There is no universal winner. In the Indian standards context, fly-ash-based Portland Pozzolana Cement (PPC) is explicitly listed for foundations and for many situations where Ordinary Portland Cement (OPC) is used, except when high early strength is a special requirement. The official material does not establish a blanket winner for slabs or masonry. Choose to match the governing standard, structural design, exposure conditions, specified cement type, and construction schedule.
What OPC and PPC mean
OPC is Ordinary Portland Cement. In the Indian standards context covered here, it is specified by IS 269:2015. BIS lists OPC grades 33, 43, 53, 43S, and 53S, and describes uses in general construction, including buildings, concrete pavements, flooring, and plastering. Those broad applications do not, by themselves, determine which cement a particular structural element should use.

PPC is Portland Pozzolana Cement: cement made with Portland cement and a pozzolanic constituent. It is not a single composition. IS 1489 (Part 1):2015 covers fly-ash-based PPC, while IS 1489 (Part 2) covers calcined-clay-based PPC. A product labelled PPC should therefore be checked against the applicable part and the project specification rather than treated as interchangeable with every other PPC.
That distinction matters when comparing products or reviewing a proposed substitution. “OPC versus PPC” is not a complete product description: the relevant standard, grade or product declaration, and PPC constituent type also matter. The evidence summarized here identifies the applicable standard categories and some listed uses; it does not supply test results for any individual bagged product. A label or broad category should not be used to infer performance beyond what the product documentation and project requirements establish.

Foundations
Fly-ash PPC is a standards-supported option for foundations: the BIS summary for IS 1489 (Part 1) lists foundations among its applications. It also lists hydraulic structures, mass concrete such as dams and bridge piers, marine structures, and other situations where OPC is used, except when high early strength is specially required.
This is not a universal recommendation for every foundation. The structural design, soil and groundwater exposure, concrete mix requirements, construction schedule, and project specification all matter. Confirm the specified cement type and applicable standard before ordering or placing concrete.
The practical reading of the BIS application list is that fly-ash PPC may be considered when the project design and specification permit it; the list does not override either. A foundation is not selected by name alone. The engineer’s design and the specified concrete requirements need to account for the project’s actual conditions, including the relevant soil or groundwater exposure. The standards summary does not provide a foundation-specific performance ranking or a formula for choosing between OPC and PPC.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesAsk a focused question before procurement: Which cement type and standard does this foundation specification call for? If it names a cement type, do not replace it simply because another type is commonly described as suitable for foundations. If a change is being considered, have the responsible designer or engineer review it and confirm that the product and mix still meet the project requirements. Where a special high-early-strength requirement applies, flag it explicitly; the fly-ash PPC summary names this as an exception to its general application language.
Slabs
The cited BIS summaries do not give a slab-specific OPC-versus-PPC comparison. They describe OPC as a general-construction cement and fly-ash PPC as suitable for many situations where OPC is used, subject to the high-early-strength exception. Neither point means every slab requires OPC or that any PPC product can be substituted without review.
Follow the slab design and specification, including any stated strength-age or construction-sequence requirements. If early strength is a special requirement, make that explicit to the designer or project engineer; do not infer the required cement solely from the fact that the element is a slab.

In other words, “slab” by itself does not answer the cement question. The evidence here does not say that one cement type is always preferable for a floor slab, nor does it provide a numerical comparison of strength development or time to reach a specified strength. Check what the project actually requires, when that performance is required, and whether the selected product complies with the named standard. If a proposed switch changes the cement type from the one specified, obtain approval rather than treating the two labels as automatically interchangeable.

OPC’s listing for general construction, flooring, and other uses is relevant background, but it is not an instruction to use OPC for every slab. Likewise, the statement that PPC is listed for many cases in which OPC is used does not prove that every PPC product is suitable for every slab. Those are broad application descriptions, not project-specific approvals.
Masonry and mortar
The official summaries covered here do not compare OPC and PPC specifically for masonry or establish which is preferable for mortar. Check the applicable local masonry specification and project requirements before selecting cement. Also distinguish general-purpose OPC or PPC from masonry cement, a separately listed category in the BIS compendium; the names are not interchangeable.
For masonry, first establish what the local specification requires for the particular work and whether it names cement for mortar or another category. The available summaries do not give a mix proportion, a mortar performance value, or a rule that PPC or OPC should be preferred. Avoid turning a broad general-construction description into a masonry recommendation that the source does not make.
If a supplier offers masonry cement, do not assume that this is merely another name for OPC or PPC. The BIS compendium treats masonry cement as a separate standard category. Match the material to the specified category and intended use, and ask the project designer or responsible professional if the specification is unclear.

| Type | Indian standard identified | What the cited BIS material states | Application detail relevant here |
|---|---|---|---|
| OPC | IS 269:2015 | Grades listed: 33, 43, 53, 43S, and 53S. Described for general construction. | Examples include building construction, concrete pavements, flooring, and plastering. The summary does not make OPC the preferred choice for every slab or masonry job. |
| Fly-ash-based PPC | IS 1489 (Part 1):2015 | Made by intergrinding or uniform blending; fly ash is specified at 15–35% by mass. | Applications include foundations and many situations where OPC is used, except when high early strength is a special requirement. |
| Calcined-clay-based PPC | IS 1489 (Part 2) | The compendium identifies a separate PPC standard part and a different permitted pozzolana range. | Listed applications include building construction, marine and coastal structures, mass concrete, foundations, highways, and infrastructure. |
The 15–35% figure is a composition range for fly-ash PPC under the cited standard, not a measure of strength, durability, curing time, or suitability for a particular job. The available summaries do not provide numerical OPC-versus-PPC comparisons for those performance measures, cost, or emissions.
The distinction between Parts 1 and 2 is another reason not to rely on the word “PPC” alone. The BIS material separately describes fly-ash-based and calcined-clay-based products. It gives a fly-ash range for Part 1, while identifying a different permitted pozzolana range for Part 2. The material summarized here does not give the Part 2 range, so no number should be inferred or supplied from the Part 1 figure.
Similarly, the OPC grades in the compendium are identifiers listed for that standard, not a direct comparison table against PPC. The evidence does not say that a particular OPC grade is equivalent to a PPC product or that one listed OPC grade should be selected for a specific foundation, slab, or masonry task. Use the grade and product designation required by the governing project documents.

- Check the governing specification. Identify the cement type and standard named in the drawings, concrete specification, or contract. Confirm which edition and amendments apply in your jurisdiction. If documents appear to conflict, ask the responsible project professional to clarify before placing an order.
- Confirm the exact product type. Establish whether the product is OPC, fly-ash PPC, or calcined-clay PPC, and check its declared standard compliance. “PPC” alone does not identify the pozzolana base. For a bagged product, check the product information rather than relying only on a generic seller description.
- Review strength timing and schedule. Ask whether the design or sequence makes high early strength a special requirement. The BIS fly-ash PPC application summary explicitly states that exception; it does not supply a universal strength-development comparison. Do not translate the exception into an unsupported number of days or a universal schedule rule.
- Match exposure and design requirements. Have the project designer or engineer account for the relevant soil, groundwater, marine, or other exposure conditions and the specified concrete performance. The broad application list is not a substitute for project-specific design. Foundation conditions and the requirements for a slab or other element should be assessed in the project context.
- Do not substitute on the basis of a general rule. If the specified cement is unavailable or a change is proposed, obtain approval from the responsible designer or engineer and confirm the revised product and mix meet the project requirements. Local availability does not itself establish technical suitability.
- Keep the decision traceable. When comparing offers, note the product type, applicable standard, and project requirement each offer is meant to satisfy. This is especially useful if one offer is OPC, another is PPC, or the PPC products use different pozzolana bases. Ask the supplier to clarify any product description that does not identify the relevant type or standard.
- Separate product choice from mix and execution questions. The standards-based application summary does not set a concrete mix for your work. Use the project’s mix and execution requirements, and refer questions about a change to the responsible designer or engineer rather than assuming the cement label resolves them.
OPC vs. PPC: a practical comparison without unsupported rankings
The available evidence supports a comparison of standards and listed applications, not a performance scoreboard. For OPC, the cited BIS material identifies IS 269:2015, several grades, and general-construction uses. For fly-ash PPC, it identifies IS 1489 (Part 1):2015, the 15–35% fly-ash-by-mass range, and listed applications that include foundations and many situations where OPC is used, except when high early strength is a special requirement. Calcined-clay PPC is a distinct category under IS 1489 (Part 2).
Those points help answer what to verify, but they do not tell you which cement is stronger at a particular age, how long a particular mix must be cured, which option produces less heat in a specific pour, or which product is more durable under a given exposure. No attributable comparative values for those questions appear in the reviewed material. A product-specific claim would require relevant evidence for that product, mix, and test conditions.
The same restraint applies to price and environmental claims. The reviewed sources do not establish that PPC is always cheaper or that either type is universally more sustainable. For cost, compare local supplier quotes for products that actually comply with the project specification; do not treat an unverified market generalization as a standard-based conclusion. For sustainability, seek project- or product-specific evidence rather than inferring a result solely from the cement category or the fly-ash percentage.

Buying checks: what to confirm before ordering
Start with the project documents, not with a search result or a broad claim about which cement is “best.” Confirm the specified cement type and standard, whether a particular PPC part or OPC grade is required, and whether the specification permits a proposed alternative. If a bagged product is being considered, confirm its product designation and declared compliance against that requirement.

Next, make sure the product type is described clearly. A listing that says only “PPC cement” may not establish whether it is fly-ash-based or calcined-clay-based. The standards context here distinguishes the two. Ask the supplier for clarification where the description is incomplete, and check that the offered product matches the project documents.
Finally, check local availability and current price directly with suppliers. No particular brand, listing, regional stock, current price, or affiliate terms were verified for this article. An online listing or quoted price is not evidence that a product is approved for the job. If no product matching the specification is available, refer the issue to the project’s responsible designer or engineer before changing the cement or mix.
What the available evidence does not establish
The cited official material is standards and application guidance, not comparative product testing or structural engineering advice. It does not establish that PPC always develops greater long-term strength or durability, that OPC always performs better in slabs, or that either type is universally cheaper or more sustainable. It also does not provide a numerical comparison of strength development, curing time, heat, durability, price, or emissions. Those claims require evidence specific to the product, mix, test conditions, and project.
It also does not supply a universal foundation, slab, or masonry mix design; identify a single product suitable for every exposure; or give a blanket substitution approval. Nor does it specify a particular curing duration or a universal early-strength threshold. Readers should not infer such details from the cement type or the 15–35% fly-ash composition range. Those questions belong to the governing specification, product documentation, and project design.

Frequently Asked Questions
Is PPC cement suitable for foundations?
Fly-ash-based PPC is listed by BIS for foundations under IS 1489 (Part 1). That makes it a standards-supported option, not an automatic choice for every foundation. Follow the structural design, exposure requirements, project specification, and schedule; the summary identifies a special high-early-strength requirement as an exception.
Should I use OPC or PPC for a slab?
The reviewed BIS summaries do not establish a slab-specific winner. Check the slab specification and any required strength timing or construction-sequence needs. Do not assume that every slab requires OPC, or that any PPC product can be substituted without approval.
Which cement is better for masonry or mortar?
The reviewed material does not compare OPC and PPC specifically for masonry or mortar. Check the applicable local masonry specification and project requirements. Also note that masonry cement is a separately listed category in the BIS compendium, not another name for OPC or PPC.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Are all PPC cements the same?
No. BIS identifies fly-ash-based PPC under IS 1489 (Part 1):2015 and calcined-clay-based PPC under IS 1489 (Part 2). Check the product type and applicable standard; the source gives a 15–35% by-mass fly-ash range for Part 1, not a composition figure for every PPC product.
Is PPC always cheaper or more durable than OPC?
The reviewed standards material does not provide comparative price or durability figures and does not establish that PPC is always cheaper or more durable. Compare compliant local products and use project- and product-specific evidence for those questions.
Can I substitute PPC for OPC, or OPC for PPC?
Do not substitute solely on the basis of a general rule or a product label. Check the governing specification and obtain approval from the responsible designer or engineer for a proposed change; confirm the revised product and mix meet the project requirements.
The Bottom Line
Bottom line: BIS lists fly-ash PPC for foundations and for many applications where OPC is used, except where high early strength is a special requirement. That is not a universal ranking, and the reviewed evidence does not name a winner for slabs or masonry. Check the exact cement type and standard, then follow the project’s design, exposure requirements, schedule, and specification. Do not infer performance, price, curing time, or sustainability from the cement label alone.
