Nuevo León ranked first among Mexico’s states for private-sector construction production in July 2026, recording MXN 5,631.8 million. Jalisco followed with MXN 3,012.6 million, putting Nuevo León approximately 87% ahead for that month. The figures come from INEGI’s Encuesta Nacional de Empresas Constructoras (ENEC), as reported by the Government of Nuevo León.
How far ahead is Nuevo León?
The July 2026 comparison measures the value of private construction production during one month, rather than annual investment or the total value of projects under development.

| State | Private construction production, July 2026 |
|---|---|
| Nuevo León | MXN 5,631.8 million |
| Jalisco | MXN 3,012.6 million |
| Sonora | MXN 2,730.8 million |
| Mexico City | MXN 2,181.2 million |
| Baja California | MXN 2,088.5 million |
Nuevo León’s output was MXN 2,619.2 million higher than Jalisco’s, equivalent to an approximately 87% lead over the second-place state. Because ENEC reports production for the reference month, the ranking can change as project schedules, weather, financing and contract timing change.

Private construction production covers work carried out by private-sector construction companies during the month. In Nuevo León, the state describes the broader ecosystem as including industrial infrastructure, vertical and other real-estate developments, commercial spaces, specialized contractors, material suppliers and construction-related services.
#1 Best Overall
Industrial and manufacturing facilities
Factories, expansions and supporting infrastructure are central to the state’s construction demand. Manufacturing represented 38% of the investment mix reported by Nuevo León for projects announced or completed from October 2024 through June 2025.
Automotive, logistics and supplier projects
Automotive projects accounted for 16% of that reported investment mix, while logistics represented 7%. These projects can generate work beyond the main building contract, including roads, utilities, warehouses, equipment installation and specialized engineering.
Vertical, commercial and service developments
Apartment towers, offices, retail space and service facilities form another part of the pipeline, particularly around Monterrey’s expanding employment centers. Services represented 7% of the state’s reported project mix, and appliances represented 5%.

Is nearshoring driving construction?
Nearshoring is a significant part of the investment story, although the July ranking itself does not identify how much production came specifically from nearshoring projects. Nuevo León reported 103 investment projects worth USD 33.2 billion between October 2024 and June 2025, associated with more than 44,000 jobs. The state links this pipeline to manufacturing, automotive, logistics, services and appliances—sectors that typically require new plants, distribution capacity, worker facilities and supplier networks.
Secretary of Economy Betsabé Rocha said that being first nationally in private construction reflects confidence in the state and continuing demand for infrastructure. She also noted that each project creates opportunities for construction companies, suppliers and service providers, not only for the project owner.
What the regional data says
Banco de México reported that construction spending increased in Mexico’s northern region in the third quarter of 2024, using seasonally adjusted ENEC data from INEGI. That regional trend is consistent with strong northern construction momentum, but it does not independently establish Nuevo León’s July 2026 first-place ranking. The state-level ranking and the regional trend measure different periods and geographic groupings.

How the figures relate to foreign investment
Foreign direct investment (FDI) is a different measure from monthly construction production and from announced project value. Data México reports USD 23.5 billion in cumulative construction-sector FDI for Mexico from January 1999 through September 2024; Nuevo León historically received USD 2.1 billion of that amount. These figures should not be added to the state’s USD 33.2 billion project announcement total or to July’s MXN 5,631.8 million production figure. They cover different concepts, currencies and time periods.
Why Nuevo León is attracting construction activity
- Industrial concentration: A deep manufacturing base supports recurring plant expansions and supplier projects.
- Automotive and appliance clusters: These sectors create demand for specialized facilities and production infrastructure.
- Logistics position: Distribution and cross-border supply chains require warehouses, yards and transport connections.
- Supplier depth: Established contractors, materials companies and technical service providers can support large developments.
- Employment growth: The reported 44,000-plus jobs associated with recent projects add demand for housing, retail and public-serving facilities.
These factors help explain the scale of activity, but the July ENEC result alone cannot prove that any single factor caused the ranking.

Investors and construction companies should use more than one indicator when evaluating locations:
- Private construction-production value: Compare the same ENEC month or a consistent annual series.
- Project pipeline: Check the status, sector and construction timetable of industrial and real-estate projects.
- Manufacturing and logistics concentration: Assess the customer base likely to generate follow-on work.
- Labor and supplier capacity: Examine availability of skilled trades, engineers, materials and specialized subcontractors.
- Infrastructure capacity: Review electricity, water, transport, border connectivity and permitting constraints.
The July 2026 data directly support only the first comparison: Nuevo León produced more private construction value than every other Mexican state in that month. The other criteria require project-level and market-specific analysis.
What the ranking does not tell you
- It is not a measure of total annual construction investment.
- It does not show whether projects are profitable for contractors or developers.
- It does not measure housing affordability or construction quality.
- It does not reveal the share financed by foreign companies.
- It does not guarantee that the same state will lead in another month.
For now, the clearest conclusion is specific: Nuevo León was Mexico’s leading state for private construction production in July 2026, with MXN 5,631.8 million, while a substantial industrial investment pipeline provides broader context for the result.
