Net Metering Is Growing Rapidly—but Are Power Bills Falling?

Pakistan’s net-metered capacity and customer count rose sharply in FY25. Those figures show adoption—not how much households saved on electricity bills.

Net metering adoption has surged in Pakistan, but the available figures do not show that household power bills have fallen by a particular amount. They count systems, customers and capacity—not savings. Whether solar lowers your bill depends on the rules where you live, especially how your utility values electricity you export and what it charges for electricity you import.

What net metering does

Net metering is a billing arrangement for customers who generate electricity on-site, commonly with rooftop solar. When a system produces more than the property uses at a given time, electricity may flow to the grid; when it produces less, the property draws electricity from the grid. The bill depends on how the local rules account for those imports and exports. The U.S. Energy Information Administration’s Form EIA-861M dataset tracks net-metering installations and capacity by technology, state and sector, and includes energy sold back to the grid where reported: EIA Form EIA-861M detailed data.

What the reported rise in Pakistan shows

Renewables First’s 2025 Market Diagnostic Study: Solar Financing Landscape for Retail and SME Segments in Pakistan, reproducing NEPRA data, reports that net-metered installed capacity rose from 2.5 GW in FY24 to 6.1 GW in FY25. The reported customer count increased from 158,000 to 358,000 over the same fiscal years. These are measures of adoption and installed capacity; they do not measure household bill reductions. Why growth alone cannot prove bills fell

More customers generating solar power does not establish how much any particular customer saved. A bill outcome depends on the amount and timing of electricity a system generates and uses, the credit applied to exported power, charges that remain payable, and the applicable billing and settlement rules. The available Pakistan figures report growth in customers and capacity, not a verified, representative reduction in household bills attributable to that growth.

IEEFA’s April 2025 briefing discusses proposed net-metering reforms and their potential tariff and grid effects amid Pakistan’s rapid solar uptake. Those arguments and estimates are policy analysis, not evidence that every solar customer has already received a particular bill reduction. Why the export credit matters

Do not assume that a unit exported to the grid cancels a unit imported from it at the same value. Jurisdictions can set different rules for imports, exports, fixed charges, and unused credits. The U.S. NC Clean Energy Technology Center’s Q3 2025 state policy tracker documents ongoing state-level action on net metering and net billing; it illustrates variation in policy, but does not establish the rules for Pakistan or another reader’s utility. Before estimating savings, check the current regulator or utility tariff for the location where the system will be connected. Confirm these points:

  • How exported electricity is credited, and whether that rate differs from the price charged for imported electricity.
  • Which fixed, minimum, or other charges remain payable even when the system exports power.
  • Whether unused credits roll over, expire, or are settled under separate rules.
  • System-size limits, application and interconnection requirements, and any policy transition date that applies to new or existing systems.

Why an overseas bill estimate may not apply

A November 2025 Energy Economics study by Masciandaro, Mulder and Kesina modeled the Dutch residential net-metering scheme using 2021 data. Its abstract reports average bill differences of 74% lower for households with photovoltaic systems and 14% higher for households without them. Those are modeled results for that scheme and dataset—not measured savings that can be applied to Pakistan, another country, or an individual household. How to assess a local bill claim

  1. Identify the place and customer group. A claim should specify the country, utility or tariff area, and whether it concerns households, businesses, or another group.
  2. Check the period and measure. Distinguish a measured bill change over a stated period from a projection, a modeled result, or growth in installations and capacity.
  3. Read the applicable tariff. Compare import charges with export credits, then account for fixed charges and credit settlement rules.
  4. Ask what the comparison controls for. A credible savings figure should explain which customers are included and how it separates net-metering effects from changes in usage, rates, or other factors.

For a planned rooftop system, the bill estimate should use the utility’s current written terms and a system design appropriate to the property. Approval, compatible inverter and meter requirements, and local installation rules matter; net metering itself does not establish that a particular system will qualify.
