Odisha’s Orissa Bridge and Construction Corporation Ltd (OBCC) has issued a fresh state-side tender for the long-delayed Panposh–Kalunga Road Over Bridge (ROB) at Kalunga yard, replacing level crossing No. 215. The latest corrigendum sets bid submission for 26 October 2026 at 5:00 PM and bid opening for 27 October 2026 at 11:30 AM.
The notice is for the state package only. It expressly excludes work belonging to the railway portion, so completion will still depend on coordination between separate railway and state contracts.

The official title describes the work as construction of a two-lane ROB with the specified carriageway, spans and LHS “in lieu of LC No. 215” between Panposh and Kalunga stations. Although the span configuration appears in the description, the tender makes clear that construction belonging to the railway package is not included in this state-side contract.

Why the project is described as stalled
South Eastern Railway’s progress table, current to September 2023, listed the Kalunga Yard ROB in lieu of level crossing No. 215 at an anticipated cost of ₹25.28 crore. That record showed only 15% physical progress, stated that the railway-portion contract had been awarded on 9 May 2022, and noted that a State Government tender had been initiated.
Those figures document a delayed or stalled position as of September 2023. They do not establish what happened between that report and the 2026 notice. The fresh OBCC tender is current evidence that the state-side package is being pursued again, but the available records do not provide a later completion percentage, a revised total project cost or a confirmed construction-start date.

State package versus railway package
The most important qualification for bidders and local observers is the division of responsibility. The new notice seeks the state-side works and associated bridge approach package; it does not procure the railway-portion construction itself.

This split means the state contract alone cannot demonstrate that the entire overbridge will open to traffic. Railway approvals, railway-side construction and interface work must align with the OBCC package. The tender documents, as summarized in the notice, do not provide a new integrated completion milestone for both packages.

What contractors should verify before bidding
- Use the latest corrigendum. Confirm that the electronic submission is completed before 5:00 PM on 26 October 2026 and that all changed forms or schedules have replaced earlier versions.
- Check package limits. Price only the state-side turnkey obligations. Do not assume that railway-portion construction is payable under this contract simply because the railway spans appear in the work description.
- Prepare the earnest money. The fixed EMD is ₹44,00,000; bidders should follow the tender’s prescribed instrument, format and upload rules.
- Test eligibility and validity requirements. The bid remains valid for 120 days, while the successful contractor’s stated execution period is 730 days.
- Review interfaces at the yard. The work sits between Panposh and Kalunga stations at railway km 425/33.5, so staging, access, safety and coordination assumptions should be checked against the complete tender set.
What is known—and not yet known
The notice establishes a live procurement route, defined engineering dimensions, a bid deadline and a contract duration. It does not yet establish the successful bidder, the accepted contract value, a notice-to-proceed date or the date when the full ROB will be operational. Those milestones will require subsequent award and progress disclosures.
