Announced by Busan Metropolitan City, UN-Habitat and OCEANIX, its design calls for three connected platforms in Busan’s North Port, planned for living, research and lodging. OCEANIX describes strategies intended to help the district rise with sea levels and resist wind, but the published material does not provide a hurricane rating or independent performance evidence.
What is OCEANIX Busan?
OCEANIX Busan is a design for a floating community in Busan, South Korea. UN-Habitat reported on 18 November 2021 that Busan, UN-Habitat and OCEANIX had signed an agreement to pursue a floating-city prototype. The design was publicly unveiled in April 2022. These milestones establish an agreement and a published proposal; they do not establish that construction was completed.
The concept is presented as a response to coastal risks, with infrastructure intended to rise with sea levels while combining energy, water, food production and resource-recovery systems. UN-Habitat described the 2021 initiative as a way to explore climate adaptation and nature-based solutions. UN-Habitat’s announcement records that original intent.
What does the proposed district include?
OCEANIX describes three connected platforms in North Port, covering 6.3 hectares (15.5 acres) in total and intended for a community of 12,000 residents and visitors. Those are design figures from the company’s undated project media page, not verified occupancy or completed-area measurements. Link-span bridges are shown connecting the platforms to the port, with a sheltered lagoon between them.

How are the floating-city systems supposed to work?
OCEANIX’s concept integrates several urban systems into the platforms. The company’s project media page describes design intentions including:

These are features and goals described for the design. The published pages do not report measured system output, operating results or environmental impact.
Can OCEANIX Busan withstand hurricanes?
The available official descriptions do not establish that the proposal is hurricane-proof or provide a specific hurricane rating. OCEANIX says low-rise buildings would be distributed to balance weight, and that a five-level datum would create a low center of gravity intended to resist wind. That is a stated design rationale, not proof of performance under a defined storm.

The reviewed project pages do not publish a hurricane category, design wind speed, wave or storm-surge threshold, code certification or independent test result. Without those criteria and validation, “hurricane-ready” should be understood as a description of the resilience ambition—not as a verified engineering capability.
Is the floating city real, and where will it be built?
It is real as a named project and published design, but the cited official sources do not confirm a completed build, occupancy or a current construction schedule. The proposal places the platforms in Busan’s North Port. A confirmed construction or completion date is not established in the sources cited here.

UN-Habitat’s 18 November 2021 announcement documented the partners’ agreement, while Busan Metropolitan City published a related announcement on 25 November 2021. The latter is available as “MoU Signing Ceremony on Historic Initiative to Create Sustainable Floating Cities.” Neither announcement, nor OCEANIX’s design pages, is evidence that the prototype has been delivered.

Those are essential questions for evaluating any coastal-adaptation proposal; the cited project material does not answer them with comparative results or verified outcomes.
