Ratopati reported on October 3, 2026, that the Infrastructure Development Office in Parsa gave Shiva Construction Pvt. Ratopati says the six agreements were made on Asar 9, 2079, and their deadline was extended through Chaitra 30, 2082. The reported 15-day period is for responding to the later notice, not an additional construction extension. The report does not specify how the response period is calculated or provide a later outcome.

What Shiva Construction was asked to submit
The report says the company was asked to respond within 15 days through an authorized representative and provide:
- A revised, workable schedule showing how it would complete the work.
- A reliable plan to mobilize the resources needed to carry out that schedule.
- A commitment to finish the projects.
- Evidence-supported reasons the contracts should not be terminated.
The requested schedule and resource plan are the corrective response sought by the office. They do not, by themselves, establish that the company submitted a response or restarted construction.

What consequences did the notice warn about?
Ratopati reported that the office warned of possible security-deposit forfeiture under the Public Procurement Act, 2063, the Public Procurement Regulations, 2064, and the contract terms. The report also says the office cited possible recovery of the cost of remaining work as government arrears and a recommendation for blacklisting. It attributes those warnings to Section 59 of the Act and Rule 128 of the Regulations; the underlying legal texts and notice were not reviewed here.
These were possible remedies described in the reported notice, not confirmed actions. The report does not establish that the contracts were terminated, any deposit was forfeited, costs were recovered, or a blacklisting recommendation was made or acted on.

As of Ratopati’s October 3, 2026 report, the available account is of an explanation notice and the office’s stated concerns.
