Architect Dr Karin Christine Reenie Elliott was erased from the Architects Registration Board (ARB) register after its Professional Conduct Committee found that two communications about three neighbours were misleading, lacked integrity and were dishonest. The committee said a March 2024 planning appeal form appeared to be motivated by “nothing more than malice” and a wish to publicly traduce the neighbours. Erasure means she is no longer registered as an architect. The committee recommended that she should wait at least two years before applying to rejoin the register.
Why was architect Karin Elliott struck off?
The case concerned communications sent during a dispute with neighbours over a CCTV installation at Elliott’s property in Norwich. The ARB committee found that the communications presented serious allegations without reliable support, omitted or distorted important context and used professional processes to pursue a personal vendetta.

What happened in the CCTV planning dispute?
The planning application
Elliott submitted a planning application for CCTV on 15 December 2023, after an acrimonious dispute with adjacent neighbours. The planning process provided a formal route for presenting the security and property issues.

The February 2024 support letter
On 23 February 2024, she circulated a letter headed as a request for support for listed-building consent for the CCTV. It identified neighbours and sought support by alleging harassment and damage to the property.
The March 2024 appeal form
On 1 March 2024, Elliott posted a planning appeal form on the Norwich City Planning Portal even though the relevant application had already been granted. The form named neighbours and repeated allegations of criminality, racism and violence. Because the original application had been decided, the committee concluded that the form could not affect that decision and appeared designed to vilify the people named.
The professional-conduct hearing took place in three stages: 27–31 October 2025, 7–9 April 2026 and 12–16 October 2026. The committee issued its decision in October 2026.
What did Elliott say about her neighbours?
The February letter alleged that neighbours had cut down trees, destroyed historic walls, built on Elliott’s property, threatened violence with a hammer, obstructed access, committed racial harassment and gender violence, and used council influence to avoid justice. It also linked a neighbour’s Sunday wall-building to Donald Trump’s comments about building a wall to keep out immigrants.
The March appeal form described a planning application as fraudulent, alleged theft of a strip of land and abuse of council power, and said a neighbour wielding a chainsaw had committed racial harassment. It warned the Planning Inspectorate about allegedly abusive or violent occupants.

Independent reporting of the evidence also described a neighbour’s vehicle crossing a shared driveway as a “phallic symbol” and, in a psychoanalytic interpretation, as gender violence. Elliott’s partner, François Girardin, accepted that neighbours had not made direct racist statements; he described an inference drawn from circumstances including a Union Jack, England–France sporting cheers and a wall.

What did the ARB find dishonest or misleading?
The committee identified several examples in which the communications did not give a fair or accurate account of events:
- Claims that neighbours had destroyed trees were made even though trimming had been authorised or permitted.
- Claims of theft and other crimes continued after police had indicated that those offences had not occurred.
- A hammer-threat account relied on an event Elliott had not witnessed herself.
- A statement about a court order was contrary to the actual position.
- The alleged connection between wall construction and Trump’s immigration comments had no proper factual basis.
- The racial-harassment and gender-violence allegations rested on what the committee called spurious grounds.
The committee said Elliott had legitimate formal routes for planning and police concerns, but used the letter and appeal form instead in inflammatory language and with scant regard for accuracy. In its determination, it described the appeal form as apparently motivated by malice and a desire to publicly traduce the three neighbours named in it.
What sanction did the committee choose?
Before deciding on erasure, the committee considered the full range of disciplinary outcomes. Its reasoning focused on the seriousness and persistence of the conduct, dishonesty, public protection, confidence in the profession, evidence of insight and remorse, and the risk that the behaviour could happen again.
| Possible outcome | How it was treated in the decision |
|---|---|
| No sanction | Rejected as inadequate for the seriousness of the findings. |
| Reprimand | Rejected because a warning would not adequately protect the public or maintain confidence. |
| Penalty order | Considered but found insufficient to address the conduct and repetition risk. |
| Suspension | Considered but judged inadequate in light of the dishonesty and limited insight. |
| Erasure | Selected as necessary for public protection, public confidence and deterrence. |
Erasure removes a person from the ARB register. The committee recommended the minimum statutory two-year period before Elliott could apply to rejoin. That recommendation is a minimum waiting period, not an automatic return to the register; any future application would have to be considered under the applicable rules.

How did the earlier 2021 case affect the outcome?
The committee treated a 2021 disciplinary finding as an aggravating factor. That case involved abusive or offensive messages to neighbours, including calling them racists and Nazis and making offensive references to physical characteristics and mental health. It resulted in a £2,000 penalty order.
The earlier finding gave the committee a history against which to assess the 2024 communications. In combination with what it viewed as negligible insight or remorse, it supported the conclusion that lesser sanctions would not sufficiently reduce the risk of repetition.
What does “motivated by malice” mean in this ARB case?
Here, “motivated by malice” was the committee’s assessment of why the appeal form was filed, not a separate criminal conviction. The committee reasoned that the form could not change an application that had already been granted and acted upon, so it appeared intended to expose and damage the neighbours rather than resolve a live planning issue.
The phrase describes the committee’s interpretation of purpose based on the timing, content and lack of a useful planning function. It does not by itself establish that every underlying neighbourhood allegation was false; the disciplinary findings concerned the accuracy, context, integrity and use of the professional communications.
What does the decision mean for architects and planning complaints?
Architects remain free to raise genuine planning, safety or policing concerns, but professional status does not give private allegations special weight. Communications sent through planning systems or to public bodies should be accurate, proportionate and supported by first-hand evidence where possible. Allegations of crime, racism or violence require particular care because an architect’s professional identity can make unsupported claims more damaging.

The decision also illustrates that conduct outside design work can affect registration when it demonstrates dishonesty, a lack of integrity or an inability to use professional processes responsibly. Formal planning and legal channels are not substitutes for a personal campaign against neighbours.
Frequently Asked Questions
Can Karin Elliott practise as an architect after erasure?
Erasure removes her from the ARB register, so she cannot present herself as a currently registered architect in the United Kingdom. The committee recommended that she wait at least two years before applying to rejoin; re-entry would require a fresh decision under the registration rules.
Was Karin Elliott convicted of a crime over the neighbours’ allegations?
The ARB proceedings were professional-discipline proceedings, not a criminal trial. The committee assessed whether her communications were accurate, honest and professionally appropriate; the available data does not report a criminal conviction arising from those communications.
What is the difference between suspension and erasure from the ARB register?
Suspension temporarily prevents a registered architect from practising while leaving the registration in place for a defined period. Erasure removes the registration altogether, requiring a later application if the person seeks to return.
Why did the committee consider the previous £2,000 penalty relevant?
The 2021 penalty showed an earlier disciplinary finding involving abusive messages to neighbours. The committee used that history when judging whether the 2024 conduct was persistent and whether a lesser sanction would adequately address the risk of repetition.
