The announcement does not say how deliveries will be scheduled or quantify any emissions or resource savings.
What the agreement covers
The MoU is between Jindal Steel Oman and Oman Cement Company. Times of Oman reported the agreement on October 12, 2026, saying it was signed by Jiang Tao, Oman Cement’s acting CEO, and Harssha Shetty, Jindal Steel Oman’s CEO. The reported quantity is approximately 1 million tonnes over the three-year term; no annual delivery schedule is disclosed, and the report does not establish whether the total is a binding purchase commitment, forecast or ceiling. How steel slag is intended to be used
Steel slag is a by-product of steel manufacturing. Under the stated plan, Oman Cement would use it as an alternative raw material in clinker manufacturing. Clinker is an intermediate material produced in cement making; the agreement concerns this production input, not finished retail cement.
The companies present the arrangement as industrial symbiosis: a by-product from steelmaking is directed toward use in another industrial process. They say the goal is to conserve natural resources, reduce reliance on virgin raw materials, make productive use of industrial by-products and support lower-carbon cement production. Why the deal matters for construction
The agreement points to a possible alternative source of raw material for clinker production in Oman. If implemented as intended, using a steelmaking by-product could help reduce reliance on some virgin inputs and put industrial residue to productive use. For construction buyers, however, the announcement does not establish changes to cement availability, product specifications, prices, embodied-carbon figures or project requirements. Those effects cannot be inferred from the reported quantity alone.
