The distinction matters: a promise to consult is not the same as a completed consultation, and reporting that consultation is expected does not establish whether its scope or adequacy meets applicable requirements.
Water risks are concerns for assessment, not settled findings
Khandu was reported as saying SUMP should not be viewed only as a hydropower project. Coverage attributes to him concerns about water-related risks, managing flows, diversion and sudden upstream releases, along with the need for long-term measures to address recurring floods in the Siang belt.

These are concerns he said should be examined by experts. The reports do not establish that the project would cause any particular impact, nor do they provide an independent risk assessment or findings from a technical study.
Why transparency around the PFR is also being questioned
In a September 30, 2026 report, UNI said the Arunachal Pradesh Congress Committee (APCC) called for greater transparency and meaningful consultation around the PFR exercise. It sought public access to the PFR terms, methodology, technical assessments and possible project footprint.

The APCC also asked whether completing the PFR could create legal, financial or administrative pressure to proceed. That is a reported political concern, not a legal conclusion; the cited report does not resolve the question.
