Open-Air vs. Enclosed Market Stalls: Which Works Better in a Hot, Rainy Climate?

A covered, open-sided or partly enclosed market often balances shade, rain protection and airflow. The best layout still depends on local weather, vendors, goods and site conditions.

For a permanent market in a hot, rainy climate, a covered, open-sided or partly enclosed layout is often the best place to start: it can shade stalls and shelter walkways while preserving airflow. A fully enclosed market may be the better fit where security, storage or the goods sold demand it, but its roof, openings and ventilation need to be designed for local heat and wind. There is no universal winner; the right choice depends on the site, seasons, vendors, budget and local requirements.

How the options compare

Consideration Open-air stalls Covered, open-sided or partly enclosed market Fully enclosed market
Sun and rain Exposed pitches offer little protection unless vendors add suitable shade and cover. Wind-driven rain can still reach stalls under a roof. A roof can shade stalls and protect walkways, while open sides help retain airflow. Roof edges and openings still need to be checked against local wind-driven rain. Walls and a roof can provide more complete shelter, but roof materials and solar gain affect indoor temperatures.
Airflow and heat Air moves freely, but sellers and customers are exposed to sun and weather; comfort changes with shade, wind and activity. Often a useful balance: airflow can pass through open sides, but depends on orientation and the placement of openings. Ventilation needs deliberate design. Natural ventilation, mechanical assistance or a mixed-mode approach may be appropriate depending on the building and conditions.
Goods and facilities Can suit periodic trading and simpler stall needs, but does not itself provide washing, drainage, cold storage or lockable space. Can accommodate varied vendor needs with fixed stalls or marked pitches, plus shared facilities planned for the products sold. Can support storage and controlled facilities, but enclosure alone does not provide food safety, suitable temperatures or cleanable work areas.
Security Goods and equipment may need to be removed or secured after trading. Lockable stalls or a secure store can be added without enclosing the entire market. May make lock-up and storage easier to provide, subject to the actual design and operating arrangements.
Cost and adaptability May suit temporary or periodic use, but cover, anchoring, drainage and compliance still require planning. Offers a permanent weather-protected option that can be adapted to vendor needs; construction and maintenance costs are site-specific. May provide greater weather separation and storage, with ventilation, lighting and other building needs to account for in project costs.

These are design trade-offs, not measured performance rankings. The Food and Agriculture Organization (FAO) advises planners to match facilities to what vendors need and can afford, while considering rainfall, temperature and wind. Its market-design guidance notes that permanent markets may be fully or partly enclosed, as well as open or mixed.

Why a roof does not guarantee a cool market

Shade and airflow work together. A roof can block direct sun, but a poorly ventilated or heat-absorbing enclosed space can still become uncomfortable. Conversely, open sides do not guarantee comfort if the layout blocks prevailing breezes or leaves stalls exposed to intense sun.

Evidence from different market types

A 2021 study of open-air malls in Bangkok surveyed 23 sites and simulated airflow and thermal comfort for six selected projects. Its abstract reports annual comfort hours of 34.7% to 80.8% for the representative-project assessment; the conclusion gives a separate seasonal comfort-hours range of 38.9% to 88.3% across assessed designs. These are different measures, not one combined range. Of five design factors examined, alignment of openings with prevailing winds was identified as the most influential. The findings concern the study’s Bangkok mall configurations, not all markets or climates. Read the Bangkok open-air mall study.

A 2007 Korean study surveyed 156 occupants of four enclosed arcade markets during summers in 2003, 2004 and 2006, alongside temperature and humidity measurements. At one market with roof transmittance of 0.7, the indoor temperature was measured at 4.3°C above outdoors. The authors also reported discomfort and goods spoiled or discoloured by solar radiation, and identified roof transmittance as an important design factor. That is a finding from one site, not a prediction for every enclosed market. Read the Korean arcade-market study.

A field study of two open-air haats in New Delhi examined summer thermal comfort in a humid subtropical region. It highlights the way air temperature, humidity, wind, solar radiation, spatial form and activity affect outdoor comfort. Its summer focus does not establish rainy-season or year-round performance. Choose the layout around the site and vendors

Start with weather and orientation

Assess the site’s seasonal wind directions, sun exposure, rainfall and wind-driven rain before fixing the building orientation or roof form. Put openings where they can admit prevailing breezes when conditions allow, and consider openings on opposing sides to support cross-ventilation. Their separation and the building geometry matter: poorly arranged openings may let air pass through one area without ventilating the stalls that need it. Confirm seasonal wind patterns and the proposed layout with local design professionals.

For a roofed market, consider roof material, shading and ventilation as one design problem. A translucent or high-transmission roof may admit strong solar radiation; an enclosed roof and walls may need a deliberate ventilation strategy to prevent heat build-up. There is no universal roof height or enclosure ratio that suits every market.

Match facilities to the goods sold

A produce seller, fish vendor and seller of higher-value goods do not necessarily need the same stall. Plan for washing, water supply, drainage, waste handling, cold storage and lockable space according to each activity. For food markets, arrange appropriate separation between activities and provide surfaces and facilities that can be cleaned and maintained.

WHO’s 2023 guidance for traditional food markets addresses cleanliness, avoiding contamination, keeping food safe, reducing animal contact and personal protection. These operating practices matter whether stalls are open, partly enclosed or inside a building; enclosure alone does not establish food safety. See WHO’s Five keys for safer traditional food markets.

Plan circulation, drainage and upkeep

Shoppers and vendors need workable routes through stalls, along with drainage suited to the site and market activities. A roof may keep rain off the main aisle yet concentrate runoff at its edges; plan where water will go and how the walking surface will remain usable. Include waste handling and cleaning access in the layout, not as afterthoughts.

Consult vendors about the space and facilities they use, can afford and need. FAO’s market-planning guidance treats user requirements, facility quality and market fees as linked considerations. A layout that costs more to build or maintain may also affect what vendors can afford to pay.

When each arrangement makes sense

Open-air pitches with temporary cover

These may suit periodic markets or vendors who need a flexible, lower-commitment setup. Portable shade or umbrella cover can help, but consumer canopies are not a substitute for structural design, safe anchoring, drainage planning or compliance with local wind and fire requirements.

Roofed, open-sided or partly enclosed markets

For many permanent markets where sun and rain protection matter, this is a strong starting option: the roof shelters trading areas and open sides can preserve airflow. It still needs to be tested against local wind, rain and sun conditions, with lockable storage or more sheltered areas added where vendors need them.

Fully enclosed or mixed-mode buildings

Enclosure can be appropriate where security, storage or goods require greater protection. It also raises the importance of managing heat and ventilation. Natural ventilation may be suitable in some conditions; other sites may need mechanical assistance or a mixed-mode approach.

A 2026 study of a retrofitted Hong Kong wet market reported a mean CO₂ concentration 216 ppm higher than in mixed-mode ventilation counterparts. Its simulations found enhanced ventilation lowered CO₂ by approximately 100–150 ppm, with a simulated energy penalty of 2–4% in hot climates and up to 27.5% in Stockholm. These results belong to the study’s retrofit and simulations, not to every enclosed market. Read the Hong Kong wet-market retrofit study.

What to settle before committing to construction

  1. Define the market’s use. List vendor types, trading hours, seasonal operation, goods, storage needs and food-handling activities.
  2. Assess the site. Review seasonal wind, sun, wind-driven rain, runoff, drainage and access conditions with local professionals.
  3. Compare layout options. Test open, roofed open-sided, partly enclosed and enclosed arrangements against comfort, protection, security, circulation and vendor requirements.
  4. Plan construction and operations together. Consider costs, maintenance, market fees, cleaning, waste, washing facilities and any mechanical ventilation the design may require.
  5. Check applicable rules and obtain technical design. Local building, fire, food and accessibility requirements vary. USDA’s Wholesale Markets and Facility Design program describes planning assistance for market concepts, site and layout, cost studies and design review, but does not provide engineering disciplines or stamped construction documents. Use appropriately qualified local professionals for project-specific technical design. See USDA’s Wholesale Markets and Facility Design information.
