

The TAC example illustrates why a single “cheapest pavement” answer is misleading. At the low end of its Ontario ICP installation survey, C$110/m², the modeled ICP lifecycle cost was similar to AC and lower than PCC. At C$196/m² it equaled PCC, while assumptions from C$216–C$325/m² made it higher than PCC. Those breakpoints belong to that project’s designs, traffic, soils, maintenance assumptions and financial model. They are useful for asking what would have to change—not for multiplying a local road area by a published number.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The transferable lesson is the method: compare complete, equivalent pavement structures; disclose the discount rate and analysis period; and include maintenance timing, disruption and agency capability. The TAC authors state that LCCA is one tool and that traffic, soils, material availability, construction, maintenance, aesthetics and environment also belong in the decision.

Common mistakes and how to avoid them

  • Calling every paver system permeable: specify conventional ICP or engineered PICP explicitly.
  • Using “concrete” to mean both pavers and PCC: identify the segmented or cast-in-place system in drawings, specifications and estimates.
  • Comparing unlike pavement sections: align design life, traffic, subgrade, drainage and construction scope before comparing prices.
  • Turning maintenance savings into a lifespan promise: report the modeled maintenance result separately from service-life assumptions.
  • Using old or distant prices as a bid: obtain current local quantities and bids; the Ontario figures are from a 2024 study, not a universal market rate.
  • Ignoring agency capacity: include equipment, staffing, contractor familiarity and inspection costs. CMHA identifies these as barriers that can affect ICP adoption.
  • Repairing only the surface: investigate settlement, water and subgrade conditions before relaying pavers, patching asphalt or replacing concrete.

What to include in a project brief

Ask the designer or estimating team to provide a plan location and road classification; traffic and axle assumptions; geotechnical and drainage findings; complete pavement sections; unit and installation quantities; edge, joint and utility details; construction sequencing; maintenance activities and dates; a 50-year or otherwise justified analysis period; discount-rate sensitivity; and risks associated with local supply and workforce capability. This format lets decision-makers see whether a lower initial price is being exchanged for more frequent or more disruptive future work.
