A well-designed mother’s room gives employees a private, dependable place to express breast milk without sacrificing dignity or work time. In the United States, the federal floor is clear: most employees covered by the Fair Labor Standards Act (FLSA), as amended by the PUMP Act, must have reasonable break time and an appropriate place to pump for up to one year after a child’s birth. The space must be shielded from view, free from intrusion, functional, available whenever needed and never a bathroom.

Good workplace design goes beyond that minimum. A convenient location, comfortable seating, electrical outlets, a flat pump surface, handwashing access, secure storage and a workable scheduling policy determine whether the room is genuinely usable. A permanent dedicated room or an employer-provided refrigerator is generally not required by federal law, but either can improve the experience when the workplace can provide it.

Why a mother’s room matters in workplace design

A mother’s room, also called a nursing or lactation room, is a private workplace space where an employee can express breast milk during the workday. It is not a general wellness room, meeting room or storage closet temporarily labeled for pumping. Its purpose is to let an employee attend to a family and health need in a setting that protects privacy and supports a normal work routine.

Building Design + Construction reported in an August 1, 2023 article that approximately 80% of new mothers started nursing at birth and approximately 55% breastfed for at least six months. The same article reported that about six in 10 mothers were in the workforce, presenting those figures as 2022 rates. The article does not identify the original statistical publishers, so the numbers should be treated as figures reported by that 2023 article rather than independently verified current rates.

The practical design question is not simply whether a room exists. Employees need to reach it during the day, use it without interruption and leave without creating a long wait for another employee. An architect quoted by Design Collaborative described a mother’s room as enabling nourishment for a baby while the parent remains productive. That outcome depends on both the physical room and the workplace practices around it.

Federal requirements under the PUMP Act

The U.S. Department of Labor’s Wage and Hour Division explains the federal baseline in Fact Sheet 73A, issued in March 2025, and in its employer-responsibilities guidance accessed October 13, 2026. The requirements apply to most employees covered by the FLSA; particular exemptions and employer situations should be reviewed with the Department of Labor or qualified counsel.

Requirement What the workplace must provide
Break time Reasonable break time whenever the employee needs to pump, for up to one year after the child’s birth.
Privacy A place shielded from view and free from intrusion by coworkers, supervisors and other people.
Functionality A place where the employee can sit and a flat surface on which to place the breast pump.
Location A practical location that the employee can reach when needed; a bathroom does not qualify.
Availability Enough access and capacity to avoid prolonged waiting. A temporary or shared space may meet the rule if it satisfies all conditions.
Equipment storage A place for the employee to store a pump and insulated food container or personal cooler while working.

Federal law generally does not require an employer to build a permanent, dedicated lactation room. A compliant temporary room or shared room is possible, but a nominal room that is routinely occupied, unlocked, visible through glazing or unavailable at the needed break does not solve the problem.

What to include in a mother’s room

Privacy and control of entry

Place the room away from the highest-traffic areas so people are less likely to pass the door or hear activity inside. A lock with an occupancy indicator lets the user control entry without repeatedly checking the hallway. The door should close fully, and any window or borrowed-light panel should be arranged so that nobody can see in. A clothing hook keeps garments off a clean floor while pumping.

Privacy also includes sound and social expectations. Signage should identify the room’s purpose without exposing who is using it. A policy should prohibit interruptions except for a genuine emergency, and custodial or facilities staff should follow the same rule. A lock is useful only when supervisors and coworkers understand that an occupied room is not available for a meeting or quick retrieval.

Comfortable seating and a stable pump surface

The federal functional minimum is a seat and a flat surface for the pump. A comfortable, wipeable chair with back support is a practical starting point. Add a shelf, counter or small table at a height that allows the user to set down the pump, bottles, phone and personal items without balancing them on a lap. A laptop stand can help an employee stay connected, but it should not crowd the pumping surface or turn the room into an expectation of uninterrupted work.

Keep the route from the door to the chair clear. The room should accommodate the user’s pump bag and, where relevant, mobility equipment. A mirror and dimmable lighting are optional comfort features that can make the room easier to use, while a neutral, calm finish avoids making the space feel improvised or clinical.

Power, handwashing and storage

Provide convenient electrical outlets, including one near the chair and another near the shelf or counter. Outlets should be reachable without running a cord across the walking path. A nearby sink improves handwashing and cleanup; a drain cover can prevent small items from falling into the drain. DOL identifies electricity and a nearby sink as features that improve functionality, although the federal baseline does not turn every suggested fixture into a separate mandate.

Employees must be able to store a pump and insulated container or personal cooler during the workday. A lockable cabinet, dedicated shelf or clearly marked storage area can prevent mix-ups. If storage is shared, establish a cleaning and labeling protocol and state who removes items at the end of the day.

Refrigeration is optional

A compact refrigerator for an office can be a helpful amenity for expressed milk, but the employer is not generally required to provide one under the federal pump-at-work rules. DOL says an employee may bring a pump and insulated food container or personal cooler, and the employer must provide a place to store those items while the employee works. If a refrigerator is installed, define whether it is reserved for expressed milk, how containers must be labeled and how often it is cleaned. Do not represent a mini refrigerator as a legal requirement.

Choosing the room’s location and capacity

Evaluate a proposed room against six practical tests:

  • Privacy: Can a person enter, close and lock the door without being visible or audible to passing traffic?
  • Access: Is the route short and practical from the employee’s work area, and can the room be reached at each needed break?
  • Function: Are there a seat, a flat pump surface, power and a clean place for personal items?
  • Hygiene: Is handwashing nearby, and can surfaces be cleaned without disrupting use?
  • Availability: Does the room remain usable when employees need it, rather than being booked for unrelated work?
  • Capacity: Will the number of rooms, seats or scheduled slots prevent prolonged waiting?

In a small workplace, one room may be sufficient if it is reliably available. In a larger workplace, consider more than one room or a larger suite. A single room that serves many employees needs a scheduling method and enough operating capacity; otherwise, employees may be forced to delay pumping beyond a reasonable time.

Place a dedicated room where it is easy to find but not in the middle of the busiest circulation zone. Excessive distance can turn every break into a lengthy trip, while a prominent, exposed doorway can undermine privacy. During design, map the route from representative workstations, production areas and accessible entrances rather than judging distance from a floor plan alone.

Making a shared room work

A shared room can satisfy federal requirements when every user receives privacy, functional equipment and access whenever needed. The operating rules are as important as the room itself.

  1. Set a simple reservation method. Use a calendar, sign-up sheet or scheduling tool that shows availability without revealing personal health information. Reserve recurring times when employees need predictable breaks, but keep some flexibility for changes in work schedules.
  2. Protect walk-in access. A reservation should not prevent an employee from pumping when needed. Define how an employee can request an immediate slot and how conflicts are resolved.
  3. Prioritize pumping use. Do not let meetings, private calls or storage take the room during periods when pumping employees may need it.
  4. Post occupancy information. An occupied indicator or privacy lock should show that the room is in use without requiring anyone to knock.
  5. Set cleaning and storage rules. Identify who cleans the sink, counter and chair, where personal coolers may be stored and when abandoned items are removed.
  6. Review demand. Track waits and access problems without collecting unnecessary medical details. Repeated conflicts indicate a need for another room, more capacity or a revised schedule.

Room design versus legal compliance

Design recommendations should not be confused with federal mandates. A chair, flat surface, privacy and availability are central to a functional compliant space. A mirror, dimmable lighting, clothing hook, laptop stand, drain cover, mini refrigerator and extra outlets are useful enhancements suggested by workplace design guidance. They improve comfort and convenience but are not each required by the PUMP Act.

Likewise, a permanent room is not automatically better than a temporary room. A permanent room that is too far away, routinely locked, used for unrelated meetings or sized for only one user may perform worse than a well-managed shared room. Judge the solution by privacy, access, function and capacity.

Construction and facilities decisions

Coordinate building systems early

If the project includes a sink, refrigerator or additional outlets, coordinate plumbing, drainage, electrical loads and ventilation with the building team before finishes are selected. Keep outlets and cords clear of wet areas, provide durable cleanable surfaces and verify that the door hardware supports privacy without trapping an occupant.

Account for accessibility and local rules

The federal guidance summarized here is not a complete jurisdiction-specific design review. State and local workplace protections, building codes, accessibility requirements, plumbing rules, electrical requirements and site constraints may add obligations. Confirm the actual project location’s requirements with the responsible design professionals and authorities having jurisdiction. No single federal checklist replaces that review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan for maintenance

Assign responsibility for cleaning, replenishing supplies and repairing locks, outlets, lighting and refrigeration. A room that is technically equipped but has a broken occupancy indicator or an unusable sink is not dependable. Include the room in routine facilities inspections and provide a confidential way for employees to report access or privacy failures.

Common failure modes and fixes

Problem Why it fails Practical correction
A bathroom is labeled as the lactation room Federal rules do not allow a bathroom to serve as the required pumping space. Convert a non-bathroom room or provide a compliant temporary or shared space with privacy and a seat and flat pump surface.
The room is used as a conference room Employees cannot access it whenever needed and may face interruptions. Prioritize pumping use, add an occupancy indicator and remove conflicting bookings.
One room serves many employees with no scheduling plan Users face prolonged waits, undermining availability. Add scheduling with an immediate-access process, monitor conflicts and assess whether another room is needed.
The only surface is a narrow ledge A pump cannot be placed safely and the user has nowhere for bottles or personal items. Install a stable shelf, counter or table at a usable height.
The room is private but impractical to reach Travel time makes reasonable breaks difficult. Move the room closer to users or provide an equally private, functional alternative.
Employees are told a refrigerator is mandatory That overstates federal law and may create an unnecessary barrier. Provide storage for a personal cooler; add refrigeration only if it serves the workplace’s needs.

Implementation checklist for employers and project teams

  • Identify which employees and sites are covered by the FLSA and PUMP Act.
  • Select a non-bathroom location with privacy, practical travel distance and sufficient capacity.
  • Provide a comfortable seat, flat pump surface, power and a secure place for personal items.
  • Locate handwashing nearby and coordinate plumbing, electrical and accessibility requirements.
  • Install a privacy lock and occupied indicator; control visual and audible intrusion.
  • Decide whether a shared room, multiple rooms or a larger suite fits expected demand.
  • Publish a scheduling and immediate-access procedure that does not disclose private health information.
  • State that a personal cooler is permitted and explain storage and labeling rules.
  • Define cleaning, maintenance and repair responsibilities.
  • Check state and local requirements for the project’s jurisdiction before construction or renovation.

A mother’s room succeeds when an employee can reach it, close the door, sit down, place the pump on a stable surface and complete a needed break without waiting or intrusion. Thoughtful construction and clear operating practices turn that basic right into a dependable workplace resource.
