Narendra Modi’s “100 smart cities” pledge did not mean building 100 new cities from scratch. The Smart Cities Mission, launched on June 25, 2015, selected 100 existing cities for a mix of targeted construction, infrastructure upgrades and citywide technology projects. As of March 1, 2026, the Union government reported 7,784 of 8,064 projects completed. That is substantial project delivery, but it is not proof that all 100 cities were transformed or that residents everywhere experienced better services.
What was the 100 Smart Cities promise?
The formal program was the Smart Cities Mission, a centrally sponsored urban-improvement scheme—not a plan to create 100 settlements on undeveloped land. Cities were selected competitively and asked to submit proposals for improvements suited to local priorities. A selected city was eligible to carry out a portfolio of projects; selection did not certify that the whole city was already smart or guarantee that every proposal would be completed.
The mission’s stated ambitions went well beyond digital technology: adequate water, reliable electricity, sanitation and waste management, public transport and mobility, affordable housing, IT connectivity, e-governance, citizen participation, environmental sustainability, public safety, health and education. The phrase “smart city” was a broad policy label, not a single technical standard or measurable citywide status. The launch and mission framework describe the program’s core approach.

All 100 cities were chosen through an All-India Challenge conducted in multiple rounds between 2016 and 2018. Each city prepared a Smart City Proposal; the different entry dates meant that cities did not all have identical implementation timelines. The Ministry of Housing and Urban Affairs says all selected cities established Special Purpose Vehicles (SPVs). The Ministry’s account of selection and implementation describes the institutional model.
An SPV is a company set up to plan and deliver mission projects. The state or Union Territory government and the city’s urban local body jointly promoted it, with a standard 50:50 equity structure. Project Management Consultants supported detailed project reports, tendering and implementation. The model was intended to give projects a focused delivery body. It also makes practical accountability questions important: how elected municipal representatives shaped decisions, how residents could participate or complain, and how contracts and performance information were disclosed.

What did “smart” mean on the ground?
Area-based development
Each city identified a defined area for concentrated investment, using one or more of three approaches:
- Retrofitting: improving infrastructure and services in an existing built-up area.
- Redevelopment: substantially rebuilding or replacing an existing area.
- Greenfield development: planning a new extension around an existing city.
For example, New Delhi’s mission area included Connaught Place and adjoining parts of the New Delhi City Centre. The New Delhi Municipal Council describes it as an approximately 550-acre retrofitting area. The NDMC project overview explains that local example. A concentrated project area can receive visible improvements without upgrading every neighborhood in the municipality.

Pan-city projects
Cities also proposed technology-enabled systems intended to serve wider parts of the city. These could include integrated command-and-control centers, intelligent traffic management, surveillance and emergency-response systems, smart water monitoring, online civic services, public information, waste tracking, smart parking and public-transport monitoring. Their reach and usefulness depend on actual deployment, staffing, integration with ordinary municipal services and ongoing operation; a control center on its own does not establish that the whole city’s services improved.
How much money was allocated and spent?
The mission’s original design provided ₹48,000 crore in central assistance over five years, with matching contributions expected from states and urban local bodies and additional investment to be leveraged from other sources. The original duration was FY2015–16 to FY2019–20, though implementation continued beyond that period. The Ministry’s annual report sets out the original funding and duration.

These figures describe different things and should not be treated as interchangeable:
- Central allocation: the approved ₹48,000 crore central assistance for the mission.
- Total project value: the combined value of projects, which includes financing beyond the central contribution.
- Central assistance claimed: the amount cities had claimed against the central support.
- Central share utilized: the amount reported as used from central funds released to cities.
In a Lok Sabha answer reporting status as of March 1, 2026, the government put the value of projects taken up at ₹1,64,811 crore. Cities had claimed ₹47,458 crore in central assistance and reported utilization of ₹46,326 crore. Those are not claims that the Centre alone spent ₹1,64,811 crore. The parliamentary answer provides the dated figures.
What was completed? Read the figures by date and denominator
The latest parliamentary status in the available official record is dated March 1, 2026. It counts projects, not cities declared complete.
| Measure | Reported figure | Reporting date |
|---|---|---|
| Cities covered | 100 | Mission-wide |
| Projects taken up | 8,064, valued at ₹1,64,811 crore | March 1, 2026 |
| Projects reported completed | 7,784, valued at ₹1,56,159 crore | March 1, 2026 |
| Projects under implementation | 280, valued at ₹8,652 crore | March 1, 2026 |
| Central assistance claimed | ₹47,458 crore | March 1, 2026 |
| Central share reported utilized | ₹46,326 crore | March 1, 2026 |
The government’s earlier published snapshots used different totals. In December 2024, it reported 7,380 completed projects out of 8,075, with ₹1,47,704 crore invested. A May 9, 2025 PIB note reported 94% completion of 8,067 projects. The March 2026 parliamentary answer used 8,064 projects and reported a 97% completion rate. These are dated reporting snapshots with different denominators and possibly different project-recording categories; they should not be spliced into one trend as if the underlying count were fixed. The December 2024 figures, the May 2025 note and the March 2026 answer each state their own snapshot.

What kinds of projects did cities take up?
Mission portfolios combined conventional construction with digital and public-realm work. The Ministry’s live dashboard highlights categories including command-and-control centers, roads, water and wastewater, and public-private partnership projects. At the time represented in the cited dashboard snapshot, it displayed 78 integrated command-and-control centers, 721 smart-road projects, 531 smart water/wastewater projects and 226 PPP projects. Dashboard totals can change and may use their own project categories, so these figures are not a substitute for the dated parliamentary totals above. The MoHUA mission dashboard is the source for these displayed category figures.
Government achievement material also describes water and sewerage connections, parks, treated-wastewater users, rejuvenated water bodies, tree planting, metro and bus rapid transit-related infrastructure, heritage conservation, smart classrooms, waste-collection tracking and sports or public-space improvements. These are reported outputs: their existence or completion does not by itself demonstrate how reliably they operate or who benefits. The government’s achievement note lists examples of reported work.

Why project completion is not the same as completing 100 smart cities
A project marked complete is a unit of delivery, not a finding that a city’s full proposal—or its municipal services as a whole—has reached a defined standard. The 7,784 figure does not mean 7,784 neighborhoods, nor does the 97% figure mean that 97% of the 100 cities were transformed. Project size, value, geographic coverage and operational significance vary.
Area-based investment is especially important to interpret carefully. A new road, renovated public space or upgraded network in a selected district may be valuable, but its reach should be assessed against the city’s overall population and built-up area. Pan-city systems may have broader intended coverage, yet a system’s presence does not establish universal access or better service in practice.

There is also a difference between physical completion and durable operation. Construction and installation can finish while questions remain about staffing, maintenance, software renewal, replacement equipment, vendor contracts and recurring budgets. The mission’s reported completion totals establish what the government records as completed projects; they do not alone answer those operational questions.

A useful city-level assessment should examine more than the number or value of projects. For any claimed improvement, look for a baseline, a post-project measure, the geographic area covered, the period measured and the population that experienced the change.

- Completion: Was the project finished, commissioned and put into routine service?
- Coverage: Did the improvement reach beyond a showcase district, and which residents could use it?
- Service quality: Is there evidence of more reliable water, shorter travel times, fewer traffic injuries, reduced flooding or better municipal response?
- Inclusion: Were low-income residents, informal workers, renters, women, older people and people with disabilities included in planning and benefits?
- Durability: Is there an operating budget, trained staff, a maintenance plan and a way to keep systems interoperable after contracts end?
For example, an installed traffic-management system is an output. A claim that it reduced journey times or crashes is an outcome and needs measured evidence. The same distinction applies to CCTV and safety, water infrastructure and reliability, or a park and public access.
What risks and accountability questions remain?
Basic services versus visible technology
Command centers, cameras and apps are easy to point to, but they do not replace drainage, water treatment, sewerage, solid-waste collection, affordable housing, dependable public transport, land-use enforcement or maintenance. A fair assessment should compare each city’s visible technology projects with its needs for these less conspicuous services.

Municipal oversight and public participation
An SPV can focus delivery, but residents and elected representatives need to be able to see who made decisions, how procurement was conducted, how projects were monitored and where complaints can be taken. Relevant evidence includes board composition, consultation records, tender and contract disclosures, grievance channels and published performance measures.
Privacy and cybersecurity
Citywide cameras, sensors and connected platforms raise questions about data access, retention, sharing, cybersecurity and oversight of law-enforcement use. These concerns should be evaluated system by system. The existence of a Smart Cities Mission project does not establish that a particular city used facial recognition or any other specific surveillance tool.
Maintenance, vendor dependence and unequal access
For digital and physical assets alike, a city needs to know who owns equipment, who pays recurring costs, what happens when a vendor agreement ends, whether data can be exported and whether service-level terms are public. It should also test whether benefits reach peripheral settlements and people without smartphones, reliable internet access or the ability to navigate online-only services.
When did the mission end, and what follows it?
The original five-year design ran from FY2015–16 to FY2019–20, but project implementation continued. A parliamentary answer says the mission period ended on March 31, 2025, and that there was no budgetary provision under the mission to take up another city. That funding-period closure is distinct from the status of individual projects: the March 2026 answer still recorded 280 projects under implementation. The parliamentary material on the mission period gives the closure date.
Smart Cities was one part of a wider urban-policy landscape, not the only source of urban investment. AMRUT addresses water supply, sewerage, parks and related infrastructure. The National Urban Digital Mission concerns shared digital public infrastructure for urban governance. A newer Urban Challenge Fund is a separate, market-linked and reform-oriented investment framework: the Cabinet described it as a ₹1 lakh crore central-assistance framework intended to support urban transformation and mobilize larger total investment. It is not a continuation of the original 100-city mission. MoHUA’s National Urban Digital Mission page and the Cabinet announcement on the Urban Challenge Fund describe those distinct initiatives.
