A new-construction apartment is usually the safer bet when you value predictable systems, modern accessibility, current energy design and a warranty or documented defect process. An older apartment may be the better choice when its established location, larger rooms, character or lower advertised rent outweighs the risk of higher utilities, repairs or outdated services.
The reliable decision is building-specific. Compare the actual unit’s energy evidence, utility history, condition, fees, commute, noise, management response and lease terms. Treat the construction label as a starting point, not a verdict.

Start with the costs you will actually pay
Rent is only one line in an apartment budget. A newer building can advertise a higher monthly rent while an older unit can cost more after heating, cooling, parking, amenity, internet and transport charges are included. Conversely, a modern building with expensive parking, bundled amenities or poorly managed systems can erase the expected efficiency advantage.
| Cost category | What to compare | Questions that expose the real cost |
|---|---|---|
| Base rent | Advertised rent, renewal formula and lease length | Is the price promotional for the first term? How is renewal calculated? |
| Utilities | Heating, cooling, hot water, electricity, gas and water charges | Which utilities are included? Can the landlord provide recent bills for this unit or a comparable one? |
| Building and amenity fees | Parking, storage, gym, concierge, package service, amenity or technology fees | Are fees mandatory, variable or refundable? Are advertised facilities open and included? |
| Transport | Daily commuting cost and time | Does a cheaper apartment add enough travel cost to cancel the rent saving? |
| Repair-related exposure | Appliance failures, drafts, leaks, pests and disruption | Who pays, how are repairs logged and what response time is typical? |
| Move-in and move-out | Deposits, connection charges, cleaning and reinstatement obligations | Are there charges for elevator booking, repainting or mandatory cleaning? |
No authoritative, current cross-market statistic establishes a universal rent premium for new construction. Local supply, neighborhood, financing and building quality matter more than age alone. Build a 12-month estimate from documented figures rather than assuming “new” means cheap or “old” means expensive.

What “new construction” and “older apartment” really tell you
New construction is a proxy for systems and regulation
A recently completed building was designed under a newer code and may have current insulation, glazing, mechanical equipment, electrical capacity, lifts and accessibility features. It may also carry a builder warranty or a formal defects process. Those are useful advantages, but they are not proof of quiet rooms, careful workmanship or responsive management. Construction defects, commissioning errors, ventilation problems and delayed warranty work can occur in a brand-new building.
Older construction is a wide range of conditions
An older apartment may have been comprehensively renovated, lightly maintained or left with original plumbing, wiring, windows and heating. Its age can bring larger rooms, mature landscaping, established services and a proven neighborhood, but the same building may have solid walls, single glazing, damp or obsolete equipment. Ask when each major component was installed and serviced; the building’s effective condition matters more than its completion date.
Compare the unit and the common parts
Two apartments in the same development can perform differently because of orientation, floor level, exposure to wind, position over a garage, window condition or a neighboring noise source. Inspect corridors, plant rooms where access is allowed, refuse areas, lifts, parking and the route to the entrance. A well-kept older block can outperform a poorly managed new one in day-to-day livability.
Energy performance: use evidence, not a construction label
How an EPC-style rating works
The England and Wales EPC guide defines an EPC as an energy-efficiency rating “related to running costs” based on the building’s performance potential: its fabric and services such as heating, insulation, ventilation and fuels. Ratings run from A to G; a better rating generally indicates lower fuel bills. The same guidance says new buildings complying with current Building Regulations will typically achieve a C or B rating. An EPC does not assess whether services are safe or confirm that installed systems are fit for purpose.
Use the certificate to identify the assumptions behind the rating, then verify the lived experience. A high score can coexist with high bills if occupants heat more rooms, use cooling heavily, keep windows open because of poor ventilation or face unusually high energy prices.

Specific features that change winter and summer bills
- Insulation: Check roof, wall and floor construction, especially over an unheated garage or under a roof.
- Glazing: Double or triple glazing, frame condition and draught seals affect heat loss and outside noise. Single glazing is a warning sign in many climates.
- Heating and cooling: Record the system type, installation date, service history, controls and whether the apartment has individual or communal equipment.
- Orientation and shading: Solar gain can reduce winter heating but increase summer cooling demand. External shading and operable windows matter.
- Ventilation: Extract fans or mechanical ventilation must actually move air. Condensation, stale smells and mould indicate a problem even when a certificate looks good.
- Hot water: Ask how quickly hot water recovers and whether charges are metered individually or allocated by a building formula.
Design ratings are not the same as real use
Australian government-backed apartment guidance distinguishes design ratings for new homes from as-built or actual-use ratings for existing homes and common property. A design score describes expected performance under specified assumptions; it does not guarantee the bills a particular household will receive. The same guidance says higher home-energy ratings generally mean greater efficiency, comfort and lower energy bills, and that apartments approved under adopted 2023 National Construction Code requirements must achieve at least six stars out of ten. Confirm which rating you are being shown and whether it applies to the apartment, common areas or both.
Ask for measured figures
Request the current energy certificate or local equivalent, recent utility figures and the list of included utilities. Bills for the exact apartment are best; if unavailable, ask for a comparable unit with similar orientation and occupancy. Treat missing evidence as a cost because you cannot price the risk confidently.
Maintenance and defects: newer usually means less age-related uncertainty, not zero problems
Where an older apartment needs closer scrutiny
Inspect the age and service history of the roof, plumbing, electrical systems, lifts, façade, heating and cooling, appliances and windows. Ask about recurring leaks, boiler or heat-pump replacements, lift outages, façade work, pest treatment and planned assessments. A landlord who cannot explain how repairs are recorded or who pays for common-part work may create more disruption than the apartment’s rent saving is worth.
What to check in a new building
Ask whether the unit is still within a builder or developer warranty, which items are covered, how defects are logged and the expected response time. Request records of outstanding snagging, water ingress investigations, fire-door or alarm inspections and plant commissioning where those records are available. Look for cracked sealant, uneven floors, sticking doors, condensation on new windows, inconsistent water temperature and ventilation that is noisy or ineffective. “New” can mean the first occupants are discovering defects.
Separate landlord repairs from resident maintenance
Read the lease for filters, batteries, appliance cleaning, garden or balcony duties and reporting deadlines. Confirm that emergency issues such as a loss of heat, active leak or failed lock have a distinct contact route. A modern system that nobody services is not an advantage; a reliable older system with documented maintenance may be the lower-risk choice.

Health and safety: age changes the checks, not the need to check
Damp, mould and ventilation
At the viewing, look behind curtains and furniture, around window reveals, in cupboards on external walls and under sinks. Note stains, peeling finishes, musty smells, condensation, mould and cold surfaces. Run extractor fans and ask where they discharge. Check that bathroom and kitchen ventilation operates without excessive noise and that windows can be opened where the design relies on natural ventilation.
Alarms, escape and electrical condition
Test smoke and carbon-monoxide alarms where the landlord permits it, and ask when they were last checked. Confirm that locks work, exit routes are unobstructed and common doors close properly. Look for damaged sockets, overloaded extension leads, scorch marks and exposed wiring. An energy certificate is not a safety inspection; the England and Wales guidance expressly cautions that an EPC does not confirm that installed systems are safe or fit for purpose.
Lead disclosures in US pre-1978 housing
Most US rental housing built before 1978 is covered by federal lead-disclosure requirements before a lease is signed. The landlord or seller must provide known information, available records and a lead-warning statement. The US Environmental Protection Agency reports that 87% of homes built before 1940 have some lead-based paint and 24% of homes built between 1960 and 1978 have some lead-based paint; the consumer page does not state the year of those figures. Treat them as national historical estimates, not a prediction about a particular apartment. Obtain the disclosure and records before signing, and ask how any painted surfaces will be maintained.
New Zealand rental standards
New Zealand Tenancy Services sets minimum rental standards covering heating, insulation, ventilation, moisture ingress, drainage and draught stopping. Ceiling and underfloor insulation has been compulsory in all rental homes since 1 July 2019. Compliance with a minimum standard does not tell you whether a particular room is comfortable, dry or quiet, so inspect the apartment and ask for compliance information when relevant.
Location and livability can outweigh construction age
Commute and neighborhood services
A mature neighborhood may provide shorter trips to work, schools, healthcare, groceries and transit. Calculate the annual cost of the extra travel from a cheaper or newer development, including fares, fuel, parking and time. A central older apartment can be better value than a remote new building even if its rent is higher.

Room dimensions, storage and daylight
Measure rooms rather than relying on marketing descriptions. Compare usable wall space, built-in storage, ceiling height, balcony usability, natural light and furniture layout. New apartments often use compact plans and shared amenity spaces; older apartments may offer larger rooms but less storage, fewer outlets or awkward heating controls.
Noise and construction activity
Visit at more than one time of day if possible. Listen for traffic, lifts, plant equipment, neighbors and delivery areas. In a new development, ask what phases remain to be built and where future construction will occur. In an older building, check whether thin partitions, single glazing or a busy commercial use below affects sleep and work.
Lease and management terms deserve the same scrutiny as the apartment
Fees and what is included
Get a written schedule of rent, utilities, parking, storage, amenity, internet, package and service fees. Clarify whether charges are fixed, metered, allocated by a formula or subject to change. Confirm that the gym, roof terrace, coworking room, laundry, lift and parking advertised in the listing are open, usable and included for your unit.
Repairs, inspections and renewals
Ask how to log routine and emergency repairs, who attends outside office hours, the typical response time and whether you can see the status of a request. Review inspection rights, notice periods, renewal policy, rent increases, subletting rules, pet terms and move-out standards. A building with excellent equipment but slow management can be less comfortable than an older building with a dependable local manager.

How to decide between the two apartments
Choose new construction when these conditions are met
- The verified energy and comfort performance justifies the rent premium after utilities and mandatory fees.
- Accessibility, lift reliability, layout or modern controls solve a genuine daily need.
- The warranty or defect process is written, funded and backed by responsive management.
- Inspection shows acceptable noise, ventilation, water pressure and workmanship.
- The location and remaining construction activity fit your commute and schedule.
Choose an older apartment when these conditions are met
- Its location, room sizes, daylight, storage or character materially improve your life.
- Utility evidence and inspection do not reveal an unaffordable heating or cooling burden.
- Windows, insulation, heating, plumbing, wiring and alarms are in documented condition.
- The landlord has a clear repair process and a record of completing major work.
- The rent advantage remains after realistic utility, transport, parking and maintenance-related costs.
When the evidence is incomplete
Do not convert uncertainty into optimism. Ask for the missing certificate, bill, service record or disclosure; inspect another unit with the same exposure; negotiate a shorter or more flexible commitment; or continue searching. Missing information is itself a financial risk because you may be accepting unknown bills, disruption or safety work.
Common mistakes renters make
- Assuming new means efficient: A design rating and a new finish do not prove low actual bills or effective ventilation.
- Assuming old means unsafe: Renovated, well-maintained older buildings can be sound, while new buildings can have defects.
- Comparing headline rent only: Add utilities, parking, amenity, internet and transport for a 12-month view.
- Ignoring common areas: Lift, façade, roof, plant and corridor problems can disrupt you even when the apartment looks good.
- Accepting verbal assurances: Put repairs, fees, included amenities and completion dates in writing.
- Skipping local rules: Disclosure and minimum-standard requirements differ by jurisdiction; confirm the rules that apply where you will sign.
A practical scoring method
Create a side-by-side worksheet for each candidate and score only evidence you can verify. Use a five-point scale for each category, then write the document or observation supporting the score.
| Category | Evidence to record | Why it matters |
|---|---|---|
| Total cost | Rent, utilities, fees, parking and transport for 12 months | Reveals whether the advertised rent reflects your actual budget. |
| Energy and comfort | Rating, bills, insulation, glazing, controls, ventilation and orientation | Links design claims to likely comfort and running costs. |
| Maintenance | Service records, defect list, warranty and response process | Measures disruption risk rather than simply counting years. |
| Health and safety | Damp, mould, alarms, egress, electrical condition and required disclosures | Identifies hazards and legal documentation gaps. |
| Livability | Commute, noise, daylight, storage, room dimensions and construction activity | Captures daily quality that a rating certificate cannot. |
| Lease and management | Fees, renewal, inspections, repair contacts and building rules | Shows how predictable your tenancy will be. |
Give extra weight to categories that affect your circumstances. Someone working from home may prioritize noise and internet over a modest efficiency difference; someone with mobility needs may prioritize step-free access and lift reliability; someone on a tight budget may reject any apartment whose utility history is unavailable.

Pick the apartment with the strongest verified combination of total cost, comfort, safety, location and management—not the one with the newest completion date. New construction earns its premium when current energy performance, accessibility, warranty support and responsive management are documented. An older apartment wins when its established location, space or character comes with acceptable utility evidence, sound systems and a landlord who fixes problems promptly. If the evidence is missing, keep comparing rather than paying for an assumption.
