The projects are at different stages: announcements and financing are not the same as permits, operating plants or verified commercial output.

SMM said modest growth and a lack of significant price fluctuations reflected stable domestic prices and international demand constrained by licensing. The ranges below are the review’s overseas assessments, not live quotes. FOB and CIF terms are retained as reported; the Rotterdam destination is specified where given.

Estonia and EU sanctions: a reported change still awaiting formal approval
SMM reported that, at Estonia’s request, EU ambassadors agreed on October 7 to remove a Russian company and an associated individual from the 22nd Russia sanctions package. The review said the supplier provided rare-earth materials considered strategically important to Estonia’s NPM Silmet. It also reported that the package still required formal Council approval at a ministerial meeting, so the ambassadors’ reported agreement should not be read as a completed legal change. SMM said Estonia planned to reconsider listing the company and individual next year and that NPM Silmet was seeking alternative sources.
Aclara and CAP: separation plans, pilot work and a commissioned demonstration plant
SMM reported that Aclara expanded the planned scope of Project Dynamo, its Louisiana separation facility, from praseodymium-neodymium (Pr-Nd), dysprosium and terbium to include yttrium, gadolinium and samarium. It also said Aclara’s Virginia Tech pilot plant added a solvent-extraction unit and doubled in scale and technical personnel.

Separately, Aclara and Chile’s CAP reportedly commissioned a Talcahuano demonstration plant that uses molten-salt electrolysis to turn neodymium-praseodymium oxide into metal and alloys. SMM gave capacity of up to 175 kg per day and purity of at least 99.5%. A second phase was described as planned to add dysprosium oxide and produce Pr-Nd-Dy alloy. The pilot and demonstration activities are distinct from the planned Louisiana separation facility and from industrial-scale output.
Niron, Honda, Moog and US financing: rare-earth-free magnets remain in development
SMM reported that Moog was testing Niron iron-nitride permanent magnets in electromechanical actuators and that the companies planned to showcase rare-earth-free actuator solutions at AUSA 2026. It also reported investment in Niron by Honda Xcelerator Ventures and a conditional commitment from the US Department of Defense’s Office of Strategic Capital for a direct loan of up to US$150 million over 20 years to support a plant in Sartell, Minnesota. These reports describe testing, investment and conditional financing; they do not establish that the plant is complete or that commercial-scale production has been demonstrated.

Ontario and Brazil: exploration results and a proposed resource update
SMM relayed Volta Metals’ drilling results from its Springer project in Ontario, including an intersection reported at 0.96% total rare-earth oxides (TREO) and 68.6 g/t gallium from 69 metres, as well as higher-grade intervals. It said the company was preparing a new resource estimate within the year. Those exploration results are not a proven reserve. In Brazil, Origen Resources reportedly completed geophysics, mapping and initial soil sampling at its Picos project.
Lynas and Meteoric: Caldeira enters the portfolio, but development steps remain
SMM reported that Lynas acquired Meteoric Resources in an all-stock transaction valued at A$968 million, adding Brazil’s Caldeira ionic-clay project to its portfolio. The review described Caldeira as the largest known JORC resource of its type outside China; that characterization is SMM’s. It also said installation permits and US$498 million in construction funding remained outstanding, so the project should not be treated as a producing source.

Vietnam and South Korea: a planned oxide-to-metal-to-magnet route
SMM described an emerging chain linking Lynas rare-earth oxides, planned samarium-metal production in Vietnam and magnet production in South Korea. It reported that LS Cable & System invested 150 billion won for a 100% stake in Korea Motion Works, with a permanent-magnet plant planned in Gumi, South Korea. LS Eco Energy reportedly invested 11.6 billion won in its Ho Chi Minh City subsidiary for a samarium-metal facility planned at 240 mt per year, with trial production planned for December. The review said the facility had stated potential to support 700–1,000 mt per year of samarium-cobalt magnets; that is potential downstream support, not reported magnet output.

SMM also reported that Lynas and LS Eco each subscribed to 30 billion won in convertible bonds. Together, the reported investments and planned facilities outline a possible regional supply route, but the December trial-production timing and planned capacities are not evidence that the facilities are already producing.

Indonesia and the United States: discussions, not a supply agreement
SMM reported that Indonesian Trade Minister Budi Santoso met the US Chamber of Commerce during the G20 Trade Ministers’ Meeting. Topics reportedly included downstream processing, value-added production, supplier development, rare-earth metals, renewable energy and a reciprocal trade agreement. The account describes discussions and stated openness, not a concluded rare-earth supply deal.

Price assessments and project announcements describe different parts of the market. The October 10 review reported little movement in the quoted overseas ranges, while the reported capacity developments ranged from exploration and pilot work to a commissioned demonstration facility, planned construction and trial production. That is evidence of efforts to build non-China links at several stages, not proof that an independent, fully operating alternative supply chain has been established.
